Type of Assignment: Short-term Consultancy
1. Background
Borama Municipalities is a key local government authority responsible for delivering essential public services, urban development, infrastructure management, and community welfare. Due to rapid urbanization, population growth, and increased demand for municipal services, the municipality faces growing financial pressure.
Currently, municipal revenue sources remain limited, collection efficiency is low, and financial management systems require strengthening. In response, the municipality seeks to develop a Municipal Development Revenue Enhancement Action Plan to improve revenue generation, diversify income streams, enhance collection systems, and strengthen financial sustainability.
This consultancy will support the municipality in conducting a comprehensive assessment and developing a practical, implementable, and sustainable Revenue Enhancement Action Plan.
2. Objectives of the Assignment
Overall Objective
To develop a comprehensive Municipal Development Revenue Enhancement Action Plan that improves revenue generation, strengthens collection systems, and enhances financial sustainability.
Specific Objectives
ü Assess current municipal revenue sources, systems, and performance.
ü Identify gaps, leakages, and operational challenges.
ü Explore new and innovative revenue opportunities.
ü Develop practical strategies for revenue mobilization.
ü Prepare a realistic and coasted Action Plan with timelines and responsibilities.
3. Scope of Work
The consultant shall undertake the following tasks:
Phase 1: Inception
Review existing municipal policies, financial reports, bylaws, and legal frameworks.
Review current revenue collection systems and procedures.
Conduct stakeholder mapping.
Phase 2: Data Collection & Situational Analysis
ü Conduct key informant interviews with municipal officials and departments.
ü Hold focus group discussions with relevant stakeholders.
ü Review financial records and revenue performance data.
ü Assess existing revenue sources, Collection efficiency, Institutional capacity, Technology usage as well as Governance and accountability systems.
Phase 3: Stakeholder Consultation Workshop
ü Design and facilitate a 1-day participatory workshop with municipal staff.
ü Identify challenges, opportunities, and priorities.
ü Validate findings.
Phase 4: Strategy Development & Action Planning
ü Identify strategic revenue enhancement interventions.
ü Propose innovative revenue streams.
ü Develop implementation strategies.
ü Prepare a detailed Action Plan matrix including: Activities, Responsibilities, Timelines, Budget estimates, Performance indicators
Phase 5: Reporting & Validation
ü Prepare draft report and action plan.
ü Facilitate validation meeting.
ü Submit final report incorporating feedback.

ü Executive Summary for policymakers
5. Methodology
The consultant is expected to use participatory and evidence-based approaches including: (Key informant interviews, Focus group discussions, financial data analysis, Participatory workshops, Field observation, etc)
6. Duration & Timeline
The assignment is expected to be completed within 45 working days.
Skills and qualifications
7. Consultant Qualifications & Experience
The consultant should have:
ü Advanced degree in Public Finance, Economics, Urban Planning, Development Studies, Public Administration, or related fields.
ü Minimum 7 years of experience in municipal finance, revenue mobilization, or local governance.
ü Proven experience in: Municipal revenue assessments, Public finance reform, Local government capacity development
ü Experience working in Somaliland / Somalia context is highly desirable.
ü Strong facilitation, analytical, and report-writing skills.
8. Reporting & Coordination
The consultant will report directly to: Project Management and Coordination will be done with SUIDAC Municipal Team as well as SUIDAC Project implementation units and partners.
