    Job Description

    Position: Education Manager

    Location: Hargeisa, Somaliland

    Duration: 12 months, renewable based on performance, funds, and need for the position

    Closing date: 29th April 2024

    Primary Responsibilities:

    • Lead the implementation of Global Partnership for Education (GPE) project goals, ensuring adherence to best practices and standards.
    • Oversee budget management and accountability for the project.
    • Build and lead high-performing teams, fostering collaboration with the Ministry of Education, consortium lead agency, regional education departments, local communities, and other stakeholders in the Education sector.
    • Coordinate a cohesive, effective, and timely response to educational needs as part of a consortium led by Save the Children.

     

    Strategic Direction:

    • Provide visionary leadership and strategic direction for education programming.
    • Design and implement program plans, conduct technical assessments, and develop effective monitoring and evaluation (M&E) tools.
    • Ensure the quality and timely delivery of project activities in alignment with work plans and budgets.
    • Develop a comprehensive consortium strategy with partners, facilitating learning and sharing opportunities.
    • Analyze needs assessments and contribute to the direction of the country's education program.
    • Fundraising for new education projects.
    • Advocacy and networking on behalf of Alight’s Education sector.

     

    Program Management:

    • Manage overall program implementation in accordance with Alight and donor guidelines.
    • Manage project staff, develop workplans and ensure efficiency and productivity.
    • Collaborate with the Area Manager, Program Director, Grant Coordinator and MEAL Manager to develop effective monitoring and evaluation tools and framework.
    • Travel extensively to project areas, ensuring adherence to implementation plans and maintaining quality standards.
    • Achieve quarterly project milestones.
    • Develop and maintain a comprehensive reporting system to capture project outputs and outcomes.
    • Generate regular reports for internal and external stakeholders, ensuring compliance with donor requirements.

     

    Representation and Coordination:

    • Serve as the primary interface with the Ministry of Education and education sector coordination.
    • Facilitate partnerships with international organizations, government bodies, and civil society organizations.
    • Position Alight as a key education actor in Somaliland.

    Skills and Qualifications

    Qualifications and Experience:

    • Master's degree (MSc/MA) in Education or a related field, or equivalent experience, with a minimum of 10 years in the sector.
    • Proven experience working with the Ministry of Education and the education sector in Somaliland.
    • Team leadership – experience building team capacity and ability to motivate team members.
    • Excellent communication, networking skills, analytical, organizational and management and leadership skills.
    • High proficiency in written and spoken English. Somali language skills would be an asset.
    • Knowledge of international humanitarian response and coordination mechanisms.
    • Flexibility and willingness to work in challenging circumstances
