Position: MEAL Officer Position (Somali nationals only)
Report to: SHACDO Program Director
Location: Afgoye
BACKGROUND:
Shabelle Community Development Organization (SHACDO) is a local nongovernmental humanitarian and development organization which is headquartered in Afgoye District but has sub project office in Mogadishu-Somalia. SHACDO is mandated in responding the community’s needs and targeting to the potential gaps of the poor communities. SHACDO prioritizes to identify the most appropriate targets for their projects where the poorest communities are suffering most. Pursuant to this mission SHACDO in partner with ICR- Somalia is implementing GAVI project in Afgoye, Lower Shabelle Region. Job Description: Monitoring, Evaluation and Learning (MEAL) Officer
Reporting to: The Project Coordinator
Main Responsibilities and Tasks
Supporting Programs MEL activities
Develop baseline data for each project within the program
Collect and collates reports from the field sites.
Coordinates with field implementers regarding reports and MEL activities.
Monitor and carry out quality assurance spot checks on each project.
Monitoring indicators to measure the progress
Trainings for implementing officers – once per year. Key participants – field officers, field assistants and person responsible for data collection.
Technical support for operational research.
Gather and analyze information and document lessons learned
Development/contribute human stories, case studies to capture qualitative outputs of the project.
Carry responsibility for managing the use of the SHACDO Monitoring and reporting analysis for use within the program team:
Work with programme staff to design support plans to help field team adopt the reporting formats required by the partners/donors.
Design, coordinate and implement the monitoring and evaluation framework of the project
Supervise data input into the work plan and processes for checking data quality with field staff.
Coordinate the updating of indicators in the work plan database to enable the fulfillment of reporting obligations to partners/ donors.
Ensure that quarterly reports are submitted to the SHACDO program manager by the stipulated deadlines.
Support Program Manager to response data queries from donors and partners.
Oversee the outputting of reports from the work plan as directed by the Program Manager.
Oversee the outputting of the work plan data in preparation for the annual Review and Re-planning process.
Undertake M&E support for other programme:
Performs other liaison works regarding M&E with the field team and SHACDO partners, and follows up important papers related to M&E.
Performs other tasks that may be assigned from time to time by the, the senior programme officers and the Executive Director.
Supports the programme team on M&E when planning a project.
Lead the M&E capacity building of the programme team
Skills and qualifications
Education: First level university degree in statistics, demographics, public policy, international development, economics, or related field. Advanced certificate in M&E, statistics or economics preferred.
Experience:
- Minimum of two (2) years of professional experience in an M&E position responsible for implementing M&E activities of international development projects.
- Experience in designing, implementing, and operating project M&E systems from project initiation to closeout stages.
- Experience in designing and managing beneficiary monitoring and database systems.
- Fluent spoken and written Somali
- High level of spoken and written English
