SOS Children’s Villages invite applications from suitably qualified and interested candidates who fulfill the eligibility criterion for the below position.

Position title: Finance Officer

Reporting to: Area Manager/ Finance Coordinator

Location: Baidoa, Somalia

Job summary:

The Finance Officer is responsible for fulfilling the financial requirements of SOS facilities in Southwest - Somalia. In particular, s/he ensures that all SOS financial procedures and requirements are implemented and adhered to. In addition, s/he ensures that SOS Procurement procedures and policies are also adhered to.

Job Responsibilities:

Main duties and Responsibilities:

1. Performs detailed accounting tasks of the project

a)     Prepares payment vouchers, cheques and petty cash payments.

b)     Ensures that all invoices are paid promptly and properly supported to protect the reputation of SOS Children’s Villages.

c)     Prepares monthly Bank Registers. Submits registers, together with all supporting receipts and vouchers, to the Head of Finance.

d)    Administers the project payroll.

e)     Submits a a projected income and expense form and requests regular transfers to ensure sufficient running cost funds are received for the project.

f)     Manages all Dahabshiil cash accounts and ensures balances are reconciled with the cashbooks at all times.

g)    Checks all payment documents for completeness and validity for all facilities in Somalia and provide feedback before submission to the Head of Finance

h)    Posts in collaboration with other accountants in Somalia into Navision all monthly transactions within the set deadlines.

i)      Prepare funds requisitions for various projects based on the work plans

2. Ensures that Financial Resources are used effectively

a)     Assists the Facility heads in the preparation of the annual detailed budget of the facility.

b)    Assist the Facility head in preparation of the annual projected cash flow statement

c)     Prepares and monitors expenditures, ensuring the facility is run as economically as possible, in accordance with the provisions of the annual budget. Reports any irregularities to the facility Head and alerts Head of Finance

d)    Prepares a BVA report every Month and submit to the finance coordinator on expenditure and income and take corrective measures

e)     Ensuring that all cash, cheque books and financial records are properly stored and safely secured at all times.

f)     Oversees financial work, ensuring all facilities operate in accordance with financial policies and procedures of SOS

g)    Maintains filing system for finance department.

h)    Ensures that all necessary documentation is in place to facilitate the end of year financial audit, and ensures all financial records are properly filled and safely stored

3. Ensures the proper collection of fees

a)     Monitors & records all fees collected & ensures issuance of proper receipts & proper banking.

b)    Maintains a separate fee register for school fees, medical collections and donations in cash.

c)     Ensure that all income collected is banked within seven days

d)    Submit income registers, deposit slips and receipts to the Head of Finance

 

e)     Maintain a consolidated income register for Somalia and reconcile to the Dahabshil collection account

4. Donor reporting

a)     Ensures that all donor financial management and reporting are implemented to the letter

b)    Prepares and submits to the Finance coordinator donor reports depending on varying donor needs promptly according to timelines

5.     Performs general administrative tasks

a)     Updates the inventory and fixed asset register of the facilities as assets are acquired. Conducts annual inventory control audits.

b)    Facilitate the procurement of stationary, equipment and other supplies, and deals with various suppliers’ invoices as necessary. Ensure that budget availability is verified before procurement is done.

c)     Ensure the efficient use of office telephones by implementing appropriate registers &/or control measures. Ensures all private calls are charged to the individual concerned.

d)    Assists with the establishment of proper store-keeping records and procedures. Conducts regular checks of all stores (e.g. drug stores, stationary stores, etc.) to ensure stock-cards are accurate and all proper procedures are being followed.

e)     Assists projects with routine queries

f)     Supports the National Office Finance Department in any way possible with financial issues

g)      Appraise the locational accountant.

5.   Data Protection

At all times ensures that personal data of donors, sponsors, SOS CV beneficiaries and their families as well as SOS co-workers is handled confidentially and in accordance with prevailing SOS-Kinderdorf International data protection laws..

   Performs other reasonable tasks as assigned by the immediate supervisor

Skills and qualifications

Essential

       Bachelor’s degree in Finance, Accountant or related field

           Minimum 3 years of progressive professional experience in Finance

        Excellent command in Somali and English

        Excellent communication, interpersonal and organizational skills

        Ward Management Skills

        Basic Knowledge and experience Nutrition

     Proactive, result oriented, independent, able to identify and carry out duties with minimum supervision

       Leadership skills essential
