Generic responsibilities 

  1. Adhere to NRC policies, tools, handbooks and guidelines
  2. Assist with the implementation of the support function portfolio according to plan of action
  3. Prepare and develop status reports as required by management
  4. Ensure proper filing of documents 
  5. Promote and share ideas for improvement of the support function
  6. Role and responsibilities

 

Generic responsibilities (max 10)

 

  1. Adherence to NRC policies, guidance and procedures
  2. Contribute to resilience programme strategy development, project proposals and provide input on needs and gaps. 
  3. Assist the PM in management of all implementation of the resilience portfolio and provide field guidance to all projects as delegated by PM in line with proposals, strategies and donor requirements, and ensure high technical quality.
  4. Provide regular progress reports on resilience projects to Programme Manager – Resilience 
  5. To monitor the adherence of area staff and partners’ field staff to agreed SOPs, implementation approaches and other guidance provided by the BRCiS Consortium and NRC and track implementation progress in line with project workplans. 
  6. Work with area teams and partners to ensure that resilience projects target beneficiaries most in need of support, explore and assess new and better ways for assistance. 
  7. Promote and share ideas for improvement and necessary changes in the resilience programme activities. 
  8. Ensure capacity building of staff so as to strengthen resilience and market-based approaches amongst all LFS and WASH staff, as well as other CCs involved in resilience and durable solution projects.  
  9. Liaise and collaborate with relevant local authorities and other key stakeholders and ensure NRC’s representation in cluster meetings
  10. Promote the rights of IDPs/returnees in line with the advocacy strategy

 

Specific responsibilities 

  1. Support area staff and the local partners to implement the NRC BRCiS programme activities in the target programme areas according to international and Somalia-in- country best practice guidelines. 
  2. Maintain NRC project reporting schedules for the resilience portfolio and associated tasks including regular preparation and dissemination of reporting deadlines and templates with area offices and partners.
  3. On continuous basis, support the PM in mapping the resilience actors in NRC’s area of operation and jointly identify needs and gaps. 
  4. Provide ongoing technical support to NRC staff and partners to implement high-quality resilience project activities, through regular contact with individual staff/partners, provision of training, job aids and guidelines in line with national and international guidelines.
  5. Ensure that NRC’s area offices establish strong working relationship with targeted communities and assist in identification of local partners to work with in implementation of resilience building activities in targeted communities. 
  6. Continuously monitor resilience project activities and outputs, providing regular feedback for area level staff, partners and PM-Resilience.
  7. Promote integrated programming across different core competencies (CC). The CC may include: Livelihood and food security (LFS), WASH, Shelter, ICLA and Protection. 
  8. Contribute to the development of innovative ideas in resilience programme approaches.
  9. Weekly/bi-weekly or monthly review of progress reports submitted and compare to project targets to ensure projects stay on schedule.
  10. Represent NRC in Working Groups or workstreams organised by the BRCIS Consortium.

Critical interfaces

Project planning: Resilience and Durable Solutions PM, Area level Livelihoods and Food Security PMs; WASH and Shelter PMs; Livelihoods and Food Security Specialist; WASH Specialist; AM and APM; CC teams.

Area operations: Support Coordinators (field office coordinators); CC Coordinators 

Staff capacity building: WASH and Livelihoods Food Security CC teams

Implementation: Resilience PM. 

Skills and qualifications

  1. Competencies 

Professional competencies:

  • Minimum 3 years of experience in coordination and management of implementation of resilience/self-reliance/development/recovery project(s) 
  • Previous experience from working in complex and volatile contexts. Experience in the Horn of Africa is highly desired.
  • A minimum of a bachelor’s degree in rural development or agriculture/ food security or related field
  • Expertise in transition/early recovery approaches
  • Experience with participatory community engagement Approaches.
  • Fluency in written and verbal English and Somali

Context/Specific skills, knowledge and experience: 

  • Knowledge of the context of Somalia
  • Experience from working in complex and volatile contexts, multi-country disaster preparedness, response, and recovery programming.
  • Experience with coordination in a humanitarian context (i.e., consortium coordination, cluster coordination)

Behavioural competencies 

  • A positive, solution-oriented attitude to working within a diverse team is essential.
  • Hands-on approach to key tasks; delegation skills are important, but not the default. This position will directly handle many key tasks that cannot be delegated.
  • Commitment to continuous learning and willingness to keep abreast of new developments in the disaster management field.
  • Ability to work both independently and as part of a team.

Contract period:  Until December 2023 with possibility of extension

Salary/benefits: According to NRC’s salary scale and terms and conditions

Duty station: Baidoa
