Job Description

Position Title: Communications & Private Sector Engagement Coordinator
Duty Station: Berbera, Somaliland
Reports to: Executive Secretary, Berbera Local Government

1. Role Overview

The Communications & Private Sector Engagement Coordinator will lead the design and implementation of strategic communication and private sector engagement initiatives for the Berbera District Development Fund (BDDF). The role focuses on strengthening partnerships with private sector actors, enhancing visibility of BDDF investments, and mobilizing resources and collaboration to support local economic development.

The Coordinator will serve as a key liaison between BDDF, government stakeholders, businesses, and development partners, ensuring effective communication, stakeholder alignment, and engagement that contributes to sustainable and inclusive growth in Berbera District.

2. Key Tasks and Responsibilities

Communications and Visibility

  • Develop and implement a comprehensive communications strategy for BDDF.
  • Produce high-quality communication materials, including reports, briefs, success stories, newsletters, and social media content.
  • Manage media relations and ensure consistent branding and messaging across all platforms.
  • Document project results, lessons learned, and impact stories.
  • Organize public awareness campaigns, events, and stakeholder forums including the development of contents for a social media story.
  • Ensure compliance with donor visibility and communication guidelines.

Private Sector Engagement

  • Design and execute a private sector engagement strategy aligned with BDDF goals.
  • Identify and map key private sector actors, investors, and business associations in Berbera and surrounding areas.
  • Facilitate partnerships between BDDF and private sector entities for co-investment, service delivery, and local economic development initiatives.
  • Promote public-private partnerships (PPPs) to support infrastructure and service delivery.
  • Organize business roundtables, investment forums, and networking events.

Stakeholder Coordination

  • Serve as the focal point for engagement with private sector stakeholders.
  • Strengthen collaboration between government, private sector, and development partners.
  • Maintain strong working relationships with local authorities, chambers of commerce, and industry groups.
  • Facilitate dialogue and knowledge exchange among stakeholders.

Resource Mobilization & Knowledge Management

  • Support fundraising efforts and proposal development targeting private sector partnerships and donors.
  • Prepare concept notes, partnership agreements, and engagement frameworks.
  • Capture and disseminate best practices and lessons learned from BDDF interventions.
  • Monitor and report on engagement outcomes and communication effectiveness.

Monitoring & Reporting

  • Track key performance indicators (KPIs) related to communications and private sector engagement.
  • Prepare regular reports highlighting progress, challenges, and impact.
  • Provide inputs to overall program reporting and evaluations.

Skills and qualifications

3. Qualifications and Experience

Education

  • Master’s degree or bachelor’s with additional experience in Communications, Business Administration, Public Relations, or a related field.

Experience

  • Minimum 5–7 years of relevant professional experience in communications, private sector engagement, or development programming.
  • Proven experience working with private sector actors, including SMEs, investors, and business associations.
  • Experience in donor-funded projects and development programs is highly desirable.
  • Demonstrated experience in stakeholder engagement and partnership building.
  • Experience working in Somaliland or similar contexts is a strong asset.

5. Duration

The duration of the assignment is 6 months, subject to further performance and funding availability.
