                                               Position – Education Officer

ROLE PURPOSE:

Under the guidance and technical support of the program Coordinator and Education specialist, the education officer is responsible for working closely with community and government stakeholders. S/he is responsible for the effective, efficient and quality implementation of education in emergencies and child protection projects at Afdem and Meiso  woreda level by engaging community, government and other stakeholders. He/she will be responsible for promoting access and quality basic education to fulfil all children’s right to education based on SCI’s vision, mission, and values; providing technical support to the implementation of educational activities and ensure vulnerable school girls and boys affected by drought to have access to learning opportunities in a protective and safe learning environment and WASH service in IDP schools. Responsible to deliver integrated education, child protection and WASH interventions to IDPs and schools in Afdem and Meiso Woreda in response to severe and worsening drought/flood conditions. Contribute to the continuation of the ongoing project in the targeted woredas, with a focus on reducing high school dropout among IDP children and ensuring targeted children have sufficient educational materials, and access to WASH NFIs, and improved hygiene practice in the schools.

KEY DUTIES & RESPONSIBILITIES

Job specific roles and responsibilities

  • Ensures that boys and girls in the IDPs have access to quality education according to SC Quality Learning Environment, government minimum standards and the INEE minimum standards;
  • Ensure vulnerable school girls and boys affected by drought to have access to learning opportunities in a protective and safe learning environment and WASH service in IDP schools
  • Effectively implement school feeding program at target schools to address critical food insecurity preventing children to go schools through a school feeding program, complemented by the provision of education kits, provision safe and drinking water through water trucking.
  • Train Teachers and PTSA on code of conduct, Psychosocial support, child protection and PFA
  • Provide day to day technical support on common standards, innovative strategies and approaches which ensure a capacity to address SC Commitments for Children in Emergencies, and reflect good practice in emergency education response.

Ensures good mainstreaming service providers (e.g. nutrition, health, child protection, including Job specific roles and responsibilities

  • Provide training on Food Handling and Management to cluster supervisors, school directors, SF focal persons, cluster supervisors, and cooks
  • Ensure that schools are safe protective spaces for children that would reduce other protection issues/concerns and makes children less vulnerable
  • Make sure that all the IDPs schools have clean and safe drinking water through water trucking and students have access to safe and clean drinking water within their learning environment.
  • Ensures Functioning Temporary Learning Spaces, established on the basis of community consultation and prioritization that support the well-being of boys and girls.
  • Ensure provision and distribution education/learning materials to IDPs children in the target areas
  • Oversees the functionality of child friendly space and Temporary learning spaces
  • With the support and guidance of program coordinator lead the implementation of Save the Children’s education in Emergencies project activities within the project areas districts through provision of EiE services to the target children.
  • Ensures all targeted girls and boys in the project target area have access to quality emergency basic education and recreational services safe and protective environments
  • Ensures boys and girls have access to Save the Children protection services including CFS and WASH facilities and hygiene promotion.
  • Provide regular update and monthly narrative reports reflecting lessons learned to PC
  • Identify critical program gaps and vulnerabilities, and clarify roles, responsibilities and accountabilities to effectively address those gaps.
  • Ensure quality in the program by building capacity of the cluster supervisors, experts WEO through trainings, and providing trainings in pedagogy, psychosocial support, life skills etc. to teachers.    

 

Skills and qualifications

  • Minimum of BA/Bed degree in the field of education or related field from recognized University or college
  • Previous experience working in INGO education program implemented in pastoral communities during emergencies
  • Good knowledge and experience in EiE programing particularly in Somali region
  • Have basic training and proven experience on EiE minimum standards, education/ teaching-learning process technical skills, M&E skills, documentation and report writing, 
  • Dynamic, Self-starter and able to deliver on organizational goals with good communication and interpersonal skills
  • Excellent understanding and prior work experience with the pastoralist communities is advantageous
  • Proficient in the use of MS Office, Word, E xcel, PowerPoint, Outlook

KNOWLEDGE SKILLS AND ABILITY

  • Position holder must have good interpersonal skills & excellent team player
  • Must have excellent strong writing with excellent spoken and written English; Knowledge of regional language is favourable

  • Able to solve problems by selecting the most suitable procedure or method within guidelines and precedents; direction sought when solutions not within established guidelines or precedents
