11      INTRODUCTION:

Save the Children International (SCI) is a non-governmental organization whose mission is to fight for children’s rights and deliver immediate and lasting improvement to children’s lives worldwide. SCI has been operational in Greater Somalia for over 40 years. Current programs straddle relief and development in various sectors including, Health, Nutrition, Child Protection, Child Rights Governance, Vocational and Skills Training, Education and Food Security & Livelihoods (FSL) working in Somaliland, Puntland, and Central South Somalia

to        help        communities        cope        with         drought,        conflict,        displacement,        and         flooding.

Somalia has faced severe humanitarian crises due to compounded weather events, including a protracted drought from 2022-2023 following five failed rainy seasons and subsequent severe floods during the Gu and El Niño seasons, impacting millions and displacing hundreds of thousands. These extreme weather events have disrupted lives, causing widespread displacement, loss of livelihoods, and health crises such as the spread of AWD/cholera. These shocks often lead to significant humanitarian impacts, especially on vulnerable populations such as displaced persons, host communities, children, and marginalized groups. Improved weather prediction capabilities, particularly through ICPAC, offer a chance to enhance community resilience, yet the challenge remains in effectively communicating risk information and ensuring communities can adapt. Save the Children Somalia's initiatives, aligned with anticipatory action principles, emphasize the importance of preparedness and early warning systems to mitigate the impacts of such recurrent shocks, illustrating a shift from reactive to

proactive                       disaster                        management                        in                        fragile                        contexts.

It’s against this background that Save the children is currently implementing SOM Strengthen Anticipatory Action systems and capacity building to mitigate climate-related and human-induced shocks, a 11 months, 30 days project funded by SC Italy various donors/general funds. The project aims to support national and local system strengthening through complementing other actors and projects in country focused on Anticipatory Action. Through the nexus consortium, the project supports local partners in enhancing their understanding of Anticipatory Action to become active partners in the implementation of this agenda. The project focuses on capacitating the ministry of environment and climate change at state and federal level and at the same time developing a partnership with the IGAD Climate Prediction and Application Centre (ICPAC) to strengthen the delivery to target communities of meteorological, hydrological, and climate information to support their decision-making when facing upcoming shocks. Lastly, in both Southern States and Somaliland, “The project target locations” this project aims to support local community structures to develop Early Action Plans (EAPs) and support preparedness efforts whenever feasible.

OBJECTIVES:

The overall objective of this assignment is to map, assess and conduct capacity building for the local institutions and civil societies focusing on enhancing their anticipatory action capabilities. This will involve a comprehensive assessment of current capabilities, identification of weaknesses, and recommendations for capacity building and improvement. On the other hand, the assignment seeks to leverage on Save’s sectoral expertise to develop Shifting Power ambition to put local and national actors in the driving seat of Anticipatory Action (AA) by Supporting CSOs to establish systems contextualized to local hazards, forecasting abilities and potential for collaboration among the CSOs and local communities.

Specific Objectives

•       To map existing local institutions and civil societies involved in anticipatory and disaster risk management.

•       To identify gaps and weaknesses in their current anticipatory action capabilities.

•       To conduct comprehensive capacity building for the CSOs to act ahead of a predicted hazard to prevent or reduce the impacts on communities before they fully unfold.

•       To provide recommendations for capacity building and strengthening of these institutions.

SCOPE OF WORK:

This exercise aims to Mapp, identify, and conduct capacity building for the local institutions and civil societies through the following activities.

•       Desk Review: Conduct a thorough review of existing literature, reports, and data related to anticipatory and disaster risk management.

•       Stakeholder Mapping: Identify and map key local institutions and civil societies involved in anticipatory and disaster preparedness and response.

•       Gap Analysis: Assess the current capabilities of these stakeholders, identifying gaps and weaknesses.

•       Capacity Assessment: Evaluate the capacities of local institutions and civil societies on how to develop AA strategy, forecasting and activating AA using appropriate tools and methodologies.

•       Consultations and Interviews: Engage with stakeholders through consultations and interviews to gather qualitative data and insights.

•      Recommendations: Develop practical recommendations and capacity building of the CSOs on anticipatory action capabilities.

•       Reporting: Prepare detailed reports documenting findings, analyses, and recommendations.

PROJECT/ACTIVITY LOCATION

The proposed activities will be conducted in Kismayo.

METHODOLOGY:

The overall exercise will primarily be a desk study but will contain set of qualitative data collection stages to develop a substantive, user-centered capacity assessment and capacity development exercise. The steps mentioned below will be an integral part in the process.

•       Literature Review: Review relevant documents and data on anticipatory and disaster risk management.

•       Stakeholder Mapping: Identify key stakeholders and create a detailed map of their roles and responsibilities.

•       Gap Analysis: Use qualitative and quantitative methods to assess current capabilities and identify gaps.

•       Capacity Assessment Tools: Develop and use standardized tools to evaluate the capacities of local institutions and civil societies and train the CSOs on advanced AA

•       Interviews and Focus Groups: Conduct interviews and focus group discussions with stakeholders to collect in-depth information.

•       Data Analysis: Analyse data to identify trends, patterns, and areas for improvement.

•       Validation Workshop: Organize a workshop to validate findings and refine recommendations with stakeholder input.

DELIVERABLES:

The consultant will be expected the following deliverables.

•       Inception Report: Detailed methodology, work plan, and timeline.

•       Stakeholder Mapping Report: Comprehensive map of local institutions and civil societies.

•       Gap Analysis Report: Detailed analysis of current capabilities and identified gaps.

•       Capacity Building Report: Findings from the capacity assessment and trainings.

•       Recommendations Report: Actionable recommendations for capacity building.

•       Final Report: Consolidated report including all findings, analyses, and recommendations.

•       Presentation: A presentation summarizing key findings and recommendations.

APPLICATION REQUIREMENTS:

The following attributes are requirements for the selection of the innovation hub center.

•      
Proven experience of conducting capacity assessment / capacity building on environmental conservation, climate change adaptation, and sustainable development through trainings. Please attach copies of previous contracts

•       Copy of registration certificate from the government

•       Submit a Technical Proposal that clearly explains the proposed methodology/ approach, and timeframe to conduct the training.

•       Submit detailed financial proposal with cost break down.

•       Submit CVs of the lead facilitators conducting the training including relevant qualifications
