We are currently seeking qualified candidates for the position of Chief of Party for a USAID-funded early education activity.

Project Description:

The Djibouti Basic Education Project will be funded by the U.S. Agency for International Development (USAID). Its aim is to work with the Government of Djibouti to improve the enrolment, completion, and achievement of children in primary school. These activities include 1) improving access to basic education, including implementing inclusion strategies and engaging families and communities in children's learning; 2) improving the quality of teaching, especially in reading and mathematics at the primary level, and supporting the professional development of teachers, principals and supervisors; and 3) the use of results-based management (RBM) techniques by the MENFOP to steer the system at the basic level, and how information and communication technologies for education (TIC4E) could be used to strengthen teaching, learning, and monitoring and evaluation. The project will take place in Djibouti, with an anticipated duration of five years.

Job Description:

The Chief of Party will provide overall technical and management supervision to ensure that activities are coordinated and carried out. He/she will be the main interlocutor for communications with USAID, Ministry counterparts, stakeholders, and other technical and financial partners in Djibouti. He/she will provide overall technical leadership of the project, ensuring an integrated vision between the different components and actors, and focus on achieving contract results. He/she will have expertise in primary reading and mathematics policy and access to education for marginalized populations. He/she will identify problems and risks in program implementation. He/she will monitor project implementation and ensure that the project meets objectives, reporting and quality requirements. He/she will supervise senior technical, financial and operational staff. The position requires a diplomatic spirit and intercultural understanding to work with a wide range of government institutions and officials, as well as with civil society partners and stakeholders. *This positition is contingent upon funder award and approval.

Job Responsibilities:

  • Manage the technical, operational, financial and personnel aspects of the project as a whole.
  • Develop and maintain positive relationships with USAID, senior ministry officials, and other stakeholders.
  • Provide technical and administrative oversight of project planning and execution, including reporting, monitoring of performance monitoring plan and execution of work plans.
  • Supervise project staff and the work of partner organizations.
  • Oversee the recruitment, hiring and supervision of all local staff and consultants.

Skills and qualifications

Experience Required :

  • Bachelor's degree in education or relevant field required; Master's or PhD in relevant field preferred.
  • At least 10 years' experience in senior management and/or technical direction of international education, including 5 years' experience directing U.S. government-funded programs is required.
  • Knowledge of U.S. government rules, regulations, policies and procedures related to project reporting compliance.
  • Experience in managing reading programs in basic education at national level and expertise in basic school reading policy.
  • Knowledge of monitoring, evaluation and learning to oversee M&E systems and drive long-term program vision.
  • Excellent written and oral communication skills in French required.
  • Excellent written and oral communication skills in English required.
