REQUEST FOR PROPOSAL FOR STUDY RESEARCH ON WOMEN’S PARTICIPICATION AND LEADERSHIP ON NATIONAL RECONCILIATION PROCESS

TERMS OF REFERENCE FOR CASE STUDY RESEARCH

  1. Background

The Ministry of Interior, Federal Affairs, and Reconciliation (MoIFAR) of the Federal Government of Somalia (FGS) is the mandated institution to lead the implementation of the National Reconciliation Framework/Process (NRF/P) initiated in 2017 which is the cornerstone of peace, stability, and development in Somalia. As the country plans to hold the long-awaited one-person, one-vote national elections in 2025/6, the national reconciliation process becomes more crucial to achieve more inclusive and legitimate government. Therefore, the implementation of a genuine national reconciliation process remains a national priority for the Somali people and government.

To ensure the inclusivity of the reconciliation process, MoIFAR conducted a national consultative conference for leaders of Somali women networks on peacebuilding and reconciliation representing all the states and regions in February 2021 to identify and strengthen women’s role in reconciliation and peacebuilding. A key outcome of the consultative conference was an action plan to improve the inclusivity of the reconciliation process. One of the key recommended actions was to conduct a case study to recommend approaches and methods that will improve women’s participation in the implementation of the national reconciliation process.  As a result, MoIFAR decided to recruit a qualified researcher to undertake this case study as outlined in this ToR.

  1. Purpose of the case study

The intended purpose of this case study is to thoroughly analysis women involvement/influence in the areas of peacebuilding and reconciliation in Somalia including, but not limited to, identifying obstacles and challenges women encounter and to recommend practical solutions that will enable women to play their appropriate roles in the reconciliation process at both national and local levels. The case study should increase the overall understanding of the NRF/P stakeholders regarding barriers and difficulties women face and propose workable solutions to enhance women’s engagement and leadership in the reconciliation process and, thus, to improve the overall national programme impact.

  1. Objectives of the study

The below lines are the specific objectives of the case study:

  • Identify existing gaps, challenges, and emerging opportunities for women to play a leadership role in the process. 
  • Assess the capacities of women’s civil society groups and other relevant stakeholders.
  • Assess women’s level of knowledge, understanding, and experiences in the process
  • Explore existing opportunities to improve the capacities, participation, and involvement of women.
  • Improve the collaboration between women’s civil society groups and government/public institutions at national and subnational levels (FMS/BRA). 
  • Clearly articulate how women’s participation will improve the national reconciliation process/framework.
  • Propose recommendations and solutions with specific interventions for implementation.
  1. Methodology

A case study research method should be employed to comprehensively understand women’s participation and leadership in the reconciliation and peacebuilding process using qualitative approach. Closely working with the MoIFAR NRF/P team, the case study explores with detailed contextual analysis a specific relevant case/situation/phenomenon such as Herale/Hurshe, Bandiradley/Galdogob, El-Afweyn, Marka, etc. reconciliation in order to gain a profound and detailed understanding of challenges and difficulties women encounter and to propose practical recommendations and solutions. To achieve a deeper understanding of the case under investigation, the researcher is expected to conduct rigorous desk review of the existing resources in line with the reconciliation aspect, apply appropriate qualitative data collection methods such as consultative forums, observations, interviews, focus group discussions etc. The success of this research will greatly depend on the appropriateness of the case design and selection of relevant participants as well as analysis carried out by the researcher in order to achieve the objectives of the study.

  1. Deliverables

The consultant(s) will be expected to provide the following deliverables:

  1. An inception report, which includes a proposed conceptual methodology, case design, data collection instruments, list of key people proposed for the interview, and work plan
  2. A draft case study report detailing the process, findings, discussion/analysis, conclusions, and recommendations of the study in separate sections. 
  3. Presentation of the findings and recommendations of the case study at a validation workshop in which major stakeholders will participate.
  4. A final quality case study report document incorporating feedback from the validation workshop.
  5. Timeframe

The estimated duration of the contract for the case study is 35 working days commencing the date on which the contract is signed.

Skills and qualifications

MoIFAR is seeking a qualified researcher to undertake this consultancy. The researcher must demonstrate the following qualifications and expertise:

  • A master’s/ advanced degree in peace and conflict studies, history, political science, public policy studies, development studies, human rights, or related fields.
  • Proof of previous experience, at least ten (10) years of which at least five (5) years is in conducting mixed-methods research on reconciliation and peacebuilding and contextual analysis particularly in the thematic areas of women inclusion and participation process.
  • Experience in designing and utilizing participatory methods of data collection and analysis.
  • Knowledge of global, continental, and regional instruments/frameworks related to the focus of this study to illustrate the impact of the case study.
  • Academic research or consulting experience in both urban and rural communities is highly preferred.
  • Excellent English and Somali communication, report writing, and editorial skills are required.
  • Demonstrated experience in Somalia context and ability to work in locations necessary for the case study and to engage in community leaders and traditional peacemakers is required.
  • Previous professional experience and working relationships with the Federal Government institutions (e.g., MoIFAR FGS) and international partners working in this area.
  • The researcher will be expected to comply with the ministry’s privacy policy during the study.
  1. Award Criteria

MoIFAR will evaluate proposals and award the contract based on technical and financial feasibility and reserves the right to accept or reject any proposal received and is not bound to accept the bidder with lowest price. Bidders who fail to provide valid legal documentations (e.g., relevant registrations, valid tax compliance certificates, required supplementary certificates etc.), if/when requested, will not be considered for this consultancy. Award of the contract will be based on a combination of the following criteria:

 

  1. Supervision and Coordination 

The selected researcher will work under the direct supervision of MoIFAR NRF/P Technical advisors and in close collaboration with relevant stakeholders and institutions.

Interested researchers are required to submit a full proposal including the following:

  • Information about the firm/individual researcher, background, and relevant expertise/experience (two pages maximum).
  • A demonstrated understanding of the ToR (two pages maximum). 
  • A technical proposal describing the context, proposed methodology to be used, and implementation plan of the assignment with timelines in response to the ToR (six pages maximum).
  • Financial proposal detailing assignment’s proposed budget including a professional fee (in USD).
  • List of key proposed professional(s) to undertake the assignment, attaching CV’s.
  • Sample of past work: applicants are required to submit 2-3 relevant and recently conducted research samples to demonstrate the experiences required by this ToR.
