Project Background
Plan International Somalia/Somaliland (PIS) in support of Somaliland’s Ministry of Education and Science (MOES) vision;"Somaliland envisions education as means to prepare all learners to become life-long learners equipped with the skills, knowledge and attitudes to be successfully productive citizens", in collaboration with the MOES and a national partner will respond to the impact of prolonged crisis through ensuring 526 children affected by drought have access to quality education, within a safe learning environment, with skills and knowledge for lifelong learning in Togdheer Region, Burco district at Barwaaqo IDP camp.
Project Goal: Ensure all children affected by drought have access to quality education, within a safe learning environment, with skills and knowledge for lifelong learning.
Outcome 1. Improved attendance and learning outcomes of children affected by drought.
3. Purpose and Questions of the Baseline
The purpose of this baseline is to measure the status of project indicators which follows the MEAL Plan document at the very beginning of a project. The information on the indicators will later be used to measure and monitor the project progress against the set indicators over the course of the project implementation, e.g. in mid-term and end-lines and/or final evaluations.
This baseline will also be used for an in-depth assessment of the current status of the implementation of the project in Barwaqo IDP.
4. Users of the Baseline
The baseline is intended for project team, Swedish National Organization (SNO), Somaliland Ministry of Education, Plan, the other relevant government officials in various levels, and related actors that might be affected by the organisation’s work. The local partner also can use the result of baseline as needed.
5. Methodology
The baseline study will use both qualitative and quantitative data collection techniques to source for appropriate information from the respondents. A detailed methodology including sampling and data collection methods should be included in the technical proposal.
The consultant will come up with detailed methodology in consideration of the information outlined in this ToR but proposed methods include but not limited to review of existing literature on the Child protection situation in Somaliland, project documents and other relevant literature, focus group discussions, key informant interviews, observations and household survey. The consultant will identify the sampling strategy which will be reviewed and approved by Plan International Somaliland. The sampling process should be systematic, representative and take into consideration the different target beneficiaries and locations.
Participatory methods that maximize the meaningful participation of children and their caregivers will be important. The evaluators shall present an inception report detailing key survey questions; source of information/data; sampling procedures and the sample size, data collection method and tools, data analysis plan and a report structure. The inception report shall be refined in consultation with Plan international staff and approved before commencing data collection.
6. Ethics and Child Protection
Plan International is committed to ensuring that the rights of those participating in data collection or analysis are respected and protected, in accordance with Ethical MERL Framework and our Child and Youth Safeguarding Policy. All applicants should include details in their proposal on how they will ensure ethics and child protection in the data collection process. Specifically, the consultant(s) shall explain how appropriate, safe, non-discriminatory participation of all stakeholders will be ensured and how special attention will be paid to the needs of children and other vulnerable groups. The consultant(s) shall also explain how confidentiality and anonymity of participants will be guaranteed.
