- Objectives of the position
The purpose of this role is to deliver high quality MEAL, ensuring quality standards from the heart of Welthungerhilfe’s new programme team in South/Central Somalia.
The MEAL officer will report to Field Coordinator-Galmudug State, Working under the general direction of the Field Coordinator and WHH management team
The MEAL Officer will maintain an appropriate MEAL system for all Welthungerhilfe projects in Somalia, ensuring the system’s continued relevance in a dynamic and unstable context. The MEAL Officer will also ensure relevant and timely information is provided in user-appropriate formats to key stakeholders - including project participants, cluster coordination fora and WHH senior management team (SMT).
- Duties and area of responsibility
2.1. Duties with own area of responsibility
2.1.1 Develop and maintain a MEAL system for Welthungerhilfe Somalia:
- Take ownership of MEAL frameworks including logical frameworks/impact matrices and comprehensive MEAL calendars for all projects.
- With senior management, codesign project monitoring tools.
- Develop data collection tools for project interim reporting and ongoing project monitoring.
- Oversee project reporting cycles, coordinating data collection as required.
- Continuously monitor and uphold data quality for WHH and partners, including through regular data cleansing.
- Ensure rigorous and relevant research design for all MEAL activities.
- Support the Area Manager in upholding a research-driven, evidence-based approach to work across the WHH Somalia programme.
2.1.2 Deliver high-quality MEAL to project management:
- Regularly provide WHH senior management and partners with primary data and analysis to inform adaptive planning.
- Undertake analysis as required in support of project proposal development, strategy formulation and support to cluster coordination fora.
- Work closely with partners to ensure complaints response/feedback mechanisms (CRM) are rolled out across WHH projects, ensuring accountability through routine analysis of CRM data.
2.1.3 Communicate and disseminate primary data and analysis:
- As required, contribute data and analysis to cluster coordination fora, including national and regional Cash Working Groups and Somalia NGO Consortium.
2.1.4 Strengthen MEAL capacities in WHH’s Somali community of practice:
- Contribute to WHH partners’ capacity strengthening plans through trainings and advice.
- Maintain a dialogue with the MEAL units of WHH’s programmes in the Horn of Africa, participating in regular exchanges – as well as with the Somaliland MEAL team and partners.
- Identify and deliver on ways to support the objectives of the Somalia NGO Consortium through learning and knowledge outputs.
2.2 Duties without own area of responsibility
- Fulfillment of any other tasks which are assigned by the management and correspond in general with the character of this position
Skills and qualifications
Professional qualifications and experience
- A university degree in applied statistics, international development, social sciences or a related field.
- At least 4 years’ progressive MEAL experience in an INGO.
- Experience of designing and implementing MEAL systems across the full project cycle – from inception to phase-out.
- Experience in the design and execution of surveys.
- Proven knowledge of industry-standard evaluation methodologies.
- Experience of management of relational databases, including cloud-based, a significant advantage.
- Proven experience in deployment of ODK, Kobo and related applications.
- Proven understanding of good data management.
- Experience delivering workshops and trainings
1.2 Communication
- Excellent written and spoken English.
- Fluency in a Somali a significant advantage.
- Confidence and capacity to act as a focal person for external stakeholders (e.g. SNC, evaluation consultants) essential.
- Interpersonal skills
- Proven ability to remain calm under pressure, including in insecure contexts.
- Demonstrated flexibility and creativity in planning and problem solving.
