COOPI in Somalia
COOPI has been active with its humanitarian and resilience programs in Somalia since 1984. COOPI has been implementing emergency and long-term resilience building projects including food security & livelihoods, water and sanitation and health, to improve the living conditions of thousands of vulnerable families.
COOPI has been providing response and supporting the most basic and pressing needs of communities in Southwest State, South Central, Banadir, Jubaland and Somaliland. COOPI has a long-standing presence in those locations providing both emergency humanitarian support and building resilient livelihoods through a multi-sectoral approach with specific focus on crisis affected populations. COOPI's main operational and coordination offices are located in Mogadishu, Baidoa and Dollow. COOPI also has a support and regional office in Nairobi.
Job Summary
Under the overall leadership of the WASH Programme Manager, the WASH Officer will ensure the quality implementation of the Hygiene Promotion and WASH Non-Food Items distribution in hard to reach villages under UN OCHA Project in Baidoa District,Bay region in Somalia. He/she is overall responsible for implementing approved technical approaches to hygiene promotion, maintaining program quality, and that all hygiene objectives are met on time and within the budget. The WASH Officer will also be responsible for water quality monitoring at household and water point levels as well as ensure response is linked with FSC,Health,Nutrition and Protection Sectors.
Essential Job Functions
Project Implementation and Supervision: Ensure that the hygiene promotion activities are implemented in a timely and professional manner (as per SPHERE and COOPI standards) and in line with beneficiary needs putting in mind the UN OCHA project objectives and ensuring that all hygiene promotion activities are in line with project strategy and design.
The WASH Officer will report directly to the WASH Programme Manager.
Duties and Responsibilities:
The WASH Officer will have the following tasks all in accordance with COOPI rules, procedures and standards:
· Be responsible for the daily implementation of Hygiene Promotion activities and progress at assigned work sites;
· Develop action plans for project implementation - including all technical specifications for project implementation. In collaboration with the WASH PM,
· In coordination with the WASH PM, revise and adapt hygiene promotion training material to the project specification and/or local context.
· Working closely with the WASH PM throughout the planning, design, and implementation stages of Public Health/Hygiene Promotion activities.
· Ensure that the site level Health Promotion team members are fully aware of the hygiene promotion strategy and that all activities are in line with GA requirements.
· Prepare training tools on relevant technical topics and conduct training for Hygiene Promoters.
· Plan beneficiary selection and registration, and lead the distribution of WASH NFI with the field assistant team in line with donor approved criteria.
· Work with Project Engineer to ensure Chlorination of all complete Water supply systems as well as Household Water treatment to prevent AWD/Cholera as well as water quality monitoring
· Develop and maintain good lines of communication and relationships with local authorities, line Ministries and the local community
· Ensure a high degree of awareness regarding the security situation in the project area. Based upon this knowledge take adequate measures to ensure the safety of any and all organization staff and equipment in the project location.
· Follow all organization protocols and regulations according to guidance provided by the direct supervisor.
· Conduct himself/herself both professionally and personally in such a manner as to bring credit to the organization and not jeopardize its humanitarian mission.
· Provide weekly reports, document success stories both print and media and maintain detailed records
· Maintain close links and collaboration with other WASH teams and sectors including FSC Health, Nutrition and Protection teams both internal and external teams throughout the project and offer support where needed.
· Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable work teams to successfully complete their tasks on time and within budget.
Skills and qualifications
Qualifications
Preferred Skills and Experience:
- Bachelor’s Degree/Diploma in Public Health, Sociology, Environmental Science, Hygiene, and Sanitation-related field with rich field experience.
- Minimum of two years’ experience in WASH in an emergency, hygiene promotion/NFIs distribution.
- Experience in the establishment and training of Hygiene Promoters, and WASH committees.
- Good communication skills, effective representation, and liaison with community members and leaders, community engagement, and mobilization.
- Proficient in Microsoft Office software applications (PowerPoint, Word, Excel, Outlook Access).
- Good English language skills (verbal and written) and Fluency in Somali
- Willing and able to work will communities in hard-to-reach locations.
