Oxfam Somalia is looking for a PHP Officer
JOB PURPOSE:
The Public Health Promotion (PHP) Officer will lead community engagement and capacity-building efforts to improve public health outcomes in Beledweyne office. The role will focus on supporting partners in delivering effective WASH programmes, ensuring that interventions are inclusive and community driven. The PHP Officer will foster collaboration with other sectors, such as Livelihoods and Protection, while ensuring alignment with Oxfam’s policies and emergency standards.
RESPONSIBILITIES:
RESPONSIBILITIES (Technical, Leadership, People and Resource management)
Training & Capacity Building:
- Lead the training of the Public Health Promotion partner's team, ensuring that staff have the necessary knowledge and skills to identify public health risks and implement health promotion strategies effectively.
- Participate in workshops and training sessions to support the implementation of Oxfam’s partner-led programmes.
- Collaborate with staff and partners to develop comprehensive training plans for new Public Health Promotion (PHP) staff, which includes writing job descriptions, work schedules, appraisals, and delivering formal/informal training.
Programme Implementation:
- Provide ongoing support to the execution of health promotion activities, with a focus on mapping of existing public health risk and effective implementation of public health strategies.
- Monitor the effectiveness of programme activities, ensure alignment with humanitarian needs, and suggest appropriate adjustments.
- Work closely with partners to ensure strong collaboration and integration between public health promotion, health, WASH promotion activities, providing actionable recommendations aligned with Oxfam’s policies and protocols.
- Support recruitment and training of PHP staff as needed to meet programme goals.
Community Engagement & Empowerment:
- Take a leadership role in community engagement efforts, working closely with teams across Livelihoods, Protection, and other relevant sectors to ensure a holistic approach.
- Promote an empowering approach by involving community members—women, men, and children—in all phases of programme planning and implementation.
- Ensure community engagement methodologies are participatory and inclusive, reflecting the diverse needs and priorities of disadvantaged populations and considering gender and protection concerns.
- Champion sustainable, community-led health initiatives, working closely with Oxfam's country office, local government, and community partners
- Work closely with Oxfam's country office team, local government authorities, and community partners to implement sustainable public health interventions.

- Ensure that all activities meet Minimum Standards and adhere to Oxfam’s emergency guidelines and protocols.
- Consider community sensitivities and protection concerns when delivering public health promotion activities.
Documentation & Reporting:
- Contribute to programme planning, proposal writing, and regular reporting in line with Oxfam’s standards
Representation & Advocacy:
- Represent the programme in external forums and build strategic partnerships with local agencies and stakeholders to advocate for sustainable public health measures.

In Addition
- A minimum of 4 years of practical experience in community health and outreach programs in developing countries, particularly in drought or emergency response settings.
- Knowledge of public health, health promotion, community development, or water supply programs.
- Proven experience in social mobilization for water and sanitation activities and in engaging communities, local authorities, and grassroots organizations to prevent and control waterborne diseases.
- Familiarity with social marketing approaches to promote public health products and services, such as latrines, Aquatabs/PUR, or ceramic filters, and developing sustainable partnerships with local enterprises.
- Strong knowledge of participatory planning, implementation, monitoring, and evaluation methods in public health promotion.
- Experience in integrating gender and diversity considerations into public health activities.
- Assessment & Planning: Proficiency in conducting public health needs assessments and planning effective interventions.
- Excellent written and verbal communication skills, with the ability to produce clear reports and represent Oxfam in external forums.
- Strong personnel management, training, and appraisal skills, with the ability to support and mentor team members.
- Ability to work under pressure in rapidly changing environments, with a willingness to travel at short notice and work in challenging conditions.
- Strong interpersonal skills and the ability to work effectively as part of an integrated team.
- Fluency in English is required.
