Role Summary

PUNPETCO is recruiting an experienced and qualified Chief Accountant to lead its accounting function. The Chief Accountant is the most senior accounting professional in the company and is accountable for the integrity of financial records, statutory and management reporting, controls, treasury and tax/customs compliance across both the wholesale and retail businesses. The successful candidate will bring strong technical accounting expertise, sound judgement and an understanding of operating in the Somali market.

Key Responsibilities Accounting & Financial Reporting

     Lead and manage the full accounting function across the Head Office and all six branches, ensuring timely and accurate recording of all transactions.

     Prepare monthly, quarterly and annual financial statements in line with applicable accounting standards (IFRS) and company policy.

     Maintain a robust general ledger, chart of accounts and month-end and year-end close processes.

     Consolidate results across branches and business lines and provide accurate management reports to the Board and Audit Committee.

Wholesale, Costing & Customs

     Oversee accounting for bulk fuel imports, including landed-cost build-up (purchase price, freight, insurance, customs duties, levies and handling).

     Reconcile fuel volumes from import through storage to wholesale and retail dispatch, accounting for losses, evaporation and variances.

     Liaise with customs authorities and clearing agents to ensure duties and charges are correctly computed, recorded and settled.

     Maintain accurate inventory valuation and product costing to support pricing and margin analysis for both wholesale and retail channels.

Retail Distribution

     Establish controls over cash, fuel stock and credit at petrol stations and retail outlets across the branch network.

     Monitor station-level sales, reconciliations, shortages and daily banking, and investigate discrepancies.

Controls, Compliance & Treasury

     Design, implement and enforce internal controls, accounting policies and standard operating procedures to safeguard company assets.

     Manage cash flow, banking relationships, payments and working capital, including supplier and letter-of-credit arrangements for fuel imports.

     Ensure compliance with Somali and Puntland tax, customs and regulatory requirements, and with anti-money-laundering and good-governance standards.

     Coordinate external and internal audits and implement audit recommendations.

Leadership & Systems

     Lead, supervise, mentor and develop the finance and accounts team across all branches.

     Support budgeting, forecasting and business planning, and advise management on financial performance and risk.

     Champion the use of accounting systems and strengthen financial data quality and reporting automation.

Skills and qualifications

Qualifications & Experience

Mandatory: Finalist, Affiliate or Member of a recognised professional accounting body such as ACCA (or equivalent, e.g. CPA, ACA, CIMA).

     Bachelor's degree in Accounting, Finance, Commerce or a related field.

     Minimum of 7 years' progressive accounting experience, with at least 3 years in a senior or supervisory role.

     Demonstrated experience in inventory-intensive, distribution, trading, oil & gas or fuel businesses is strongly preferred.

     Sound knowledge of IFRS, costing, customs/import accounting and internal controls.

     Proficiency in accounting software and strong spreadsheet skills.

     Understanding of the Somali business environment and the regulatory and market dynamics affecting fuel importation and distribution.

     Fluency in Somali and strong working English (written and spoken).
