PASOS is a Somali national organization dedicated to humanitarian aid delivery across Southern and Central Somalia. Our mission is to support the impoverished, underprivileged, and vulnerable populations affected by various disasters, with a vision to build a sustainable future. FSL FIELD PROJECT COORDINATOR

LOCATION: BURHAKABA, SOUTHWEST STATE

JOB SUMMARY OVERVIEW: Assume a role of comprehensive strategic, technical, and managerial leadership within Somali Aid's Food Security and Livelihood sector, with a specific focus on elevating standards in program implementation, monitoring, evaluation, and reporting, particularly in the humanitarian context. Drive a substantial expansion of the Food Security and Livelihood program portfolio by pioneering innovative approaches in learning, program design, opportunity identification, and resource mobilization. This endeavor extends to addressing the unique challenges and dynamics within the humanitarian sphere of the Food Security and Livelihood program, ensuring adaptive and impactful interventions in the face of crises.

KEY RESPONSIBILITY

PROGRAM DEVELOPMENT

·         Lead the formulation, documentation, and execution of a comprehensive Food Security and Livelihood strategy for Somali humanitarian aid. Provide strategic and technical guidance to the Food Security program team and partners, aligning actions with current best practices, national policies, and Somali Aid's overarching strategies.

·         Drive the expansion of the Food Security and Livelihood sector program portfolio by spearheading project design and proposal development processes in response to donor funding opportunities. Regularly liaise with in-country donors, UN agencies, and international NGOs to track the status and progress of Food Security and Livelihood proposal applications, fostering strong relationships with sector donors.

·         Cultivate and sustain robust working connections with other stakeholders actively engaged in the Food Security and Livelihood sector. This effort aims to maximize collaborative opportunities and enhance the potential for consortium-based proposal submissions to donors.

COORDINATION AND MANAGEMENT

·         Conduct regular and comprehensive reviews of implementation progress vis-a-vis plans and budgets. If necessary, adjust plans and budgets to uphold program quality and advancement.

·         Proactively foster inter- and intra-team discussions, communication, and the sharing of lessons learned. Collaborate with other program coordinators to coordinate Food Security and Livelihood (FSL) programs, identifying synergies and opportunities for activity integration.

·         Evaluate staff structures and job descriptions to optimize human resources for FSL sector programs. This includes initiating the timely recruitment of qualified FSL program staff, overseeing short-listing and interviews.

·         Implement the organization's performance management systems to monitor, maintain, and enhance staff and team performance. Provide capacity building, coaching, and on-the-job mentoring to fortify the skills and capacity of program staff in food security and livelihood-related issues.

·         Take the lead in developing program plans, tools, and activities. Ensure adherence to Somali Aid's and Logistics and Procurement policies across all areas of FS&L programs.

·         Oversee FSL program budget utilization and asset management, ensuring full compliance with the organization's administrative and financial policies and procedures.

Skills and qualifications

QUALIFICATIONS

·         Masters degree in Agriculture, Agronomy, Food Security, International Development & Food Policy or their equivalent. Additional professional qualification in agriculture, food security, social-economy or related subjects are preferred

·         A minimum of three years’ experience in Food Security and Livelihood Sector in an NGO, three of which should be in a management position. Prove of management and coordination skills are.

OTHER ESSENTIAL QUALIFICATIONS

·         Exceptional interpersonal and communication skills, encompassing influencing, negotiation, and coaching abilities.

·         Advanced cultural awareness and a proven ability to collaborate effectively with individuals from diverse backgrounds and cultures, especially in the context of Somalia.

·         Demonstrated results orientation, with the capability to challenge established perspectives.

·         Proficiency in presenting intricate information in a concise and compelling manner.

·         Fluency in English, both verbally and in writing, is required. Knowledge of Somali is considered an additional asset.

·         Previous experience working with Internally Displaced Persons (IDPs), Returnees, and Host Communities.

·         Proven track record in the development and implementation of programs funded by various donors, including hands-on experience in fundraising from diverse sources.
