TITLE: Finance Officer
TEAM/PROGRAMME: Finance Department
LOCATION: Burao
GRADE: 4
CONTRACT LENGTH:1 year
CHILD SAFEGUARDING:
Level 3 the role holder will not have contact with children and/or young people, or access to personal data about children or young people, as part of their work; therefore a police check will not be mandatory unless the content or location of the role changes, in which case the Child Safeguarding level will be reviewed.
ROLE PURPOSE:
To assist Burao office operations including but not limited; payment review, invoicing, control accounts, office cash forecast, monthly account, and bank reconciliations working with both internal and external auditors.

Technically reports to: Area Finance Coordinator
Staff directly reporting to this post: (Currently, one finance assistant)

Dimensions:
Save the Children works in 3 regions in Somalia/Somaliland with a current staff complement of approximately 500 staff and a current expenditure of approximately USD 100 million each year.
KEY AREAS OF ACCOUNTABILITY
Finance Officer
1. Ensure monthly financial diaries are strictly adhered to meet the CENTRE deadlines.
2. Ensure daily capture of data to the system, validate before posting transactions from GLACOS to AGRESSO Accounts, and report any differences to the Area Finance Team.
3. Responsible for Burao field office invoicing and address all discrepancies.
4. Participates close tenders as per the scheme of delegation.
5. Review and approve Purchase order from the S2P system after ensuring the completeness of the supporting documents and coding.
6. Reconciling balance sheet/control accounts for Burao transactions monthly
7. Ensure proper files are maintained in the Finance Department to enable a complete audit trail from the AGRESSO account records to supporting documentation and vice versa.
8. Ensure prompt monthly submission of Bank and Cash vouchers to the Area Finance Team.
9. Carry out weekly and monthly cash (Including Float) and bank reconciliation in AGRESSO accounts with the Cashier and Accountant.
10. Verify completeness and accuracy of all payment supporting documentation before release and Checking the Budget holder approval and Authorizations limits.
11. Ensure realistic cash forecasts are provided by budget holders, assist the Finance Coordinator/Manager in collating cash requests and monitor the cash and banks balances and ensure minimum bank balances at all times
12. Maintain updated electronic copies of project budgets and work with project managers and project teams in the monthly budget monitoring and variance analysis meetings.
13. Preparation and participation of external audit exercises with external auditors for Grant Audits and subsequent implementation of the recommendation.
14. Comply with all relevant Save the Children policies and procedures with respect to health and safety, security, equal opportunities, and other relevant policies.
15. Organize and plan training sessions for newly recruited Burao based staffs for the existing SC financial policies and procedures
16. Establish an effective working relationship with staff under your line-management responsibility conducting routine supervision meetings and annual performance appraisals
17. Carry out the responsibilities of the role in a way that reflects Save the Children's commitment to safeguarding children in accordance with the Child Protection Policy.
18. Carry out any other task as per the need for both direct and technically line managers

Skills and qualifications
· Degree or equivalent accounting qualification
· Minimum 4 years of similar work experience within a busy working environment
· Computer skills especially in Ms Excel, spreadsheets, Ms Word and Accounting packages, preferably AGGRESO Financial Management System and S2P systems
· High level of integrity and ability to work as part of a professional team.
· Ability and willingness to work under high pressure to meet tight deadlines.
· Good communication and interpersonal skills
· Supportive personnel management style
· Good command of English written and spoken
