Job description

Overview of position

Our client is implementing a project to support the area program for the South West State of Somalia on Governance, Peacebuilding, Conflict & Resilience (GPCR - 3). This project seeks to create conditions for change through the humanitarian development peace nexus using an area based approach to reach communities to increase their resilience to conflict & climate crisis. It takes a holistic & integrated approach to early recovery & development, using the 6 signature solutions & brings together all the results areas in the CO under 1 hat. The project establishes an inclusive consultation platform for reconciliation & peacebuilding in communities, including Internally Displaced People (IDPs) & host communities, with a heavy emphasis on women & youth, who will engage with local governments to prioritize & have a say in development priorities in their areas. Funds will be allocated to reconciliation, justice, security, economic empowerment & rehabilitation of services to increase resilience against droughts & mitigate risks of conflicts.

Role objectives

Implementing of project activities:

  • Support in implementation of project plans & schedules.

  • Support in in monitoring of cash for work activities & job tasks in consultation with beneficiaries & relevant stakeholders.

  • Support in beneficiary identification & registration.

Implementation of a beneficiary selection & registration process:

  • Maintain accurate beneficiary databases & records.

  • Ensure fair & transparent selection criteria.

  • Community engagement & coordination.

  • Support in organizing community meetings to discuss the objectives & gain input from beneficiaries.

  • Support in collaborating with local authorities, community leaders & other stakeholders.

  • Address concerns, feedback & grievances from beneficiaries.

Support to development & implementation of a monitoring & evaluation plan for work activities & cash disbursement to beneficiaries:

  • Monitor cash disbursements to beneficiaries & ensure compliance with established procedures.

  • Prepare financial reports & statements related to cash for work activities.

  • Participate in communication activities through the regular collection of pictures & stories related to project activities.

  • Support in conducting field visits to assess progress & beneficiary satisfaction.

  • Collect data on project outcomes, impacts & challenges.

  • Reporting & Documentation.

  • Support in preparing & submit timely & accurate project progress reports to relevant stakeholders.

  • Document success stories, lessons learned & best practice.

Logistics:

  • Coordinate with the implementing partner in the procurement, distribution & maintenance of necessary tools, equipment & materials for work activities.

Capacity building:

  • Support in providing training & guidance to beneficiaries on work tasks, safety measures & project goals.

  • Foster skill development & capacity building among beneficiaries.

  • Coordination with the local government.

  • Ensure effective communication & coordination with the local government.

Expected output:

Support the Project Manager / project focal point on overall implmenttaion on:

  • Implementation of rehabilitation of community assets activities through cash for work approach to make sure the project is implemented as intended & our clients requirement.

  • Establishment of water kiosks in Barawe & mobilization of women enterprise groups to manage established water points.

  • Implementation of cash assistance / grants to ensure the provision of cash grants / assistance to selected beneficiaries.

Project reporting

The consultant will work under direct supervision of the project focal point with overall guidance of the Portfolio Manager.

Skills and qualifications

Key competencies

  • A minimum of Secondary Education with training in a relevant field or a Diploma from an accredited educational institution in Business Administration, Management, Political Sciences, Social Sciences, International Relations, Communications or other relevant disciplines is an advantage.

  • 3 years’ progressive relevant work experience in program management, project management, monitoring & evaluation, administration or related field is required.

  • Experience in managing multi programmatic, cash for work, or other similar / labour intensive projects is desirable.

  • Working experience with UN agencies, NGOs & civil societies in the field of refugees & / or IDPs operation is desirable.

  • Working experience within project target area  i.e., Barawe.

  • Working with relevant stakeholders of the project including local government, communities & other local & international stakeholders in the area.

  • Fluent in spoken & written English & Somali languages.

  • Demonstrates integrity & fairness by modelling the UN values & ethical standards.

  • Promotes the vision, mission & strategic goals of the UN.

  • Displays cultural, gender, religion, race, nationality & age sensitivity & adaptability.

  • Treats all people fairly without favoritism.

  • Fulfils all obligations to gender sensitivity & zero tolerance for sexual harassment.

  • Excellent problem solving, conflict resolution, advocacy & stakeholder coordination skills.

  • Effective communication skills including facilitation, presentation, ability to formulate concise reports / edit texts & to articulate ideas in a clear concise style to cross cultural audiences.

  • Effective people skills including ability to interact with national & international actors at all levels with tact & diplomacy.

  • Effective organizational skills including ability to manage complexities concurrently & to flexibly deliver on time in a rapidly changing work environment.

Team management

This role has no team management responsibility.
