Somali populations have experienced ongoing decades of political turmoil, conflict and consequences of disasters resulting in large scale under development, high levels of mortality and morbidity, large scale destruction of infrastructure including education and health facilities, and lack of access to livelihoods and education
This misfortune leaves thousands of Somali people in need of critical assistance and support every year
The population is highly mobile, primarily due to nomadic life styles; Food shortages and clan warfare increase the mobility through displacement
Somalia ranks amongst the poorest countries in the world. These and many other problems were the main cause, which brought the establishment of Horn of Africa Community Development Action (HACDA)

HACDA is non-political and non-profit making organization and will work all activities concerning human development Five members of board directors (BOD) headed by a chairperson govern Horn of Africa Community Development Action (HACDA). The organization is involved in undertaking activities concerning human Aid such as; Supplementary Feeding Programme ( SFP) supported World Food Prorgamme WFP, the programme is targeting Malnurished women and children.
