    Job Description

    Background

    In its 10-year strategy, Oxfam has taken tripple nexus or HDP as approach, in all its programs, it would target responding to immediate needs of communities such as doing humanitarian interventions, but similarly addressing long-term needs of the communities. Through the resilience programs, Oxfam established community infrastructure, providing households with livelihood assets, re-igniting market systems, supporting producer groups, forming self-help groups, as well as providing VSLAs with capacity-building and financial literacy training packages to facilitate access to financial institutions. VSLAs have helped women and members of marginalized groups, such as those with disabilities and single mothers, gain access to savings and credit. In this approach peace is critical component as it is driver for peace full cohesion of community and to avoid any structure or un-structural conflicts. in the peace component we address through supporting peace initiatives such as creating and supporting women groups to play active role in reduction of inter-clan conflict and facilitate peace interventions.  Only with integration of humanitarian-development and nexus programs, communities are supported with meaningful program intervention.

    Since nexus was prioritised, steps were taken to mobilise for funding to strengthen nexus program. Oxfam has formed nexus working group that will lead all nexus program and will be one stop shop for capacitating staff, circulating, and sharing information and guiding with nexus thinking in program development and implementation. So far, there are internally Oxfam GB funded project that were running in the last two years, one already finished and other on-going. As HDP implementation is still pre-mature, meaning there is still knowledge gap on its practicality and fit into Somalia/Somaliland context. So far, we have developed one research to showcase to what extent Oxfam has embraced the HDP approach and identify opportunities. In addition, to sharpen the knowledge more, more learnings were developed. i.e. learning case on how communities see triple nexus in Oxfam program interventions. Again, this year, we are planning to do more learnings that are built on the success and gaps of previous learnings. Now we are hiring consultant to do learning paper to see what has changed since earlier learnings.

    In this consultancy, Oxfam is looking for consultant that support generation of learning paper and to capture successes of the project and how it contributed to triple nexus. The Consultant will visit project areas to document lessons around HDP

    Project Description:

    Overall objective: Synergies created between HDP interventions in convergence areas. Oxfam aims to enhance the project to address underlying causes of vulnerability in fragile context by effectively implementing HDP triple nexus approach to achieve collective outcome in areas we have an existing humanitarian response.  

    Project aims to enhance resilience and conflict-resolution capacities of vulnerable communities in target locations through complementary livelihoods, peacebuilding and EW systems strengthening interventions. 

    Skills and Qualifications

    Project Activities

    To advance integration of humanitarian, peacebuilding and development interventions, the following set of activities are proposed to protect resilience gains made over the years and to bridge identified programming gaps in El Afwein district.  

     

    1.       Strengthening Early Warning Systems: enhancing the resilience capacity of communities to implement disaster risk reduction and management by improving usability and coverage of the mobile-based early warning system. More communities will be linked to feed and receive early warning information from the system. Community focal points will be trained on how to use the system and will receive mobile phones to provide inputs.  Features of the mobile-based early warning system (MEWS) for Somaliland will also be improved to increase its usability. MEWS requires upgrading in the following areas: 

    ·         Developing Powerful analytical tools, so that system can predict upcoming disasters and warn when disaster is about to strike and pre-empts quick response action from disaster preparedness authorities. 

    ·         Community warning dissemination features and expanding message to the communities so that communities can be reached via mobiles phones, and communities also feed the system as usual via IVR based early warning system and whenever emergency state is to be reported. 

    ·         Enhance report generating mechanism to help getting accurate data on climate change researchers and disaster forecasting processes. 

     

    2.       Livelihoods and peacebuilding 

    Project will contribute to facilitating households and individuals to improve livelihoods through rehabilitation of water points and support to VSLA groups with grants. Communal water points serve both agro-pastoralist and pastoralist groups, providing water for agriculture and for animal and human consumption.  

