We are seeking qualified candidates for the position of Senior Expert in Monitoring Evaluation for a USAID-funded education activity. 

 

Project description : 

The Djibouti Reading Project is funded by the United States Agency for International Development (USAID). Its aim is to work with the Government of Djibouti to improve the reading achievement of primary school children. Activities include improving primary reading instruction, community mobilization, and improving policy frameworks on primary reading. The project will take place in Djibouti and will run for five years. This position is contingent upon funder award and approval.

 

Job Description: 

The Senior Monitoring and Evaluation Expert will be responsible for the technical direction of the monitoring of program activities and results. He/she will ensure high quality data collection and analysis. He/she will develop and implement a system for the continuous use of data to inform decision-making by project staff and the Government of Djibouti. With the support of FHI 360's Research and Evaluation Department, he/she will lead the design and implementation of monitoring, evaluation and research plans, including monitoring the reliability of implementation of project activities and ongoing evaluations in addition to project closure activities. This includes the establishment of the monitoring and evaluation system, including the definition of objectives, the development of indicators, the development and implementation of monitoring and evaluation tools, and the production of reports on all project indicators. He/she will build the capacity of local government stakeholders by involving them in evaluation activities, and ensure that all staff and local partners are trained in monitoring-evaluation components. He/she will contribute to a collaborative and adaptive approach, ensuring that the results of M&E activities are fed back into the project and disseminated to stakeholders for continuous adjustment. 

Job Responsibilities: 

  • Lead the development and implementation of the project's monitoring, evaluation and research plan, including the selection and definition of indicators, the establishment of targets for all indicators, the planning of all data collection, and the analysis of data to measure project results and the achievement of USAID/Djibouti's strategic objectives. 

  • Develop and support the design and implementation of ongoing and/or end-of-project evaluations, surveys and other components of the M&E system. 

  • Collaborate with government stakeholders and local partners to build their capacity to carry out evaluation activities. 

  • Develop and adapt instruments to assess student learning and teacher teaching practices, and establish processes for analyzing results to guide improvements to project activities. 

  • Develop high-quality quantitative and qualitative methods and participatory methodologies to monitor program quality in terms of performance and results; design appropriate feedback mechanisms to assess whether the approaches implemented by the project are effective. 

  • Lead the M&E team and ensure training of staff, key stakeholders and implementing partners on M&E components; such as monitoring plan, assessments, reviews, surveys and evaluations. 

  • Provide ongoing supervision and technical assistance to consortium partners in the implementation of the M&E system, ensuring high quality data and analysis. 

  • Contribute to collaboration, learning and adaptation throughout the project; design the program learning plan, ensure that the results of all monitoring, evaluation and survey activities are integrated into the project and disseminated to stakeholders and consortium partners for ongoing program adjustments. 

  • Provide high-quality and timely project reports, including documentation of successes, data analysis for indicator calculations, summary of qualitative results, etc. 

  • Communicate with FHI 360's Research and Evaluation Department to ensure collaboration and that research and M&E products adhere to FHI 360's quality standards.

Skills and qualifications

Experience Required : 

  • Master's degree in international development, social sciences or relevant field required;

  • At least 8 years' experience in monitoring and evaluation of international programs, including experience in design, monitoring, evaluation and/or research on international programs in Africa required; experience on reading projects preferred. 

  • Ability to set up a robust monitoring system to assess the fidelity of program implementation and effectiveness, and use this data for adaptive project management. 

  • Understanding of qualitative and quantitative research methods, database management, and experience with analytical software such as SPSS or Stata required. 

  • Experience in monitoring and evaluating complex reading projects, including the implementation of learning assessments. 

  • Knowledge of USAID M&E requirements preferred. 

  • Understanding of gender equity and inclusive education issues in Djibouti preferred. 

  • Strong presentation and training facilitation skills required. 

  • Excellent oral and written communication skills in French required. 

  • Excellent oral and written communication skills in English required.
