      Context:
      IOM’s Transition and Recovery Pillar (TRP) encompasses IOM Somalia’s Community
      Stabilization Unit (CSU), Security and Justice Program (Nabadgelinta), and Disengagement,
      Disassociation, Reintegration and Reconciliation (DDRR) program and addresses the
      multifaceted drivers of instability to support the Somali Government and communities to build
      peace and lay the foundations for longer term, sustainable recovery through activities that
      restore trust horizontally between communities and vertically between communities and
      government authorities in newly recovered and fragile areas. Within this mandate, TRP works
      with marginalized and at-risk youth on Preventing Violent Extremism (PVE) and to promote
      social cohesion and supports the Federal Government of Somalia's (FGS) National Programme
      for the Treatment and Handling of Disengaged Combatants in South West State and Jubaland.
      TRP also supports the FGS’s and Federal Member State (FMS) level stabilization strategies
      through the Daryeel program that works in Galmudug (GM), Hirshabelle (HS), South West State
      (SWS), and Jubaland (JSS).

      CSU under its rapid stabilization portfolio is currently implementing three projects – Rapid
      Stabilization Support (RSS) funded by Foreign, Commonwealth and Development Office
      (FCDO), Sabilization and Recovery in Somalia (SRS) funded by United States Agency for
      International Development (USAID) and Strengthening Justice and Security In SWS:
      Capacitating State Infrastructures .
      As part of IOM's Migration Management mandate, the Community Stabilization Unit (CSU)
      contributes preventing and addressing drivers of irregular migration in Somalia. Through
      interventions like the FCDO-funded RSS-ERI project, CSU works to stabilize conflict-affected
      areas by enhancing safety and security governance, thus ultimately contributing to facilitate
      regular migration pathways.
      To bolster efforts in overseeing initiatives focussed on institutionalizing the Collaborative, Safety
      and Security Framework (CSSF) – as relevant to the implementation of the FCDO RSS-ERI
      programme – and to strategically expand support to relevant national institutions towards
      enhancing safety and security governance capacities, CSU is looking to hire a dedicated
      programme manager with experience in this field.
      Under the overall supervision of the Chief of Mission (COM) in IOM Somalia in Mogadishu,
      direct supervision of the Senior Program Coordinator (Community Stabilization), and in close
      coordination with the Regional Thematic Specialist (RTS) for Transition and Recovery at the
      Regional Office (RO) in Nairobi, Kenya and relevant Divisions/Departments/Units at
      Headquarters (HQ), the Programme Manager (Security Sector Governance) will be responsible
      for managing, coordinating and overseeing the activities of the Transition and Recovery Pillar
      (TRP) encompasses IOM Somalia’s Community Stabilization Unit (CSU).
      Core Functions / Responsibilities:
    3. Oversee the effective management, implementation and monitoring of the Collaborative,
      Safety and Security Framework (CSSF) by overseeing the technical, administrative, and
      operational aspects, contributing to the development of CSSF, and backstopping the financial
      management, for relevant projects.
    4. Provide operational management, expert guidance, and technical supervision of the CSSF,
      including recommending where to focus programme resources and identifying operational
      challenges and tentative solutions as they arise.
    5. Establish, maintain and further expand strong liaison efforts with international and local
      actors, implementing partners, the UN Mission in Somalia, Agencies and other stakeholders at
      the technical level to promote dialogue, information-sharing and cooperation, towards the
      successful implementation of the CSSF.
    6. Establish and maintain close and effective working relationships with relevant governmental
      counterparts at the technical level, to manage the project implementation and the resolution of
      related challenges, including organizing periodical meetings with relevant stakeholders.
    7. Ensure that the key programmatic updates are shared with the Unit’s and the Mission’s senior
      management, as well as international stakeholders, including donors, to maximize impact,
      minimize overlapping and stimulate funds mobilization for new projects.
    8. In close coordination with the field team and relevant M&E colleagues, ensure that progress
      are monitored against strategic objectives, programme benchmarks, and operational challenges
      are promptly identified to provide strategic advice with respect to improvements and corrections.
    9. Ensure regular briefing are obtained from relevant field teams and consequently provide
      updates to the Unit’s management on all aspects of activity development and implementation.

    10. Ensure timely and quality preparation and submission of all programme reports, in close
      coordination with the relevant colleagues and support units, according to the requirements of
      IOM, donors, and relevant stakeholders.
    11. Participate and engage actively at relevant donor or partner meetings, briefings, roundtables
      and conferences.
    12. Supervise and provide technical support to all relevant programme staff. Monitor, mentor
      and support staff, conduct relevant training and ensure the capacity building of programme staff.
    13. Ensure coordination and information-sharing with other relevant programmatic components
      across the Transition and Recovery Pillar’s portfolio.
    14. Provide technical advisory to create and explore synergies and complemetarities across
      other programmatic areas within the mission, to contribute developing a comprehensive and
      cross-thematic vision to the safety and security sector governance.
    15. Perform such other duties as may be assigned.

    Skills and Qualifications

    Education
    • Master’s degree in Political or Social Sciences, International Relations or a related field from
    an accredited academic institution with five years of relevant professional experience; or
    • University degree in the above fields with seven years of relevant professional experience.
    Experience
    • Field work experience on seecurity sector governance, technical cooperation and institutional
    capacity building programmes;
    • Experience in project development and project management, complex project implementation,
    budget drafting, research and report writing;
    • Experience in liaising with governments counterparts, local and international actors;
    • Experience in managing staff;
    • Experience with UN, non-governmental or governmental institutions/organizations in a
    multi-cultural setting;
    • Prior experience in programme implementation in Somalia are considered as an advantage.
    Skills
    • Strong analytical and organizational skills;
    • Strong, creative and innovative thinking skills;
    • Proven ability to work effectively in a complex collaborative environment, including with
    government stakeholders;
    • Excellent and demonstrable analytical, communication and writing skills;
    • Sound knowledge of project implementation;
    • Good level of computer literacy, including database applications.
    Languages
    IOM’s official languages are English, French, and Spanish. All staff members are required to be
    fluent in one of the three languages.
    For this position, fluency in English is required (oral and written). Working knowledge of Somali
    is an advantage.
