    TITLE: National Programme Manager – Anticipatory Action and DRR

    TEAM/PROGRAMME: Programme Operations

    LOCATION:  Somalia Country Office with 60% travel to field 

    GRADE:  2

    CONTRACT TYPE: National

    CONTRACT LENGTH: 24 months with a possibility of extension depending on funding

    CHILD SAFEGUARDING: 

    Level 3:  the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff.

    ROLE PURPOSE: 

     

    The Program Manager – Anticipation Action and Disaster Risk Reduction will provide the overall managerial oversight of the national implementation of anticipatory action and disaster risk reduction interventions. The Program Manager will strategically drive, coordinate and report on the results of the Programme/assigned projects, using an adaptive management and learning and reflection approach to achieve outcomes and impact for meaningful and lasting change for children. 

     

    The Program Manager will work closely with other functions including Program Development, Quality and Impact, Program Operations, Humanitarian Director, Compliance and Supply Chains and the Country Office Senior Leadership Team to meet all programme-related objectives in the Country Office. The Program Manager will be accountable for effective and efficient management of the Anticipatory Projects in ways that ensure resources are focused on reaching strategic objectives, meeting donor expectations, and adhering to all internal and external standards.

     

    SCOPE OF ROLE:

    Role Dimensions:  Save the Children operates across all zones in Somalia and currently has three main area offices and additional 11 field offices. Programmatically Somalia is a large Country Office with more than $110million annual budget and staff over 700 staff.

     

    Staff directly reporting to this post: TBC.

     

    KEY AREAS OF ACCOUNTABILITY:

     

    Manage Strategic alignment.

    • Work Cross-Functionally to set and achieve Strategic Objectives focused on Improving Children’s Lives in anticipated crisis or at risk of disasters. 

    • Ensure strategic alignment and contribution of the disaster risk projects to SC at Country Office, member and SC global strategic priorities an to that of the external stakeholders including Government, IGAD Climate Prediction and Applications Centre (ICPAC), and Jameel Observatory.

    • Ensure that SMT members are kept abreast /informed of critical and strategic Climate Change project engagements and risks.

    • Be the focal person and coordinator of all Climate Change project engagements both at Country Office and with external stakeholders in collaboration with the Director of Programmes.

    • Participate in development of climate Change/resilience concept notes for possible funding.

    Project Planning and implementation Management.

    • Responsible for managing the Climate Change project to achieve and report on the results in line with the projects’ Logical Framework.

    • Disaster Risk Reduction by ensuring, identify, assess and manage the hazards, vulnerabilities and risks that may occur in the project, and escalating any risks that need management to Area Representatives and  the Director of Programme Operations.

    • Identify and implement cost-effective risk reduction strategies.

    • Disseminate information and raise awareness about hazards, vulnerabilities and risk that are as results of climate change. 

    • Contribute to the strengthening of resilience and risk reduction due to climate change.   

    • Ensures the development and implementation of rigorous social and behavior change strategies for the project working with children in all phases from formative stage, through to strategy development, design and community-level engagement. 

    • Support the design and the rigorous application of Social and Behavior Change Communication theory, practice, principles and current best practices that achieve measurable results.

    • Ensure timely submission of quality program annual plans and reports with the respective phased budget aligned with the Country office CSP.  

    • Ensure that all project operations are based on and are in line with the approved annual plan, phased budget, DIP, procurement plan.

    • Ensure that the Climate Change project is aligned with and meet MEAL requirements, CO KPIs, essential standards, and policies.

    • Facilitate the monitoring of hazards and impact on the target population, this includes data collection and analysis of identified AA trigger indicators, livelihoods, and markets;

    • Manage contracts of the third party consultants/suppliers in line with agreed terms and scope of works

    Budgeting and Financial Management.

    Responsible for the overall project’s financial and budgetary management. This responsibility includes:

    • Ensuring that a quality and timely project phased budget aligned with the DIP is in place.

    • Ensure that project implementation meets the monthly financial performance target (100% burn rate) and annual spending against life of award budget not greater than 100%.

    • Ensure that all financial policies and regulations relating to cash flow management, expenditure controls, cash management, accounting information, advances management as put in place for the management and control of funds are followed by the staff and partners in implementing the different program activities.

    • Hold monthly staff meetings to plan and reflect on project roll out.

    • Financial management – Ensure excellent financial management and accountability in line with SCI policy guidelines.

    MEAL and Project Reporting.

    • Ensure timely and quality project design and study processes which include assessments, baseline, research and evaluations.

    • Ensure that the project adheres to and meets all quality benchmarks.

    • Ensure accountability mechanisms are integrated into all aspects of project management structures including information sharing, beneficiary engagement (including children’s participation) and that excellent collection and management of complaints and feedback is conducted in close collaboration with MEAL staff.

