To eradicate polio from Somalia through high routine immunization coverage, high quality supplementary immunization activities (SIA), and a highly sensitive Acute Flaccid Paralysis(AFP) surveillance system.
DESCRIPTION OF DUTIES
The incumbent will perform the following duties: Provide technical support to the State government through the Somalia Emergency Action Plan and relevant GPEI/government coordination mechanisms. Update the surveillance guidelines of Vaccine preventable diseases surveillance (VPD), training modules and other materials and assist in development of monitoring and evaluation tools. Guide and support the States in the implementation, monitoring and evaluation of Supplemental Immunization Activities (SIAs) in the field and prepare the necessary reports, and monitor follow up tasks, responsibilities and activities. Devise mechanisms of strengthening SIAs quality and ensure robust Campaign Assessments and Surveys are in place. Help establish a culture of transparency, open and frank communication about any program performance gaps with WHO personnel and partners. Support the provincial teams in planning, coordinating and organizing technical and management trainings of divisional, and district-level teams in immunization and Vaccine preventable diseases surveillance (VPD).7. Provide technical input on implementation of EPI, including planning for strengthening of immunization services, implementing plans for using the polio eradication infrastructure to support broader immunization goals, and strengthening surveillance of vaccine-preventable diseases based on the experience of surveillance for acute flaccid paralysis and poliovirus. Support training and capacity building of staff, other personnel affiliated with WHO, GPEIpartners, and health workers on polio eradication, EPI and other priority public health initiatives. Conduct outbreak investigations ofvaccine-preventable diseases and implement appropriate public healthinterventions.10. Review VPD surveillance data to identify potential outbreaks and support timelyresponse measures.Responsible forimplementation of Direct Disbursement Mechanism at the assigned areaFacilitate thecreation of programme reports and follow up reports for special activitieswithin the programme, particularly on poliomyelitis eradication.
Education
Essential: University degree in Medicine or Bachelor of Nursing\Public Health.
Desirable: Postgraduate degree or training in PublicHealth/Epidemiology/Public Health Administration/ Organization of health services or control of Communicable Diseases.
Experience
Essential: At least 2 years relevant experience in the development andimplementation ofvaccine preventable disease surveillance systems atnational/sub-national level with particular expertise in polio andimmunization.
Desirable: Experience working in difficult environments or managing large healthProgrammes e.g.immunization, and health emergencies Knowledgeor understanding of WHO mandateand goals of immunization orexperience in similar positions in the UN or NGOs. Experience incomplex emergencies.
Skills
Sound technical knowledge on epidemiology andsurveillance of vaccine preventable diseases; prevention and control measures; preparednessand response.Ability to establish harmonious workingrelations with national counterparts and international colleagues.Broad knowledge and abilityto administer large public health programs, especially Polio and EPI programs.Ability to work well underpressure and in conflict affected areas.Proven ability to takeinitiatives and make recommendations.Demonstrated writing and communicationskills.

REMUNERATION
Remuneration comprises an annual base salary starting at USD 47,967 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
