Background
NRC has provided first-line humanitarian response since 2021 with multisector activities in shelter, education, livelihoods and food security, and information, counselling and legal assistance. Our focus is on supporting people in hard-to-reach areas, working in partnership with authorities and local actors. We are piloting cash-based interventions with displaced populations living in host communities. NRC offers a comprehensive response for returnees and IDPs of high need, addressing their food security, livelihood, shelter, education, ICLA, and water, hygiene and sanitation needs and also responding to emergencies through NRC’s six core competencies; Shelter, Education, Livelihoods and Food Security, WASH and Information, Counselling and Legal Assistance (ICLA) and Protection from Violence.
NRC Somalia is part of NRC’s East & South Africa regional operation which comprises of large-scale multi-country humanitarian and early recovery interventions spread across Ten countries (Kenya, Somalia, Ethiopia, Djibouti, Eritrea, South Sudan, Uganda, Tanzania, Sudan and Mozambique). NRC’s overall strategy in the region is to enhance protection and promote the rights of displaced people in humanitarian need by improving living conditions and seeking durable solutions. The regional office is based in Nairobi and works with country programmes to ensure standardization of programmatic and operational approaches, promote multi-country programming and ensure quality and coordination.
Role and responsibilities
To oversee the overall design and implementation of Monitoring, Evaluation and Learning (MEL) systems and procedures and ensure that all aspects of the NRC South and Central Area Program M& system are adhered to.
Generic responsibilities:
- Ensure adherence with NRC policies, tools, handbooks and guidelines
- Implement delegated CC project portfolio according to plan of action
- Prepare and develop status reports as required by management
- Ensure proper filing of documents
- Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist
- Promote and share ideas for technical improvement
Specific responsibilities
- Ensure that MEL tools and SOPs are correctly utilized in South Central Area, as well as by partners [where relevant] and capacity build program staff on MEL tools & SOPs.
- Contribute to concept note and proposal development; provide inputs based on Area level Core Competencies [program sectors].
- Provide regular progress reports to Area Manager, Programme Managers and MEL Coordinator/Manager.
- Coordinate processes to establish programme level MEL systems; participate in Log Frame design, support on indicator formulation, MEL plans, etc.
- Support and contribute to the development of a data management system through documentation, implementation and coordination of standardized information flow of MEL activities and reporting and “learning moments” to improve evidence-based planning.
- Capacity build and train program staff on MEL.
- Ensure proper filing of documents on Somalia filling tree
- Support in standardizing MEL across projects, including adaptation of MEL protocols.
- Principal focal point for Complaint, Feedback and Response Mechanism in South Central Somalia
- Design, implement, improve and maintain workable and comprehensive MEL tools for the monitoring of core NRC program activities within the Program Area
- Oversee the systematic and continuous data collection and analysis on the progress of activities over time and monitor results in terms of timeliness, quality, and accuracy in line with the logical framework approaches (LFAs) best practice and project documents.
- Support in developing data collection methodologies, tools, and data storage systems as needed
- Technical support to baseline surveys, post distribution monitoring, participatory assessments, Knowledge, Attitudes, and Practices (KAP) surveys, qualitative interview guides, focus group discussion guides, and other types of assessments as needed
- Provide technical support to SC Sub-Offices teams in planning and monitoring of ongoing projects as well as the development of systematic regular and structured MEL exercises.
- Assist in the drafting of periodic program thematic internal and external reports.
- Compile various periodic internal reports for smooth and timely implementation and accomplishment of planned project activities.
- Communicate regularly and participate in technical programme meetings including with MEL South Central and ensure programmes in Area have adequate MEL support and resources
- Provide technical support on creating and implementing MEL plans, MEL Matrix at Area level
- Train and support programme staff on using data collection methodologies and tools, including but not limited to Excel. ODK/ONA and Kobo
- Ensure verification of data, conduct data analysis; contribute to data report writing; using software including Excel, Kobo and PowerBi
- Ensure monitoring data is reported in a timely manner to relevant programme and managerial staff and partners
- Parapering output tracker report (OTR) and updating Area level Global Output and Outcome (GORS) Reporting System data
- Build the capacity of staff through training and support for effective implementation of the MEL systems, including for information gathering, follow up and post implementation monitoring within the Program Area.
- Provide when relevant updates to beneficiary groups
- Represent NRC when required at coordination and working groups related to MEL; this can include training participants on data collection methodologies and tools.
- Responsible the CRFM (Complaints Response and Feedback Mechanism) cases received, followed up, documented, and over SC CRFM data management.
- Maintain the CRFM database updated on a daily basis
- Support the Programme Department in new initiatives, should these arise during the employment period.
- Any other task related to your position, as requested by the Area Manager SC or MEL Coordinator/Manager.
Skills and qualifications
Professional competencies
Generic professional competencies:
- Bachelor’s degree in Statistics and analytical skills / IT / Economics /Development Studies / research methods/design / Any other relevant social science discipline.
- Minimum 2-3 years of relevant working experience in MEL design and implementation.
- Experience in field project review, projects reporting and evaluation.
- Experience from working in complex and volatile contexts
- Documented results related to the position’s responsibilities
- Experience implementing programs through local partners
- Experience working with government, local authorities, humanitarian actors, host communities, and displaced populations (IDPs and Refugees)
- Knowledge of data collection and analysis using digital processes
- Excellent interpersonal, written and verbal communication skills.
- Strong analysis skills (qualitative and quantitative) and strong reporting skills.
- Excellent one to one and group communication /information presentation skills
- Experience in training and capacity building in MEL mechanisms at various project levels
- Good understanding of various donors’ requirements
- Experience in designing and leading on specific development research projects
- Experience working with statistical computer software packages
- Project design and management skills
- Goal oriented with ability to work under pressure, independently and with limited supervision.
