2. ORGANIZATION AND POSITION OVERVIEW
Welthungerhilfe is a German-based international non-profit humanitarian and development organization. The ultimate vision of Welthungerhilfe is to see a world without hunger and poverty. WHH has been working in four regions of Somaliland (Awdal, Maroodi-jeh, Toghdeer and Sanaag) since 2001 with multisector interventions. It secures funding mainly from the German Government external cooperation (BMZ, AA) and private donors of Germany for its interventions in Somaliland. Objectives, duties, areas of responsibility.
1. Objectives of the position
WHH is looking for a qualified Junior WASH engineer to support the WASH sector. H/She will provide technical support during BoQs and technical drawings preparations. He/she will also Implementation of project activities according to the specified deadlines and organizational, contractual, and financial directives.

1. In close collaboration with the Head of project, the engineer will conduct joint technical assessment with the MoWRD for newly targeted villages and develop drawings and BoQs in line with assessment findings as instructed by the Head of the project.
2. In close collaboration with the project manager, h/she will provide regular supervision of ongoing works at critical stages and provide technical recommendations regularly to contractors to ensure strict adherence to the contract.
3. Ensure good quality of structures by closely monitoring quality and quantities of construction materials such as cement, ballast sand pipes, fittings, solar and pumps in line with the contracts.
4. Ensures that workers, e.g., plumbers and masons have all the right tools and equipment for the right job in all construction sites.
5. H/She will ensure that plumbers are using the required pipes and fittings in the right direction in all sections of the piping system.
6. In close collaboration with the Project Manager, S/he will monitor, and measure completed works at required stages and submit payment request reports to finance and head of project.
7. Regularly monitor and accurately quantify all manner of works to be done according to current market rates in all assigned sites and share the details with the Head of Project
8. Register all daily workers and ensure they sign the daily attendance sheet, to support their payments.
9. Prepare site progress reports, ToRs, success stories and any other site related literatures and submit to the Head of Project.
10. In an event of direct implementation, h/she will perform the registration/tracking of materials such as cement, pipes, and fittings in and out of the store in every construction site and update head of project regularly.
11. H/She will compile a short report on daily basis on progress made, material used with photos as evidence for sites which are directly implemented without engaging contractors.
2.2. Specific Activities and duties of the position
1. The engineer will form part of the Technical Working group and will provide updates and lessons learnt for improvements.
2. Conduct technical assessment for the proposed boreholes, shallow wells and Barkeds to be rehabilitated and suggest durable techniques that can be adopted by the locals easily for maintenance.
3. Train selected locals on how to maintain the rehabilitated water source using local
materials and equipment.
4. The engineer will estimate required materials, raise PRFs and support procurement processes within the current market rates.

5. The engineer will provide technical guidance to the local workers during construction of dry masonry senses, which are slightly raised above the ground level and constructed of impervious structures, to avoid water absorption but harvest it instead.
6. Documentation of relevant technical and procurement processes in accordance with the co-financing agreement or Welthungerhilfe directives (such as Assignment Allocation Regulation, AAR)
7. Fulfillment of any other tasks which are assigned by the management and correspond in general with the character of this position.
Skills and qualifications
3. JOB REQUIREMENTS
1. Knowledge/ Qualifications
1.1 Professional/ formal qualification
Degree in Water/ Civil engineering or related fields.
Training with additional qualifications (e.g. technician, vocational college)
1.2 Job-related professional experience
More than 3 – 5 years’ experience in both WASH engineering and construction in
Somaliland
Experience in material costing for both WASH engineering and construction.
Experience in surface rainwater harvesting technologies.
Highly experienced in waterproofing technologies
Experience in managing many workers in different construction sites simultaneously.
Experience in report writing.
1.3 Foreign language skills
Ability to communicate in both English and Somali
Qualified candidates from project target location have an added advantage
