Job Title: Senior Program Officer (Emergency Program)

Supervisor Title: Humanitarian Program Manager
- Job Summary:
Under the overall guidance of the humanitarian program manager, the Senior program officer will be responsible for day-to-day implementation of food security and livelihood activities in accordance to the appropriate standards and will provide support to the food security technical team and program manager in identifying food security gaps. S/he is a full time member of CARE emergency staff and will report to the Humanitarian Program Manager. S/he will engage beneficiary communities, and coordinate with government ministries as well as national and international agencies to ensure most vulnerable people are served and that there is no overlap in provision of humanitarian assistance.
Responsibilities
R1. Oversee Implementation of Emergency response
- planning, implementation, monitoring and evaluation of the program at the field level to ensure the program is delivered according to plan - Effectively monitor and manage the project schedule
- Overall implementation of program me activities in Field and coordinate with project stakeholder Local authority and Community Leaders
- Verify if every beneficiary got his/her entitlement and provide feedback to the Humanitarian Program Manager
- Carry out participatory needs assessments and identify appropriate livelihood interventions to increase incomes for the local community and reduce poverty in the target areas.
- Participate in periodic program review and planning meetings; and external meetings as often as requested by the Livelihoods Team Leader
- Assess the quality of the community participation in the implementation work
- Insure integration of food assistance sector to other sectors within CARE programs.
R2: Beneficiary, identification, selection and registration
- Work closely with the Project Officers, local authorities and the community (Beneficiaries) to improve targeting of beneficiaries
- Using the approved beneficiary selection criteria, organize and participate in the registration and verification processes for cash and other distribution.
- Take an active role in the registration and verification of beneficiaries to ensure that the process is fair.
- Ensure that the neediest/vulnerable members of the community are properly targeted reached and protected. At all times, ensure that women beneficiaries are well catered for.
- Ensure the registration process is well planned and documented
R3. Field monitoring
- Conduct field monitoring visits to communities and spend an average of 2 weeks in the field per month
- Support the post distribution monitoring exercise of cash and NFIs.
- Compile success stories and challenges faced by the communities.
- While in the field, gather information required for needs assessment and proposal development
R4. Coordination activities
- Liaise with the sector cluster at the local level and ensure the monthly 4W matrix is completed
- With direction from the Humanitarian Program Manager, participate in monthly cluster meetings at the local levels.
- Participate in joint Government/INGO assessment missions to build consensus on sector and geographic priorities
- Assist the Humanitarian Program Manager in conducting regular meetings with local authorities on assistance provided (cash, water, food, non-food items) as well as other relevant issues
R5: Reporting
- Prepare substantive, quality weekly, monthly and quarterly reports
- Ensure the reports are submitted on a timely basis to the HPM
- Report periodically to the Humanitarian program manager on relevant issues, regarding the program
- Identify potential problems in the program and discuss the remedial action with the Humanitarian Program Manager
R6. Others
- Represent the Emergency Program Manager in the coordination meetings
- Work closely with staff in other regions
- Notify the Humanitarian Program Manager any discrepancy, serious incident or any urgent information which may need immediate consideration regarding day to day project activities
- Fulfil any additional assignments as deemed necessary by the organization
- Key Relationship /contacts
The Senior Project Officer will work in close collaboration with CARE sub–office staff (Area Managers, SPOs, POs, Psychosocial Counselor and the Protection Manager), consultants, Cluster members and Working Group members, Local Authorities and line ministries and Community leaders.
- Working Conditions
This position will be based in Badhan with frequent travel to project sites.
Skills and qualifications
- Should have a Bachelor’s degree in social sciences or related fields.
- 2-3 years’ experience in food security and livelihoods
- Good experience in undertaking rapid assessments and report writing
- Excellent interpersonal, planning, organizing, communication skills
- Clearly conveying information and ideas through a variety of media to individuals or groups in a
- manner that engages the audience and helps them understand and retain their message
- Ability to work independently and meet deadlines yet effectively coordinate program activities with other CARE projects being implemented
- Ability to establish effective working relations with local staff and other stakeholders
- Ability to work under pressure and with minimal supervision
- Ability to meet time-sensitive deadlines
- Fluency in written and spoken English and Somali languages.
