This position is a key senior program coordination position and responsibility within the IMC Ethiopia Dollo Field office program team. He/She will directly supervise and mentor the SRH, MHPSS, GBV, Nutrition and WaSH Program Managers and Finance manager, Logistics manager, HR Admin manager, Senior MEAL officer, Security officer, IT Support officer; and maintain the primary responsibility to oversee effective implementation of IMC’s extensive humanitarian interventions and consistent implementation of internal policies and procedures, per agreed humanitarian standards and principles. The position requires extensive coordination with the Program and Support Team (Logistics, Finance and Human Resources) in Dollo Field office to ensure effective support to the field team and enable effectively and efficient implementation of the humanitarian and emergency response programs and activities in Dollo area operation.

 Key responsibilities include, but not limited to:

Program Management

·         Conduct regular staff evaluation, design, and implement capacity improvement plan.

·         Responsible for the effective and professional overall coordination and support to IMC’s programs and services at the field level.

·         Support program managers, coordinators, and teams, and ensure that there is a coordinated and integrated approach in the implementation of IMC emergency and refugee services.

·         Ensure the timely revision of pipelines and provided a technical and managerial support to the Program managers in field emergency and refugee programs.

·         Responsible for Overall Filed office-project Monitoring and Evaluation (Grant launch up, monitoring exercise with Area level signatories, Grant closeup, ensuring project Baseline &endline are done, and others),

·         Coordinate and support the management of IMC grants, assisting program managers, Heads of departments and teams in preparing work plans and working budgets, procurement plan, spending plan and monitoring implementation.

·         Together with program managers, ensure that emergency and refugee assistance projects are implemented as planned and within budget, and in accordance with IMC and global humanitarian policies and guidelines, including Codes of Conduct, SPHERE and HAP principles and standards on accountability to the affected populations.

·         Help Program managers and team in identifying new program opportunities and strategy

Policy Compliance and Team Management:

  • Cross check whether all the field staffs at the field office received the mandatory trainings and have managed to facilitate trainings thru the HR for staffs who have not taken it.
  • Manage to have a routine communication with field staffs to make sure that the IMC rules and regulations are respected.
  • Manage to establish a meeting with staffs and department heads.
  • Manage to build staffs to understand IMC’s vision, mission and policies and support each other regard less of program thematic areas.
  • Manage and provide the due support to project managers and the support team in the field office.
  • Ensure that the field operation is carried out to the highest standard possible.
  • Create a great working environment among IMC staff in field office.
  • Support the HR to ensure that all staff related records are well recorded and necessary information are kept for reference purposes at all time
  • Manage to have a separate meeting with staffs residing at IMC field accommodations and have supported the HR to improve the living standards in the bases.

Operational Management

·         Implement and oversee International Medical Corps logistics, finance, HR, and administration procedures; create an environment of mutual respect where personnel adhere to procedures.

·         Support the field Logistics in timely submission of compiled procurement, warehouse, fleet, asset report.

·         Ensure all HR, Logistics and Financial matters of the field office are communicated to Addis and been implemented in a reasonable time frame.

·         Work with Finance, Logistics and HR in Addis for continuous improvement in procedures and workflow.

·         Help in development and roll-out as well as standardization of pertinent program operational tools and build the capacity of field team on the same.

·         Help in recruitment of key field positions, in consultation with Human Resources and the relevant Technical Manager.

Reporting and Communication:

  • Manage to maintain a smooth flow of communication between the Field office and Addis level staffs.
  • Manage to coordinate preparation of quarterly, final, and other donor reports as needed.
  • Regularly and timely and thoroughly manner report to the Program operations Coordinator, Programs Director, SS Manager and the CD on all health problem, security developments or criminal incidents to IMC staff or property.
  • Assure that proper channels of communication are maintained and respected.
  • Regularly consult with the program operations coordinator on all matters of significance to the program, staff and regional affairs.
  • Regularly Produce and send the monthly management reports (MMR) on programs, administrative, finance and logistics matters to the program operations coordinator copying the Country SMT.
  • Maintain a regular communication with supervisor and Addis based program staff.

Representation and Coordination

 

·         As delegated by Program Operations Coordinator, represent IMC Ethiopia in NGO, UN, government and other meetings and negotiations in their area. 

·         To assist in ensuring that a great working environment is created with donors, government, and other stakeholders in IMC operational areas

·         To assist in ensuring that all NGOs, local Government Officials, and other UN agencies have a good understanding of IMC Ethiopia’s emergency and refugee programs and interventions, particularly at Regional Level 

·         Ensure maximum visibility of the International Medical Corps (IMC) as an organization amongst the INGO and NGO community. 

·         Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the organization's Code of Conduct, ethics, values, and standpoint with regard to internal and external actors. 

Staff Safety and Security

 

·         Support the SS Officer to update the base SOP, evacuation plan and the SRA timely.

·         Oversee security management for program at site

·         Manage staff activities and movements

·         Ensures application and compliance of security protocols and policies

·         Assist in the development, implementation, and maintenance of field site standard security documents. Create an environment where personnel adhere to and respect security procedures.

·         Provide a security briefing to site visitors within 24 hours of arrival.

Monitor changes and trends. Alert the Team Leader and/or Security Manager of changes to context that may contribute to the security of International Medical Corps personnel, programming or in any way damage

Skills and qualifications

·         University degree in Management, Disaster Response and Management, Economics, Sociology, Political Science, or a related field.·         Preferable: MA in Project management and related fields.·         More than 8 years’ experience with an international NGO - managing and/or coordinating large and complex emergency response projects, including refugee settings.·         Experience working in difficult areas (refugee program operation) and demanding security situations·         Extensive non-government organization experience in relief and development, combined with academic degrees/work from accredited institutions may be considered as a substitute for a BA degree.
