GIT consultancy is currently recruiting for the above position on behalf of Somali Community Concern (SCC)
Introduction
Somali Community Concern (SCC) is a non-political and non-profitable, humanitarian relief and development organization that works to save lives, and promote self-reliance and dignity through human transformation going beyond relief and development. Founded on 9th April 2003 by a group of Somali intellectuals and activists, who came together to improve the resilience of Somalia’s community to realize their full potential in responding to community challenges. In line with its mission, SCC has endeavoured to support communities to address the myriad of threats and risks to food and livelihood security by facilitating the implementation of an integrated livelihood support and resilience program. The organization works towards harnessing unrealized economic potential, unutilized indigenous resources and knowledge responsive to community needs and priorities.
- Project Background
Somali Community Concern (SCC) will implement a camp coordination and camp management project in Kahda– Banadir region to provide life-saving services to drought-affected IDPs. In line with the CCCM Cluster Strategic Objectives for January 2022, SCC will seek to strengthen camp coordination and camp management structures to coordinate the delivery and monitoring of humanitarian services to improve the living conditions of IDPs living in Kahda District. In order to reach this objective, SCC will contribute its expertise and contextual knowledge to the cluster system.
Under the overall implementation and in close cooperation with OCHA, the Project office is responsible for the day-to-day activity management of the project throughout the implementation.
SCC is looking for a professionally confident, self-motivated, experienced and committed team player to fill CCCM Project Officer position in Somalia.
Terms of Reference (ToR)
- Responsibilities and Duties
Project implementation
CCCM Project Officer will play an integral part of SCC CCCM response in the IDP sites of Somali region. This will require constant interaction with the Program Coordinator as well as with sites coordination structures and humanitarian partners. The CCCM Officer will also have an administrative responsibility of ensuring that project assistant staff as well as daily workers are actively following their ToRs and abiding by SCC Code of Conduct.
Specific duties and responsibilities include:
Partner coordination
- Liaising and coordination with all humanitarian partners and stakeholders working in the sites
- Liaising and coordination with local authorities responsible for site administration
- Liaising with clusters Protection mainstreaming
- Considering gender, protection, and GBV concerns in all aspects of activities
- Promoting of and adhering to Prevention of Sexual Exploitation and Abuse policy and guidelines
- Referring to and following up with protection partners on identification and addressing of cases of vulnerability within the camp
- Ensure that principles of data confidentiality are respected in information management activities and that sensitive data of beneficiaries are protected when stored or shared if strictly necessary
Protection mainstreaming
- Considering gender, protection, and GBV concerns in all aspects of project activities
- Promoting and adhering to Prevention of Sexual Exploitation and Abuse policy and guidelines (for site residents, SCC staff, and partner agencies).
- Supporting and promoting the participation of women, youth, people with specific needs, and marginalized groups in project activities.
- Ensuring principles of data confidentiality are respected in information management activities and that sensitive data of beneficiaries are protected when stored or shared.
Project management and reporting
Planning, Implementing, and Reporting
- Supporting the line manager in devising weekly and long-term work plans for the project implementation, particularly or information management activities.
- Attending regular staff coordination meetings.
- Timely reporting on problems and challenges in the site to the line Manager
- Timely submission of weekly report, information products and updated databases as requested by the line manager
Transparency and Compliance
- Ensuring compliance to SCC internal procedures and donor procedures
- Accurate record keeping of project documentation, including photos and proper filing of meeting minutes, databases, attendance sheets, assessment reports/documents, review and updating of databases etc., in soft and hard copy
HR
- Commitment to continuous learning through trainings and timely identification of capacity-building needs and opportunities, in coordination with line Manager/HR Dept.
- Supervise recruitment of enumerators when needed for data collection
- Train Enumerators
Monitoring and Evaluation
- Supporting Appraisal Monitoring Evaluation (AME) team in beneficiary identification, registration, and verification
- Supporting Appraisal Monitoring Evaluation (AME) team in the Post-Distribution monitoring exercise
OTHER DUTIES
- Provide translation of various documents (e.g. reports, minutes, beneficiary lists, information signs) upon request
- Perform any additional task as requested by the line Manager.
Subordination:
The employee works under the direct supervision of the CCCM Program Coordinator.
