Here at Human Appeal we have an exciting opportunity for the Project Officer to be based at Human Appeal office in Mogadishu.

     

    SCOPE OF ROLE:

    The role of a Project Officer primarily focused on Food Security and Livelihoods (FSL) and Water, Sanitation, and Hygiene (WASH) encompasses a range of responsibilities aimed at improving the living conditions of vulnerable populations.

     

    Main Job Purpose

     

    The Project Officer for Food Security and Livelihoods (FSL) and Water, Sanitation, and Hygiene (WASH) is responsible for the effective implementation, monitoring, and reporting of projects aimed at improving the living conditions of vulnerable communities. This role involves coordinating field activities, engaging with community members, and ensuring that project objectives are met in alignment with organizational goals. The Project Officer will report directly to the Program Manager, providing regular updates on project progress, challenges, and successes to facilitate informed decision-making.

     

        Project Implementation

    ·         Lead Field Operations: Oversee the implementation of FSL and WASH projects in designated areas, ensuring high-quality execution aligned with organizational guidelines.

    ·         Community Engagement: Facilitate community involvement in project activities, including mobilization, sensitization, and beneficiary registration.

    ·         Coordination with Local Authorities: Maintain strong relationships with local leaders and authorities to ensure community needs are met and project goals are achieved.

     

    2. Technical Support and Training

    ·         Capacity Building: Provide technical support to the community members to enhance their skills in project implementation.

    ·         Monitoring and Evaluation: Collaborate with Monitoring, Evaluation, Accountability, and Learning (MEAL) teams to assess project affect and adjust activities based on feedback.

    3. Data Management and Reporting

    ·         Data Collection: Compile accurate data related to beneficiary selection, project progress, and outcomes. Ensure that data is effectively documented for reporting purposes including the signed beneficiary list.

    ·         Reporting: Prepare regular reports (weekly, monthly, quarterly) on project activities, challenges faced, and success stories to share with supervisors and stakeholders.

    ·         Performance Tracking: Monitor day-to-day progress against project objectives and report any deviations or challenges faced during implementation.

    4. Coordination across Sectors

    ·         Resource Management: Coordinate with logistics, HR, and finance teams to ensure timely distribution of resources needed for project activities.

    5. Risk Management

    ·         Identify Risks: Evaluate potential risks that may affect project outcomes and develop strategies to mitigate them.

    ·         Adaptability: Adjust project plans based on changing circumstances or feedback from the community and stakeholders.

    6. Advocacy and Representation

    ·         Community Representation: Represent the organization in community meetings, advocating for the needs of beneficiaries.

    7. Documentation

    ·         Maintain Records: Ensure that all project documentation is complete, accessible, and adheres to organizational standards for reporting and evaluation purposes.

    ·         Post-Implementation Reviews: Participate in post-mortem evaluations to assess what worked well and what could be improved for future projects.

     

    8. Compliance with Donor Requirements

    ·         Adhere to Guidelines: Prepare narrative reports according to donor requirements, ensuring that all necessary information is included for accountability and transparency.

    Skills and Qualifications

    • Education: Bachelor is degree in Development Studies, Environmental Science, Public Health, Agriculture, or a related field. A Master’s degree is a plus.
    • Experience:
      • Minimum of 2–5 years of experience in implementing FSL or WASH programs in FSL work in the INGO/LNGO and UN environment, including exposure to field operations in both emergency and development programs
      • Proven experience in monitoring and evaluation processes.
    • Skills:
      • Strong analytical skills with the ability to interpret data effectively.
      • Excellent communication skills (both written and verbal) for reporting purposes.
      • Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint) and data management software.
      • Familiarity with donor compliance requirements is an advantage.
    • Personal Attributes:
      • Strong interpersonal skills for effective community engagement.
      • Ability to work independently as well as part of a team in a multicultural environment.
      • Flexibility to adapt to changing circumstances in the field.
