Position: Protection Officer
Responsible to: Project Manager.
Location: Burao (with regular field trips)
Duration of contract: 12 months (with possibility of extension)
Closing date: 18th June 2022
RESPONSIBILITY OF THE POSITION
ROLE OF THE EMPLOYEE
Based in Burao (with regular travel to Sool and Sanag regions) under the line-management of Project Manager and she/he will be responsible to:
REPRESENTATION (15 %)
- S/he participates when needed/relevant to the Working Groups and Clusters relative to the field of intervention at local and regional level.
- Direct coordination with Protection actors in bilateral,
- Ensuring comprehensive approach and coordination with protection, Psychosocial and inclusion staffs.
- Ensuring coordination and coherence of HI intervention amongst local and international actors, avoiding duplication, promoting complementarities and establishing the referral link for specific protection case management (CP and GBV) as well as other humanitarian basic needs services.
- Supervise and monitor the activities of Project Mobile Protection Team and establish close coordination and collaboration with Project Mobile Psychosocial team for identified cases of psychosocial support and Mobile Safe Space.
- Report any relevant information related to protection matters to relevant stakeholders as well as project team.
- Participation in relevant team and technical meetings in Hargeisa and Burao, (clusters, working group) related to your sector of intervention.
ACTIVITY IMPLEMENTATION/TECHINCAL RESPONSIBILITY (70%)
- In closed collaboration with Protection Technical Advisor (Based in HQ); develop all relevant technical tools for identification and protection assessment, monitoring, evaluation, activity & communication materials for the protection interventions.
- Coaching and on job technical support and training to Mobile Protection Team (Protection assistants).
- Plan, Implement and monitor day to day protection activities of HI Mobile Protection Team.
- Conduct protection needs and vulnerability assessments in HI project areas.
- Together with Protection Assistants; carry out extensive identification of persons with specific needs, identification and assessment of their protection risks, provide protection mitigation advice, making appropriate referral for case management etc.
- Technical supervision (analysis of practice) of Mobile Protection Team and regular field visits
- Mapping of relevant external actors for referral purpose and collaborate with all the potential identified partner s and maintain closed coordination for case management of referral cases.
- Support and supervised Protection assistants in carrying out protection monitoring services in community such as identification of persons with specific needs, assessment of their protection concern including needs of basic and specific services provision, prepare the list of beneficiaries for internal and external referral for specific service provision.
- Organize and facilitate community sessions and Focus group discussion on various protection issues, protection mitigation measures and community engagement.
- Support in the capacity building of staff, beneficiaries, duty-bearers and other stakeholders in basic protection concepts as well as protection mainstreaming.
- Providing technical support to the logistics department in your field of expertise, ensuring technical validation of protection related services.
ACTIVITY FOLLOW UP (IMPACT MONITORING & EVIDENCE) (10%)
- Conduct field supervision visit to evaluate the impact of the HI services (training/coaching/guidelines) received by actors/staff;
- Regularly monitor the project’s protection activities and provide feedbacks for ensuring activities are responsive, and contextually and culturally appropriate.
- Collect and produce testimonies, study cases as evidence and material of training;
- Ensure a proper documentation (pictures, field visit report, and data collection) of each one of the field supervision visit you are conducting.
DOCUMENTATION and REPORTING (5%)
- Contribute to the production and revision of technical guidelines and materials;
- Contribute to the development of training materials to be used within protection component.
- Participate to the monthly situation report by providing relevant data to your line-manager;
- Support donor reporting and participate in proposal writing when requested by line-manager;
- Lesson learning: Collect, select and ensure lessons learning processes on PSS related activities and tools

Skills and qualifications
Education and Competency
- Bachelor’s or Master degree in in, Social Work, Sociology, and Education, Psychology or other relevant field from a recognized institution.
- Minimum of 3-4 years’ experience in an entry to mid-level position, with experience in the field of humanitarian response and IDP protection working for an international NGO, UN agency or relevant ministry or local authority.
- Technical understanding of core protection concepts (including Child protection and GBV), prevention and response strategies, including experience with operationalizing global best practices and international standards for implementing protection programming in humanitarian contexts.
- Proven record of designing and facilitating trainings and workshops on protection-related topics.
- Hands-on experience with protection case management, psychosocial support and supporting community-based protection structures.
- Experience working with displaced or conflict affected populations.
- Strong planning, organizational and problem-solving skills with the ability to work both independently and within a team.
- Integrity, strong work ethic, and ability to consistently meet deadlines under pressure.
- Strong interpersonal skills and commitment to learning and implementing organizational policies and procedures.
- Full proficiency in Microsoft Office, including Word and Excel. Ability to work under high pressure,

Conditions
- Status: Service contract with salary according to experience
- Start: July 2022
- Duration: 12 months (possible extension, linked to final confirmation on funding)