    • Ensure regular monitoring of project results, documentation of project, case studies, lessons learnt, significant changes and best practices and coordinating learning and reflection meetings/sessions. 

    • Ensure functional project monitoring and evaluation systems is in place.

    • Ensure timely submission of high-quality monthly project progress and end of fiscal year reports which are in accordance with the project reporting schedule and formats/guidelines.

    • Ensure that issues raised in the reports are comprehensively addressed in a timely manner. 

    • Ensure that research components of the project are well designed and undertaken with the REALM technical leads and external experts and that it aligns with SC and Government learning agenda and research protocols.

    Advocacy, Networking and influencing.

    • Guides and spearheads district level advocacy for children and other vulnerable groups in the Impact Area

    • Liaise with PDQ to identify, develop, and lead local level advocacy in line with organizational advocacy strategy. 

    • Builds strategic networks, coalitions, and alliances on key advocacy issues. 

    • Develops a data base of strategic networks and partnerships for advocacy. 

    • Ensure Advocacy for children integrated in programme and project operations and plans.

    • Develop strategies for collaborations within the district.

    • Document lessons and learning’s from advocacy engagements.

    • Work closely with partners in the districts including the District Health Office, District Education Office to ensure synergy between the country strategy plan and district plans and intervention in addition to organization visibility. 

    • This includes attending key and agrees upon district and Sub- national and national meetings for purposes of advocacy.

    Child Safeguarding 

    • Work with Child Safeguarding Focal persons to ensure all CO staff are trained in CS.

    • Closely review documents and agreements to ensure all partners, contractors, visitors, volunteers etc. comply with CS and code of conduct standards.

    Research, Evaluation, Accountability, Learning, Monitoring and Reporting 

    • Faciliate the identification of learning agenda and evidence gap to inform the Country Office or SC movement work on how to create impact for the child in protracted crisis.

    • Support the technical specialists in formulating indicators setting of milestones that can be used to standardize the Country Office work on DRR/AA.

    • Support the establishment of a comprehensive Feedback and Reporting Mechanism in all the Disaster Risk Reduction and Anticipatory Action.

    • Facilitate the tracking and outcomes reporting of programme reach on regular basis through field and interactions with programme implementation team.

    • Ensure quality of research and evaluation works conducted by consultants or internal REALM teams are upheld all through our works,

     

    Advocacy and Policy Development

    • Ensure communication packages including policy briefs and position papers tailored towards influencing actions or mobilizing others are developed from evidence generated from the country’s office work.

    • Facilitate the tracking of annual events and prioritize topmost important events where the Country Office must participate with impacts and visibility. 

    • Facilitate the identification of success stories of impacts to be communicated on media nationally and internationally.

    • Actively participate in effective representation of Save the Children in clusters, working groups and technical meetings/conferences at the subnational, national level, regional and global stage.

    • Advise field teams to ensure adequate field visibility through attendance at technical meetings at state, county and pay am level.

    • Ensure active dissemination of programme findings and lessons learned through the production of high-quality impact documents to key stakeholders.

     

    General management

    Skills and Qualifications

    QUALIFICATIONS AND EXPERIENCE

    Essential

    • Post-graduate degree in development studies, social sciences, agricultural science; economics; natural resource management or a related field with additional training in food security and livelihoods and project planning and management techniques or relevant experience instead of post graduate studies. 

    • Minimum of 5 years’ experience in leading the implementation of large-scale and complex proposals, including projects of budgets greater than $5 million.

    • Experience in coordinating and preparing successful program initiation and implementations in Somalia context 

    • Knowledge of the requirements of major institutional donors including budgeting, eligibility issues, compliance management, and reporting.

    • Excellent writing/editing, budget management and presentation/communication skills. Ability to present complex information in a succinct and compelling manner.

    • Experience working on anticipatory action, emergency preparedness, DRR, etc. and solid practical and conceptual understanding of this field of work, including complexities in funding and policy direction.

    • Experience in coordinating workplans/initiatives across multiple stakeholders at different levels.

    • Highly developed interpersonal and communication skills, including communicating with impact, influencing, negotiation, and coaching. 

    • Demonstrated people leadership skills, able to effectively manage stakeholders as well as staff in a matrix management relationship.

    • Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures.

    • Ability and willingness to dramatically change work practices and hours, and work with incoming emergency surge teams. Proven ability in working in insecure or hardship environments and to work under tight deadlines. 

    • Ability and willingness to travel extensively to field sites and work independently. 

    • Fluency in English, both verbal and written, required.

    • Commitment to Save the Children values, including willingness to abide by and enforce the Child Safeguarding policy. 

     

    Highly Desirable 

    • Experience in Household Economy Approach (HEA), Cost of Diet (CoD), Integrated Food Security Phased Classification, cash transfer programming (CTP), and Emergency Markets Mapping and Assessment (EMMA)
