Background

NRC has provided first-line humanitarian response since 2021 with multisector activities in shelter, education, livelihoods and food security, and information, counselling and legal assistance. Our focus is on supporting people in hard-to-reach areas, working in partnership with authorities and local actors. We are piloting cash-based interventions with displaced populations living in host communities. NRC offers a comprehensive response for returnees and IDPs of high need, addressing their food security, livelihood, shelter, education, ICLA, and water, hygiene and sanitation needs and also responding to emergencies through NRC’s six core competencies; Shelter, Education, Livelihoods and Food Security, WASH and Information, Counselling and Legal Assistance (ICLA) and Protection from Violence.

NRC Somalia is part of NRC’s East & South Africa regional operation which comprises of large-scale multi-country humanitarian and early recovery interventions spread across Ten countries (Kenya, Somalia, Ethiopia, Djibouti, Eritrea, South Sudan, Uganda, Tanzania, Sudan and Mozambique).  NRC’s overall strategy in the region is to enhance protection and promote the rights of displaced people in humanitarian need by improving living conditions and seeking durable solutions. The regional office is based in Nairobi and works with country programmes to ensure standardization of programmatic and operational approaches, promote multi-country programming and ensure quality and coordination. 

NRC Livelihoods and food security department in South Central Somalia is implementing emergency lifesaving and sustaining livelihoods through provision of MPCA, UCT and Market based livelihoods included on farm and none-farm based livelihoods for the displacement-affected communities. Hence, NRC will be hiring a qualified enumerators to support us in implementation of emergency livelihoods and food security projects in Galgaduud (Adado), with travelling to remote Villages in the District to conduct beneficiaries’ registrations, monitoring, data cleaning, verifications, and community mobilizations. The causal staff (enumerator) is expected to represent Norwegian Refugee Council (NRC) in a respectful and professional manner and always act in accordance with the NRC Code of Conduct.

Role and Responsibilities:

The Food Distribution Supervisor will be responsible of supervising, reporting, planning, and organizing the processes of food distribution in the assigned target locations in Adado District of galgaduud Region.

  • Participate in developing of food distribution monthly plans and introduce proper alternatives and adjustments of processes in accordance with minimum requirements for food distribution.
  • Participate the community mobilization and engagement and closely have contact with village leader for the target FDPs.  
  • Train, assign, supervise, and evaluate the work of subordinate staff.
  • Supervise the daily flow of food commodities to programme participants.
  • Supervise and report the condition of machines, computers, RTPI machines, MPoSe, 
  • Prepare distribution workplans and distribution monthly reports. 
  • To ensure the proper use of last miles devise 
  • Supervise the maintaining of sanitary and orderly warehouse and storage facilities.
  • Ensure that all equipment, food, and supplies are available for the assigned period/daily operation/s on the FDP Warehouse.
  • Review, prepare, and submit daily reports as supplies and food delivered.
  • Manage crowd and ensure proper alignment of beneficiaries especially women and those of special needs.
  • Ensure food items are stored in good conditions. 
  • Perform other duties as requested by supervisors.

Skills and qualifications

Qualifications, Skills & Experience Required

  • University degree in related field. 
  • Minimum 2 year of work experience. 
  • Previous experience in food distribution supervisory field is preferable. 
  • Ability to write reports. 
  • Patience, good personal organization, good communication and ability to work in teams, seriously, rigorously, and personal accountability. 
  • Initiative, flexibility and willing to learn.  
  • Ability to exhibit exemplary lifestyle as interpreted in specific local cultural context

Context related skills, knowledge and experience 

  •  Knowledge of the Adado context in relation to FS, livelihood and resilience
  •  Knowledge of the local language (Somali) – if different than English 
  • Experience with start-up, exit or similar project phases