    ·         Promoting peaceful co-existence through rehabilitation of community assets: recently, Oxfam constructed/rehabilitated water points in El Midgan village to be used by both agricultural and pastoralist groups. Conflicts occur over when livestock herds are brought in close proximity with farmers. To minimize potential conflicts over water, new water troughs away from farms will be established for livestock herders (through extension pipes).  To implement this, Oxfam, in collaboration with the village peace building committee, the village management committee, and the members of VSLAs, will identify a suitable location where livestock troughs and watering facilities/equipment will be placed to minimize tension. The livestock troughs will be set up approximately 400–500m away from the water source to avoid any potential conflict that may occur between the farmers and the livestock herders. The livestock herders will have a specific location or place with no or minimal disturbance when watering livestock. By expanding and rehabilitating water points, the project will address conflict over scarce water resource. Hybrid committee from different clans of the target location will be responsible in managing the source and ensure access rights of all.  

    ·         Grants to VSLAs and producer groups: established VSLA groups (all women) and producer groups (majority women) will be supported with grants to enhance their sustainability and to become more self-sufficient and resistant to climate shocks and other crises in the long run. Groups will also be linked to financial institutions to access finances for their businesses. 2 VSLA groups (20 women each) in two villages will receive grants of up to USD 2,000; 2 producer groups (fodder-producing groups, milk and meat selling women, etc) will also benefit from business support grants.  

    ·         Capacity strengthening for peace committees: in 2021, Oxfam supported establishment of peace committees in 6 villages in El Afwein district. To strengthen the capacity of committees to collaborate for peace, work with community structures to lead peace campaigns and manage conflicts, supported committees will further benefit from trainings and exposure visits to the Guurti (House of Elders). Consultations with peace committees and quick capacity assessment will inform modules to be trained on. Under this initiative, peace committees will also be supported to conduct awareness-raising sessions and meetings with communities.

     

    3.      Supporting local humanitarian leadership to understanding and implementation of triple nexus – HDP through learnings 

    The concept of triple nexus is largely novel in the Somali context and to Oxfam in general. While the Somalia team have been implementing area-based integrated programme, both our teams and partners will benefit from enhanced understanding of the triple Nexus approach. Research products will be presented during the events to stakeholders such as government, academia, civil society organizations and climate change (research already ongoing, to be finalized before starting this activity). Case studies will be documented to study the importance of applying the triple Nexus approach. Reflections and learning sessions will also be organized for Oxfam staff and partners. 

     

    Consultancy

    The aim of this consultancy is conduct comprehensive learning paper on Oxfam implementation triple nexus. The learning will focus first, generating evidences/knowledge on how the project has contributed advancing HDP nexus. In addition, the learning paper will map out key interventions of Oxfam’s work that are related on HDP.

     

    The consultant will do comprehensive analysis through interview with Oxfam staff from Somaliland, Puntland and South Central Somalia.

    Methodology

    The assignment will requirement analytical and research skills to do deeper analysis on available information from primary and secondary sources. The consultant will do synthesis of learning from interview and literature review. This would be mainly qualitative exercise mostly covering conducting deeper interview with program beneficiaries. The consultant will rely the following methods/tools:

    Literature review: the consult would review available document on tripple nexus and on-going initiatives. This will form bases for what tripple nexus means to Oxfam, how it envision to realise in implementing.

    Interview/Focus Group Discussions: the consultant will sit with Oxfam team to understand about nexus strategy, current project and what team think in terms of delivering nexus strategy. The consultant will have deeper information with program beneficiaries to understand about tripple nexus and what it means to communities and individuals living in poverty. deeper interviews will include key informative interviews.

    Field visit: this will critical component of the assignment as see and observe the diverse on groundwork Oxfam has done in Celafwayn.  From Oxfam tripple nexus program, so much has been done by humanitarian, resilience, or development team to make holistic intervention in target communities.

    Deliverables:

    ·         Inception report: at the kick of the consultancy, the consultant will share detailed inception report on the literature reviewed and how the research will b done. The consultant will share tools for Oxfam teams to provide feedback and approve.

    ·         Field work: the consultant will conduct field work, conducting interviews to collect learning and case studies from the field around triple nexus. The scope of work for the field is only Somaliland but Oxfam field offices include for the teams to be interviewed. The learning will capture not only Somaliland but Puntland South central Somalia.

    ·         Final learning report: after field work and analysis of data collected, the consultant will share report for Oxfam to validate and provide input and final approval for finalization.
