    Job Description

    ToR HUMAN RESOURCES MANAGER - Somalia

    Role Overview

    Responsible for managing all in-country aspects of human resources for the Somalia programme with particular focus on nationally recruited staff, this will involve recruitment, staff policy development, co-ordination of training, and general staff well-being.

    In addition, the Human Resources (HR) Manager will support Medair’s HR Partner at the Global Support Office (GSO) on issues related to other Staff.

    Ensure all HR activities are conducted in line with Medair policies and in accordance with local employment legislation and practice. Work with field management and the support office on in-country staff issues.

    Project Overview

    Integrated multisectoral humanitarian programme comprising Health, Nutrition, Protection and WASH projects with offices in Mogadishu and Kismayo, specific activities are based at community and supported health facilities with an extensive network of community health workers.

    Human Resources Management for Nationally Recruited Staff

    Manage the day-to-day Human Resource Functions of the programme as they relate to Nationally Recruited Staff including, but not limited to.

    Key Activity Areas

    Recruitment and staff placements

    • Manage and co-ordinate the recruitment process for new/vacant positions in conjunction with the relevant line managers. This entails supporting line management to identify staffing needs, ensure that Job Descriptions that match the needs of the role are developed and publicised appropriately.
    • Take lead in drawing up the short-list as per the stipulated guidelines and coordinating a transparent free and fair selection process.
    • Conduct due diligence on selected candidates and ensure strict adherence to terms of reference.
    • In conjunction with line managers, ensure all new staff receive relevant and appropriate inductions including contractual obligations.
    • Ensure a regular review, update and/or development of HR staff guidelines to meet locally relevant employment laws.

    Staff welfare and wellbeing.

    • Provide guidance and support to line managers on staff welfare issues and well-being.
    • Liaise with other NGOs, salary survey service providers and senior management to ensure wages and benefits for Nationally Staff align with the industry levels, meet the requirements of local labour legislation and are within budgets.
    • Provide guidance and support to the program management in the regular review of the pay scale.

    Training and staff development

    • Develop an annual staff performance review strategy that cultivates and provides an opportunity for career development and growth.
    • In conjunction with line-managers, develop and actuate training plans and opportunities ensuring all staff have clear career growth paths.
    • Source in-house and external training opportunities as applicable while working within budgetary and operational constraints.
    • Organize in-house and external trainings as needed.
    • Take lead in facilitating people management trainings to line managers, and other relevant soft managerial skills where gaps have been identified.
    • Maintain training calendar and training records for all staff.

    Administration

    • Ensure staff adhere to all HR guidelines and policies. This includes staff code of conduct, ethical policies including PSEA and security SOP while abiding to all other Medair ethical policies.
    • Guide recruitment and termination processes ensuring alignment with Medair policy and local labour laws.
    • Coordinate on-boarding and off-boarding procedures for all Somalia programme staff.
    • Provide technical guidance on staff disciplinary procedures where necessary.
    • Harness smooth staff working relationship across projects and sectors through timely and apt conflict management.
    • Ensure all staff files are archived according to Medair policy and donor requirements.
    • Reflect the values of Medair with team members, local staff, beneficiaries, and external contacts.
    • Representation at the national labour ministry and with NGO forums on matters HR

    Skills and Qualifications

    Qualifications

    • University degree in human resource. HR professional qualification is an added advantage.
    • Strong working knowledge of English and Somali language. (Spoken and written).

    Experience

    • At least 5 years previous work experiences in HR Management in a comparable capacity and leadership role.
    • Previous experience working in a cross-cultural setting, in the humanitarian sector.
    • Good understanding of the local context (must have worked in Somalia as a HR manager for more than 3years)
    • Able to develop, coach and support other team members.
    • Diplomacy in interactions with local authorities.
    • Good understanding of cross-cultural issues.
    • Good interpersonal and conflict resolution skills.
    • Capacity to work under pressure and manage personal stress levels.
    • Creative, open-minded, flexible, self-learner.
    • Team-player but also able to work independently.
    • IT Computer literate with good working knowledge of Microsoft office
    • Excellent communicator
