TERMS OF REFERENCE (ToR) of CONSULTANT 1-Training of Borama local Government SUIDAC Project of Employees and Council Members

Consultancy Services for Capacity Building Training of Borama Local Government (BLG) Staff under the SUIDAC Project.

2. Background

Borama is one of the fastest growing administrative cities in Somaliland and is currently implementing major development programs including city reconstruction, modernization of roads, urban expansion, promotion of small businesses, traffic management, tree planting, and extension of social services to displaced communities living in the outskirts of the city.

In line with its mandate to promote environmental sustainability, good governance, and inclusive development, Borama Local Government (BLG) is committed to strengthening systematic capacity, community participation, efficiency, accountability, and inclusive decision-making.

To address the increasing social, economic, and governance challenges, the SUIDAC Project (Sustainable Integration of Displacement-Affected Communities) was established this project funded by the European Union (EU) and implemented by Urban Alliance/UNOPS in partnership with Borama and Gebilay Local Governments

 

An important component of the SUIDAC Project is to strengthen the capacity of local government institutions to ensure sustainable integration of displacement-affected communities (DACs), including refugees, returnees, internally displaced persons (IDPs), and host communities, within this framework, BLG intends to engage a qualified consultant to design and deliver a structured training program for its staff and council members.

 

 

 

 

 

3-Objectives,

Overall Objective To strengthen institutional capacity, efficiency, accountability, and cooperation of Borama Local Government through structured training and dialogue

Specific Objectives

  • To enhance knowledge and skills of BLG staff and council members.
  • To improve understanding of roles, responsibilities, policies, and regulations governing local governments in Somaliland.
  • To promote coordination and cooperation among departments, council members, and administration.
  • To increase awareness of governance, urban development, and community engagement.

 

4-Scope of Work

The consultant will design and deliver training for approximately 100 participants drawn from six municipal departments, council members, and DAC representatives. The training shall include the following thematic areas:

Municipalities Revenue Management.

  • Revenue collection systems
  • Financial planning and budgeting
  • Accountability and transparency
  • Long-term financial sustainability

Human Resource Management (HRM) & Procurement Policies developing

  • Updating HR policies
  • Procurement systems and procedures
  • Contracting processes
  • Purchase orders
  • Market price evaluation
  • Compliance with Somaliland laws

Public Works Management

  • Infrastructure project planning
  • Implementation and supervision
  • Monitoring and evaluation

 Urban Planning & GIS

  • Sustainable urban development
  • Land use planning and expansion systems
  • Introduction to Geographic Information System (GIS)
  • Data collection, mapping, and analysis
  • Evidence-based decision-making

Community Engagement & Accountability.

  • Dialogue facilitation
  • Social cohesion and inclusion
  • DAC integration
  • Communication strategies

5. Methodology & Approach

The consultant shall apply participatory and inclusive training methods, including:

  • Interactive presentations
  • Group discussions
  • Case studies
  • Practical exercises
  • Visual aids
  • Experience sharing sessions

6. Key Deliverables

The consultant shall produce the following outputs:

Inception Report including methodology, detailed work plan, agenda, and risk mitigation plan.

A-Training Facilitation Package – agenda, training materials, presentations, and visual tools.

B-Attendance Sheets, Photographs, and Session Documentation.

C-Progress Report – summarizing training activities and preliminary results.

D-Draft Final Report – including findings, lessons learned, challenges, and recommendations.

E-Final Consolidated Report – incorporating comments from the SUIDAC Project Manager and BLG.

7. Duration of Assignment

The Total duration of the assignment shall be within 40-days starting on approved date.

For Consulting Firm / Company

The consulting firm should have:

  • Legal registration and demonstrated operational presence in relevant sectors.
  • Valid tax exemption
  • Proven track record in successfully delivering in delivering similar consultanty
  • Demonstrated experience working in Somaliland or similar fragile and decentralized contexts.
  • Availability of a multidisciplinary team with relevant expertise (e.g., public finance specialists, economists, governance experts, and capacity-building specialists).
  • Strong organizational capacity in project management, stakeholder engagement, and high-quality report delivery.

8. Reporting & Coordination.

  • The consultant shall work under the supervision of the SUIDAC Project Manager and Borama Local Government Project Team.
  • All deliverables must be submitted for review and approval.
  • The consultant shall document all sessions, collect feedback, and provide structured analysis and recommendations.

 

 

 

Skills and qualifications

9. Consultant Qualifications

The consultant should meet the following minimum qualifications:

  • Master’s degree in Social Sciences, Development Studies, Communication, Urban Planning, Public Administration, or related fields.
  • At least 3 years of proven experience in facilitation, training, and local government capacity building in Somaliland.
  • Strong understanding of local governance, displacement issues, service delivery, and urban development.
  • Excellent facilitation, communication, and reporting skills.
  • Strong English writing skills.
  • Demonstrated commitment to gender equality, inclusion, and ethical work standards.

         10. Roles & Responsibilities

  • The consultant shall be responsible for design, facilitation, documentation, and reporting of all training activities.
  • The District Project Team shall provide coordination, technical support, and access to relevant information.
  • Data collection shall follow consent, privacy, and confidentiality standards.
