Job description

The purpose of the officer position is day to day implementation of the shelter Project. Use actions words such as ensure, implement or assist for the position relevant responsibilities.

 

Generic responsibilities (max 10)

These responsibilities shall be the same for all positions with the same title. The responsibilities shall be short and essential. Details belong in the Work and Development plan.

  1. Ensure adherence with NRC policies, tools, handbooks and guidelines
  2. Implement delegated shelter project  portfolio according to plan of action
  3. Prepare and develop status reports as required by management
  4. Ensure proper filing of documents
  5. Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist
  6. Promote and share ideas for technical improvement

 

Specific responsibilities

These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of programme intervention. This section shall be revised whenever a new employee is hired or the context changes significantly.

  1. Ensure timely delivery of quality construction
  2. Lead in overall planning and design of projects
  3. Undertake the tendering process including pre-qualifying contractors, evaluations and awards
  4. Prepare tender documents for construction works including technical drawings, specifications of works, Bills of Quantities and conditions of contracts
  5. Assess the completion of works, recommend for payments, and prepare interim and final payment certificates
  6. Maintain and update contract files on each construction project
  7. Review contract claims, analyse and recommend variation orders
  8. Prepare documents for final handover and closure of projects
  9. Provide technical input in the general supervision, progress of construction activities and control of quality of materials and workmanship
  10. Prepare the monthly cash and payment forecast  for activities carried out by contractors
  11. Identify of the key hygiene practices to be addressed and work with  and work closely with the community hygine promoters
  12. Responsible for provision of professional technical support and guidance on activities within the areas of Water, Sanitation & Hygiene (WASH) this will include capacity building of the community CHP  structures
  13. Under the supervision of the coordinator, the officer is responsible for the daily technical implementation, supervision, monitoring and reporting of the field activities, and for ensuring proper coordination with beneficiaries, municipalities, rapid response teams, other authorities.
  14. Mobilize the community to change behaviour regarding hygiene practice and C19 prevention and control. Creation and follow up WASH Committees and their performance in the Informal Settlements.

  • Experience from working as a Project Officer in a humanitarian/recovery context
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Excellent interpersonal, written and verbal communication skills 
  • Strong analysis skills (qualitative and qualitative)
  • Strong cultural awareness and sensitivity
  • Good understanding of complex emergencies and crisis contexts
  • Flexible and creative
  • Strong organizational and logistical skills
  • Goal oriented with ability to work under pressure, independently and with limited supervision.
  • Ability and willingness to work and live in challenging conditions
  • Proficiency in MS Office software (especially Word and Excel) and AutoCAD is essential

Duty station: Burao

Travel: Travel to project remote areas.
