Agency for Minority Rights and Development (AMARD) is a young organization with head office in Baidoa, Somalia. AMARD is a nonpolitical, non-profit making, human rights, aid & and development-oriented organization founded in 2012.The organization operates programs primarily on protection and empowerment of the minority and vulnerable groups in the community such as youth, girls and women since 2012 and has implemented project targeting the fight against VAWG and women and youth empowerment project targeting youth, targeting disadvantaged school age girls who are unable to access post-primary schooling, girls at risk of early marriage, single women headed households, girls who have dropped out of school or displaced by insecurity and girls who were school leavers who remain unemployed. The agency has both technical expertise and contextual understanding of local dynamics such as triggers of violence, gender disparity, clan issues, conflicts and access issues which will be key factors in ensuring timely delivery of project deliverables.
AMARD through funding from SHF has provided Priority Emergency Shelter NFI and Plastic Sheets to newly displaced people affected by El Nino flooding in Baidoa, Bay Region, and Somalia. The activity is supported through SHF grant which started in December 2023.
Agency for Minority Rights and Development (AMARD) has provided priority emergency life-saving assistance to 2,700 households (16,200 persons) in Baidoa facing the effects of flood due to El Niño-induced. The distribution included standard Non-Food Items (NFIs) kits with 2 additional plastic sheets to 2,700 households(16,200 persons) from 12 IDPs camp whose selections were coordinated with other Cluster Members including CCCM and selections were done from the most vulnerable groups such as those living in poor shelter conditions, persons with disabilities, households with a large number of children between the ages of 6 months and 5 years, female-headed households, GBV survivors as referred by protection partners, and people from marginalized groups. The shelter and NFI kits contained core items including 1 pcs of plastic sheet(4mx5m),3 pcs of blankets(1.5mx2.0m),2 pcs of sleeping mat(1.8mx0.9m), Assorted standard kitchen sets,1 piece of mosquito’s net(1.8mx1.6m), a portable solar lamp and 2 pcs of 10ltrs jerrycan
As part of the reporting requiring AMARD is required to conduct post distribution monitoring through a third-party consultant.
2. Overall Post Distribution Monitoring survey objective:
The overall objective of the Post Distribution Monitoring (PDM) is to assess the relevance and utility of Shelter and Non-Food Items distributed and also to assess the effectiveness and efficiency of the assistance provided to the beneficiaries. Specific post distribution survey objectives include:
i. Assess the appropriateness, effectiveness, efficient, usage and impact of the intervention to the recipient beneficiaries in relation to addressing the needs of the community.
ii. Identify shortcomings in implementation process.
iii. Assess the effectiveness of AMARD accountability system.
iv. Identify achievements and highlight them (acknowledge and celebrate success).
v. Enabling project implementers and managers to review progress made.
vi. Assess all the indicators as per the attached project logical framework.
vii. Determine the minimum household shelter and Non-food items score for at least 80% of beneficiaries.
viii. To assess and verify whether the shelter and Non-food items assistance are received by the eligible right holders.
i. Did the project address the needs of the community under the shelter and Non-food items?
ii. Did the project improve beneficiaries’ access to shelter and non-food items during the distribution?
iii. Has the response been relevant to the humanitarian needs of the drought affected communities of Baidoa in Southwest state?
iv. What were the best practices and lessons learnt, with particular focus on distribution mechanism, as well as accountability to beneficiaries?
v. How well did the project integrate participatory approaches, gender equality and disability?
vi. Did beneficiaries receive their entitlement on a timely manner?
vii. Did the intervention meet the beneficiary needs?
viii. How does the community feel about the relevance of the interventions?
ix. What are the channels that communities prefer for communication and feedback?
x. Were the right holders satisfied from the service and cash assistance provided?
The population of interest for this PDM is the beneficiaries provided with shelter and non-food items assistance for six months in relevant project locations of IDP camps in Baidoa city under this project.
5. Proposed methodology of the evaluation
The consultant is expected to utilize a mixed-methods approach using quantitative and quantitative data from the targeted IDP camps, and relevant stakeholders in Baidoa. The methods are summarized below:
Skills and qualifications
1. Required expertise and Qualification.
The consultant must have the following expertise and qualifications:
- Master’s degree in economics, statistics, social science, and community development with substantial hands-on experience in project evaluation added advantage.
- A strong knowledge of humanitarian and development issues and the socio-economic and political context of Somalia.
- Demonstrated experience in conducting PDMs or related projects.
- Recommendation letters from previous clients on similar PDMs conducted.
- Experience of programme design/ formulation, monitoring and evaluation.
- Excellent English writing skills.
- Fluency in English. Knowledge of local languages of the project area is an added advantage.
2. Selection Criteria
Evaluation and selection based on Quality and cost approach (combined scoring method). Technical proposal evaluated at 70% score whereas the financial proposal at 30% score.
3. General Guidelines:
- Consultant will submit the final report to AMARD program manager by 15th May 2024
- Consultant may suggest a modified evaluation approach keeping in view past experience along with the proposal.
