Call for Pre-qualified Enumerators (Baidoa, Southwest State of Somalia)

1.0 Organisational Overview:

Action Aid International Somalia (AAIS) is part of a global federation working to end poverty and injustice with thousands of communities and millions of people across the planet guided by its strategy ‘Action for Global Justice’ that ensures coherence, aligning with the poor and excluded people, reasserting women’s rights, strengthening accountability, and building resilience against shocks & hazards. AAIS has been operating in Somalia, implementing integrated programs on women’s rights, humanitarian response, resilience building, food security, and education. AAIS implements several protection programs through its engagement with communities, women, and youth groups, with the goal of empowering them and ensuring safe spaces for them within their communities and providing referral pathways for the survivors of violence.

2.0 Introduction;

ActionAid International Somalia is recruiting pre-qualified enumerators who will assist the Monitoring, Evaluation and Learning (MEAL) department (as and when required) in primary data collection and registration of beneficiaries for new projects across the Southwest State Region. The selection criteria of the enumerators/data collectors will be guided by prior experience in the field of data collection/registration.

Purpose: The main purpose is to pre-qualify enumerators to support MEAL-related activities for the ActionAid International Somalia program. The enumerators will participate in assessments carried out by the organization in Somalia. S/he will carry out data collection activities for assessments and surveys, including Baseline/ Mid-term/Endline Evaluations; surveys including KAP, PDM, as well as data entry activities and any other duties assigned by the MEAL Team.

3.0 Requirements and Responsibilities

Under the guidance of the MEAL Coordinator, enumerators/data collectors would be expected to:

• Attend all the required and relevant training sessions and briefings prior to fieldwork

• Ensure confidentiality, maintenance, and storage of collected data.

• Ensure effective field data collection in line with the methodology, tools, and specific guidelines set as required.

• Accurately collect high-quality and reliable data as instructed.

• Ensure uploading all collected data through phone devices onto the assigned platform/server on time

• Conduct Household surveys, Focus Group Discussions (FGDs), and Key Informant Interviews (KIIs) in accordance with the project's requirements.

• Support data entry of beneficiary registrations through Kobo Collect/open data kit

• Visit selected project target communities and conduct Key Informant Interviews (KII) with selected individuals (government, village head, committees, etc.).

• Coordinate with ActionAid International Somalia MEAL Coordinator or concerned program teams on daily work and problems encountered in the field.

• Conduct data collection in hard-to-reach and remote areas, demonstrate adaptability to challenging environments and ensure inclusiveness in survey responses.

• Adapt to flexible working hours, including weekends and holidays, to accommodate the logistical challenges of remote data collection.

Skills and qualifications

Skills and Competencies

● Relevant educational background (Diploma or Degree) in Social Science, Research, Public Health, Statistics, Development Studies, or equivalent.

● Previous experience in conducting data collection with national or international organizations, private research institutions, or humanitarian agencies (minimum one year).

● Strong experience in qualitative and quantitative data collection.

● Proficiency in mobile data collection platforms such as Kobo Collect and ODK.

● Fluency in the Somali Language

● Proficiency in both Somali and English languages, with strong communication and interpersonal skills to interact effectively with diverse communities.

● Willing to travel across regions of Somalia

● Ability to work under pressure and have strong prioritization experience to meet deadlines

5.0 Scope of work and conditions

Selected applicants will remain in AAIS’s pool of enumerators and work in AAIS’s Southwest operational areas. Assignments will be based on project needs, and the duration of active participation in the pool will depend on successful performance in data collection engagements.
