    SOLUTIONS FOR HUMANITY (SFH) is a non-profit humanitarian organization and home to a pool of humanitarian professionals committed to help vulnerable communities in distress and turn their crisis to opportunities and self-reliance. By partnering with beneficiaries and communities on the front-lines, SFH bridges the gap between immediate relief and long-term community development. We help communities recover from disaster, build resilient communities, strengthen their capacity to withstand sudden shocks and find their own solutions

    SFH works in emergency response program Including with children and youth empowerment programs, conflict management, Health, WASH, Nutrition, Shelter/NFI, protection and FSL. We help internally displaced women and girls access safe spaces and dignified case managements.

    We seek to recruit a qualified and experienced Program manager to support the implementation of our WASH, Health and FSL programs in Lower Juba. We seek a candidate of high integrity and professionalism who commit to our values. The incumbent will report to the Executive Director and work in collaboration with Technical program officers, Team leaders, MEAL team, operation/support staffs, supervisors and the local stakeholders in the region.

    Under the direct supervision of the Field coordinator and the overall supervision of the Executive Director, the

    Incumbent will be responsible for the following duties:

    1.     General requirements

    ·         Liaise and work in close relationship with the Field coordinator

    ·         Strong ability to liaise effectively with and win the confidence of a wide range of players, from government ministers and officials, donor representatives, civil society, private sector, academics and staff of NGOs

    ·         Strong managerial and organization skills including financial accountabilities, ability to take initiative, prioritizing, multi- tasking and experience in working under pressure and in a team environment.

     

    ·         Demonstrated analytical and conceptual skills to think and plan strategically.

     

    ·         Strong ability to manage a complex and demanding work load

     

    ·         Projects monitoring, evaluation, assessment, coordination and program management

     

    ·         Diligent work ethic, able to multitask and meet deadlines

     

    ·         Problem solving skills & highly adaptable to a variety of tasks & people

     

    ·         Skilled in project proposal-writing, report-writing, and presentational skills

     

    ·         Contribute to the SFH identity, values and principles by reflecting, discussing and contributing to the advocacy mandate.

     

    ·         To ensure SFH/OCHA-SHF/WASH Cluster guidelines are followed in the project implementations

    2.     Data Collection and Reporting

    ·         Participates in the report writing according to guidelines (Weekly, interim & Financial reports, etc.)

     

    ·         Participates in the PDM and rapid assessment reports in the project area.

     

    ·         Reports directly to the line manager of any problems that might be linked to the implementation of the program including security threats or breakdown.

     

    ·         Liaise with all stake holders in conducting periodic assessment and baseline studies

     

    ·         Analyze context analysis of field realities and operational environment with the view to advocate for maximum stakeholder participation

     

    ·         Ensure that data received from health facilities are compiled in the DHIS2, Report Hub, and EWARNS completely and timely, and then analyzed and distributed to the relevant stakeholders

    3.     Project implementation

    §    Establish, manage and track projects’ reports, budgets, and grant contracts

     

    §    Oversee the planning, implementation and management of program and projects’ activities

     

    §    Coordinate monitoring and evaluation of the program and projects’ activities

     

    §    Support resource mobilization through the development of new program strategies and interventions

     

    §    Represent, coordinate and liaise with donors and relevant stakeholders

     

    §    Initiate new project ideas and play an active role in further project development process

     

    §    Develop project cycle management capacity of project staff through coaching, teamwork and mentoring.

     

    §    Assisting the Executive Director in the implementation, monitoring, reporting and evaluation of the integrated project

     

    §    Oversee and manage project expenditures, ensure budget is strictly adhered to, financial procedures are respected and all supporting documents are sent to Mogadishu main office as the per required schedule

     

    §    In coordination with the security officer, provides weekly security updates for the programme staff with special focus on the programme’s geographical area

     

    §    In consultation with project officers, ensures timely formulation of projects work plans and ensures compliance by the projects team.

     

    §    Lead and manage all procurements at all levels, working closely with procurement team.

     

    §    Oversee the development, deployment and utilization of operation policies, procedures, and systems to deliver compliance with SFH and donor requirements.

     

    §    Effectively manage contracts within the scope of the units and efficiently maintaining all recommended processes and procedures

     

    §    Working with the Program officers, ensure appropriate and timely activities are taking place at the field level.

    §    Maintain close coordination and communication with the ED and liaison and on safety and security concerns and evolving issues that could adversely affect staff or operations.

    4.     Communication

    §    To assist in organizing meetings and reports appropriately

     

    §    Participates in relevant cluster meetings according to schedule.

     

    §    Follow up on any action points that were pending from the above meeting.

    5.     Coordination and Representation

    §    Ensure integrative programming approach with other sectors and staff.

     

    §    When requested represent SHF in external meetings

    Skills and Qualifications

    ·         Education: Bachelor of Art/ Bachelor of science or equivalent in Social sciences, Development studies, International relations, political Science, Economic Development, Public Administration or relevant field

    ·         At least 5 years of management experience with specific experience and skills in program development including project design, evaluation and grants management

    ·         Has a proven track record of success in a relevant field

    ·         A strong understanding of program development and operational management

    ·         Experience of leadership and line management of a team and the development, monitoring and evaluation of effective work programs

    ·         Must be comfortable operating at senior management level and interacting with other senior representatives (internal or external), partners and other stakeholders

    ·         Expertise in all aspects of operational management, including planning, project management and problem solving

    ·         Ability and track record of working as part of a busy team and working effectively under pressure to tight deadlines

    ·         Accuracy and attention to detail
