Background

NRC has provided first-line humanitarian response since 2021 through multisectoral activities in shelter, education, livelihoods and food security, and information, counselling, and legal assistance. Our focus is on supporting people in hard-to-reach areas, working in partnership with authorities and local actors. We are piloting cash-based interventions with displaced populations living in host communities. NRC offers a comprehensive response for returnees and IDPs of high need, addressing their food security, livelihood, shelter, education, ICLA, and water, hygiene and sanitation needs and also responding to emergencies through NRC’s six core competencies; Shelter, Education, Cash & Market Systems, WASH and Information, Counselling and Legal Assistance (ICLA) and Protection from Violence.

NRC Somalia is part of NRC’s East & South Africa regional operation, which comprises large-scale multi-country humanitarian and early recovery interventions spread across ten countries (Kenya, Somalia, Ethiopia, Djibouti, Eritrea, South Sudan, Uganda, Tanzania, Sudan and Mozambique).  NRC’s overall strategy in the region is to enhance protection and promote the rights of displaced people in humanitarian need by improving living conditions and seeking durable solutions. The regional office is based in Nairobi and works with country programmes to ensure standardization of programmatic and operational approaches, promote multi-country programming and ensure quality and coordination. 

The Officer will lead the implementation of Protection and ICLA activities in the Central Area Office (CAO), specifically in Galmudug State. The officer will provide quality information and counselling legal services to displaced populations and vulnerable communities and based in Galkacyo South. The Project officer will contribute to a better understanding of the protection situation affecting communities and strengthen access to rights and legal remedies.

Responsibilities

Roles and responsibilities

The ICLA and Protection officer is responsible for day-to-day implementation of protection activities in Galmudug state. 

Generic responsibilities

  • Adhere to NRC policies, tools, handbooks and guidelines.
  • Assist implementation of the protection portfolio according to plan of action.
  • Implement independently case management related activities as delegated.
  • Responsible for organizing and delivery of tasks in line with established procedures, agreed priorities, international standards, and relevant guiding principles.
  • Provide quality and timely case management for identified general protection cases at high risk and/or extremely vulnerable, in accordance with the best-practice and international protection standards.
  • Develop and maintain knowledge of protection, in order to be most effective in supporting the team.
  • Prepare and develop status reports as required by management.
  • Ensure proper filing of documents.
  • Ensure that case management services are accessible to target beneficiaries most in need and explore and assess new and better ways to assist. 
  • Promote and share ideas for technical improvement.

 

Specific responsibilities

  • Work to undertake detailed protection assessments in the field.
  • Support the data collection through the Protection and Solutions Monitoring Network (PSMN) and work closely with PSMN Partners in Galmudug state.
  • Identify general protection cases at high risk and support case referrals between agencies
  • Identify cases in need of individual protection assistance (IPA), and provide services to achieve a protection outcome 
  • Accompany cases to referral locations as needed.
  • Provide information to individuals and families about their rights and entitlements, including what services are available.
  • Monitor the implementation of camp management activities and ensure adherence to standards.
  • Prepare comprehensive reports for NRC management and donors on HLP activities and challenges.
  • Ensure that all data and information pertaining to beneficiaries is handled in strict confidence, and in line with applicable data protection and information sharing protocols.
  • Collect and update information on services available and service providers and protection actors. 
  • Compile information and report on achievements. Report internally on weekly and monthly achievements; and for urgent cases, on a daily basis.
  • Any other tasks as required. 

 

Skills and qualifications

Professional competencies

Generic professional competencies: 

  • University degree in law, social studies, development studies / other relevant field/  the equivalent.
  • Minimum of 3 years of work experience with NGO, legal or international organization in t protection or human rights work, including case management and protection programing.
  • Experience working in complex and volatile contexts.
  • Experience from working as an advocacy, information, data or protection Officer in a humanitarian/recovery context
  • Experience working directly with affected/local communities in humanitarian settings.
  • Knowledge of international protection standards, concepts, and guiding principles
  • Strong analytical skills to integrate information from diverse sources.
  • Experience in monitoring, evaluation and accountability
  • Knowledge of data collection and analysis using digital processes
  • Documented results related to the position’s responsibilities
  • Fluency in English, both written and verbal.
  • Knowledge about own skills/profile
  • Experience working in Somalia.  Technical expertise relevant to the role ICLA and Protection. Documented results related to the position’s responsibilities.
