    Plan international has started programmes in Somaliland that focuses on child protection, education, youth economic empowerment programming, food security working with/through partners and providing technical support to INGOs, Somaliland NGOs and the Government of Somaliland in Plan’s areas of expertise

    Project Background                                                                        

    Plan International Somalia/Somaliland (PIS) in support of Somaliland’s Ministry of Education and Science (MOES) vision;"Somaliland envisions education as means to prepare all learners to become life-long learners equipped with the skills, knowledge and attitudes to be successfully productive citizens", in collaboration with the MOES and a national partner will respond to the impact of prolonged crisis through ensuring 526 children affected by drought have access to quality education, within a safe learning environment, with skills and knowledge for lifelong learning in Togdheer Region, Burco district at Barwaaqo IDP camp.

    Project Goal: Ensure all children affected by drought have access to quality education, within a safe learning environment, with skills and knowledge for lifelong learning.

    Outcome 1. Improved attendance and learning outcomes of children affected by drought.

    • Output 1.1. Increased access to safe and protective education for girls and boys in affected communities.
    • Output 1.2. Improved capacity of teachers to provide quality and inclusive education in safe and protective learning environment
    • Output 1.3. Strengthened capacity and engagement of government education bodies and community in provision of quality and inclusive education

    3. Purpose and Questions of the Baseline           

    The purpose of this baseline is to measure the status of project indicators which follows the MEAL Plan document at the very beginning of a project. The information on the indicators will later be used to measure and monitor the project progress against the set indicators over the course of the project implementation, e.g. in mid-term and end-lines and/or final evaluations.

    This baseline will also be used for an in-depth assessment of the current status of the implementation of the project in Barwaqo IDP.

    4. Users of the Baseline                                                                  

    The baseline is intended for project team, Swedish National Organization (SNO), Somaliland Ministry of Education, Plan, the other relevant government officials in various levels, and related actors that might be affected by the organisation’s work. The local partner also can use the result of baseline as needed.

    5. Methodology        

    The baseline study will use both qualitative and quantitative data collection techniques to source for appropriate information from the respondents. A detailed methodology including sampling and data collection methods should be included in the technical proposal.

    The consultant will come up with detailed methodology in consideration of the information outlined in this ToR but proposed methods include but not limited to review of existing literature on the Child protection situation in Somaliland, project documents and other relevant literature, focus group discussions, key informant interviews, observations and household survey. The consultant will identify the sampling strategy which will be reviewed and approved by Plan International Somaliland. The sampling process should be systematic, representative and take into consideration the different target beneficiaries and locations.

    Participatory methods that maximize the meaningful participation of children and their caregivers will be important. The evaluators shall present an inception report detailing key survey questions; source of information/data; sampling procedures and the sample size, data collection method and tools, data analysis plan and a report structure. The inception report shall be refined in consultation with Plan international staff and approved before commencing data collection. 

    6. Ethics and Child Protection                                                       

    Plan International is committed to ensuring that the rights of those participating in data collection or analysis are respected and protected, in accordance with Ethical MERL Framework and our Child and Youth Safeguarding Policy. All applicants should include details in their proposal on how they will ensure ethics and child protection in the data collection process. Specifically, the consultant(s) shall explain how appropriate, safe, non-discriminatory participation of all stakeholders will be ensured and how special attention will be paid to the needs of children and other vulnerable groups. The consultant(s) shall also explain how confidentiality and anonymity of participants will be guaranteed.

    11. Expected Qualifications            

    We are looking for a team of consultant with experience and skills required to collect and analyse information from several sources, engage with a variety of actors, work in a team and present information in clear and concise format that supports evidence-based decision-making, including: 

    • Demonstrate experience of producing high quality and credible baseline/end-line study (we require sample or summary of previous project report in English).
    • Experience working with NGO, especially child rights-based organization
    • Having strong understanding on education issues especially in Somaliland context.
    • Adequate knowledge on gender equality and inclusiveness and the integration in the study
    • Extensive experience in building coordination with government / non-government stakeholders, particularly who related to project
    • Having good interpersonal, communication, networking skill
    • Able to work in tight and short deadline
    • Commit to safeguarding, gender transformative and ethical code of study
    • Ability to write concisely, analyse data and information precisely, and present any key findings in well-define structure.
    • Excellent writing in English and verbal communication, both in English and Somali
