IRC Somalia is seeking BMZ/GFFO Project Coordinator to be based in Dhusamareb, Somalia. The ideal candidate must have excellent program management, coordination, communication, and monitoring & evaluation skills. The project coordinator will provide overall Coordination and effective implementation of IRC’s nexus projects in Somalia funding by BMZ and GFFO with a portfolio over 13 million. In close collaboration and the direction of the nexus Coordinator, the Project Coordinator will be responsible in overseeing the coordination, management and quality implementation of the BMZ and GFFO funded projects; monitoring and reporting; staff management and leading on IRC representation in coordination and advocacy forums for nexus programming. Working in close collaboration with program sector leadership, partner organizations, the relevant line ministries at both federal and state levels and other stake holders, the Project Coordinator will play a key role in ensuring projects are implemented to a high technical standard and is in full alignment with the program outcomes and overall objectives as well as the consortium strategy and protocols.
The project Coordinator will work under the oversight of the Senior Nexus Coordinator.
KEY RESPONSIBILITIES
Program Management and Quality
- Assume the overall responsibility of coordinating and overseeing the implementation of BMZ/GFFO funded projects in Galmudug and Southwest states
- Ensure projects and interventions are implemented with quality standards, aligned with BMZ and GFFO programming quality benchmarks, informed by IRC’s IMPACT Standards and respond to community needs and priorities.
- Working closely with the field coordinators, Partnership focal points and sector Technical Coordinators, lead the development of technically sound programmatic work plans and spending plans, reviewing plans regularly and proposing adaptations as needed.
- Undertake regular field visits to assess progress and identify technical quality issues and/or other implementation issues, provide solutions and implement modifications as required.
- Work closely with local partners and IRC sectors to identify and address implementation challenges in a professional manner
- Provide the Senior Nexus Coordinator and Senior Management with high-level updates on progress, risks and potential mitigations on regular basis
- Liaise regularly with IRC field staff, grants teams, Nexus Coordinators and sectoral Coordinato to promote intra-organizational learning to promote effective implementation of projects in country
- Ensure adaptive approach within program team, ensuring regular review of programmatic data and beneficiary and community feedback, in order to remain responsive to needs, preferences, and changing context.
- Conduct timely review of program delivery against BMZ and GFFO project goals, outcomes and outputs as well IRC’s IMPACT Standards.
- Working closely with the MEAL Coordinator, ensure high quality data is collected, key program lessons are mapped and adequately documents and find opportunities for evaluations and quality improvement
- Proactively identify, assess, monitor and implement measures to reduce or control risks that may impact program delivery, quality or compliance
Monitoring & Reporting
- Oversee the implementation of the MEAL Framework and facilitate course correcting interventions based on emerging findings
- Ensure regular monitoring of work plans and progress of activities on grants, actively participating in Project Cycle Meetings, including Project Design Meetings, Project Opening Meetings, Project Implementation Meetings, Project Learning Meetings, and Grant Closing Meetings.
- Ensure that adequate M&E systems and practices are in place to allow for data-driven programmatic decision making and reporting.
- Support development and implementation of accountability feedback mechanisms to ensure responsiveness to client’s needs and aspirations.
- Support collection and updating of program dashboard to provide monthly summaries of key program indicators and assessment results for decision making by country and regional management
- Lead the production of high-quality donor reports to Senior Nexus Coordinator as per agreed-upon schedules (monthly, quarterly and/or annually) on grant activities, indicators and achievements, ensuring that all internal and external reporting requirements are met, are of a high quality and are submitted on time.
- Ensure reporting templates are shared in a timely manner with respective staff responsible for developing reports and are supported to generate quality reporting.
Staff Management
- Supervise any direct reports, including consultants, in accordance with IRC HR policies and local law;
- Provide staff capacity building support for program staff including on-job training opportunities
Budget Oversight
- Ensure that program resources, including financial, are used effectively and transparently and in order to achieve program objectives
- Work closely and coordinate with IRC Supply chain, finance and grant teams to ensure timely and compliant program activities and expenditures. Has budget authority to pre-approved limits and responsibility for budget development and compliance under the direction of the Nexus Coordinator.
- Regularly monitor grant expenditures to ensure that spending is on track and to proactively identify and address any expected under/overspend
- Ensure promptly response to all budget holders-related inquiries in collaboration with grants and finance teams
- Hold consultation meetings with Nexus Coordinator in regard to issues relating budget management
Representation and Advocacy
- Actively develop and maintain strong working relationships with key stakeholders, including consortium partners, donors, government, and other stakeholders
- Attend national level sector-based and resilience meetings and other workshops, working groups, and coordination forums as required to ensure close coordination and collaboration
- Liaise closely with key stakeholders to ensure that field-level perspectives and operational considerations are taken into account during national discussions on BRCiS program implementation
- Analyze and present current program data in creative new ways to influence national-level discussions on BMZ and GFFO implementation.
- Maintain open and effective communication amongst the Consortium members, government officials and the donor
Skills and qualifications
- Master's degree in environmental sciences, agriculture, Climate and disaster management, social sciences, development studies, public administration, or other relevant field or the equivalent in professional work
- Minimum of 5 years of relevant experience in management of programs in a developing country or other resource-poor context, including experience in implementing/managing resilience programs
- At least 3 years of experience in a managerial position and demonstrated capacity in project management and budget planning, including the development of spending plans, procurement plans and work plans
- Demonstrated experience in developing proposals for and working with institutional donors, preferably BMZ and GFFO
- Excellent budget planning and management skills, previous experience effectively managing multimillion-dollar grants required
- Understanding of and experience with the resilience programming - a distinct advantage
- Proficient multi-tasker with the ability to delegate tasks while still maintaining a high attention to detail
- Energetic and self-driven with the ability to independently address and overcome challenges
- Exceptionally patient with a strong commitment to teamwork and capacity-building
- Ability to provide technical support and feedback with a high degree of tact and diplomacy
- Ability to integrate different experiences, methodologies, and approaches from a diverse range of stakeholders, organizations, and technical experts from multiple sectors
- Strong communication skills and effective in representation and liaison with external actors
- Excellent English speaking/writing skills required.
