    Job Title: WASH Engineer_Supervisor

    Location: Mogadishu, Somalia with frequently travel to Jubaland, Southwest and Hirshabelle states.

    Job Holder Reports To: WASH & Infrastructure project manager

    Reporting to Job Holder: N/A

    Overall Purpose: Working as an important member of a diverse team who are committed to serve the world’s most vulnerable with practical and compassionate care, the WASH Engineer has a vital role to play in improving access to safe water, sanitation and hygiene practices for the target communities and health facilities . He/she effectively manages and supervises the assigned activities related to the WASH project(s) in line with the project objectives, budget and timeframe and contributes to enhancing beneficiary participation and training other staff.

    Project Overview:

    Medair has been implementing integrated health, nutrition, and WASH projects in Somalia since 2008. The current projects involve WASH infrastructure rehabilitation, water supply, sanitation and hygiene promotion as well as WASH emergency responses in urban and rural Somalia.

    Major Duties and Responsibilities

    Technical WASH Management

    • Supervise implementation of the assigned infrastructure projects with close coordination with WASH & Infrastructure Project manager.
    • Conduct regular field visits and provide technical instructions and guidance to the contractors.
    • Ensure the quality construction of assigned infrastructure.
    • Promote sustainable management through training of Water User Committees
    • Responsible for final inspections and preparing completion reports for contracted work.
    • Contribute towards development of Bill of Quantities (BoQs) including materials, costing and work specifications for WASH infrastructure according to Medair requirements and minimum standards.
    • Develop work plans for proposed activities and report against these schedules.Install WASH infrastructure and equipment at health facilities and ensure quality of technical works and construction progress.
    • Establish and oversee the implementation of WASH management systems and supervise regular monitoring (e.g. water quality testing).
    • Monitor, supervise, and assist in the implementation of WASH activities, with emphasis on community capacity building for hygiene behaviours.
    • Contribute support for dissemination of appropriate IEC (Information Education Communication) /BCC (Behaviour Change Communication) for effective hygiene promotion.
    • Contribute support as needed during needs assessments and during project design information gathering.

    Capacity building

    • Identify training needs of community members involved in WASH activities and, in conjunction with other Medair WASH staff, develop and implement training plans.
    • Work closely with other sector staff to support the operation and maintenance of water supply and sanitation facilities including training and monitoring.
    • Provide support to Care Group volunteers, promoters and local NGO partners on issues related to hygiene and sanitation.
    • Conduct training on waste management for Health facility local partner staff.

    Communication and Coordination

    • Represent Medair at relevant local level coordination meetings involving local authorities, and other I/NGOs and WASH Cluster.
    • Coordinate and liaise with relevant team members to ensure objectives of the WASH program are met.
    • Coordinate with relevant stakeholders involved in WASH activities delivery including private sectors, government institutions and user committees, in collaboration with other Medair WASH staff.
    • Facilitate the process of capturing, documenting, and disseminating project data including achievements, lesson learnt, case studies and progress reports related to WASH.
    • Provide all required data reporting in a timely and transparent manner.

    Logistics

    • Provide technical specifications to logistics team during local procurement process on construction materials in co-ordination with the WASH PM.
    • Maintain records of consumable items and equipment used.

    Quality Management

    • Promote and use Medair standard operating procedures, ensuring that all standardized formats are used, and guidelines are followed.
    • Promote and support data collection, monitoring, and records as guided.
