JOB PURPOSE

WFP Djibouti is looking for a Port Operations Officer with experience in bulk cargo vessels operations and handling, as well as containerized and break bulk shipments to support WFP operations in Djibouti Ports.

Reporting to a Head of Operations, the incumbent will be required to play an active role in supporting Djibouti Corridor operations at the Port and at the Humanitarian Logistics Base. The HLB, comprising general cargo warehouse, container freight station and 4 grain-silos, situated 20 km from the city, is strategically positioned to offer humanitarian flows into Ethiopia, Somalia, Yemen and South Sudan.

The Port Operations Officer will also support WFP Yemen and Somalia COs with all the port operations related to their Time-Chartered vessels during their calls to Djibouti port.

Under the direct supervision of the Djibouti Head of Operations , the Port Operations Officer will be responsible for the following duties:

 

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Gather as much information on potential transport delays through to destination/port congestion to ensure WFP interests are fully covered and share this information with the necessary/concerned offices. Monitor and analize the port activity/situation on a regular basis.
  2. Coordinate with WFP Vessel Agents/Port Authorities for prompt berthing and smooth load/discharge operations. Arrange the pre-arrival meetings with all stakeholders prior the vessel arrival
  3. Oversee that proper documents are received and submitted to local Authorities prior to vessel arrival to ensure no delays in cargo clearance and vessel loading/discharging arrangements.
  4. Liaise with WFP's cargo Superintendent company and/or Vessel's port representatives prior to vessel arrivals to protect WFP interests during vessel operations and to ensure adequate measures are in place for commodity quality control, and full cargo quantity in good condition is always loaded/ discharged with a correct stowage on trucks/railroad wagons and in the warehouses;
  5. Monitor  and report on the performance of WFP contractors.
  6. Report on a daily basis to the Djibouti Head of Operations and SCOS at Headquarters on vessel load/discharge and all relevant related information;
  7. Report immediately about loss and damages. Documentary support of such damages to be sent to SCOS and SCOR in the Headquarters. Intervene in cases of damaged cargo and arrange for adequate inspections, sampling, testing and final settlement of disputed cargoes;
  8. Participate in the development of further improvements in procedures, documentation and reporting of the WFP Operation;

OTHER SPECIFIC JOB REQUIREMENTS

  1. Provide advice on Shipping related matters to WFP staff in country during the course of his/her assignment. Ensure the staff is properly briefed on the Standard Port Operation procedures and responsibilities of WFP Vessels/Stevedores/Superintendents and Forwarding Agents with clear understanding on the points where risk is transferred.
  2. Keep shipping files in good order. Collect the tally and other related documents to the discharging operations. To do a proper tracking and recording of all incoming/outgoing WFP consignments and vessels.
  3. Follow up the rules and procedures described in the WFP Transport Manual;
  4. Ensure that all required documentation, such as Statement of Facts, Notice of Readiness, Letter of Protest etc. are submitted/accepted correctly as per C/P, and communicated to SCOS in timely manner.
  5. Support WFP Yemen and Somalia COs with all the port operations related to their Time-Chartered vessels during their calls to Djibouti port. Arrange all the needful for on-hire/off-hire survey, any required supply, crew change atc. based on the requests from SCOS in HQ
  6. Participate in the review and update of the Ports capacities in Djibouti as part of the ongoing exercise of LCA update
  7. Contribute to the elaboration of HLB and a smooth setup of Djibouti Corridor and Silo services in support of WFP operations.
  8. Perform any other related duties, if required or assigned by immediate supervisor

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

Experiences: At least  8 years of postgraduate professional experience in Port and International Shipping Operations. WFP previous working experience and/or procedures knowledge are welcomed

Knowledge and skills:

  1. Familiarity with international commodity trade practices.
  2. Ability to plan and organise the work and to meet strict deadlines.
  3. In-depth knowledge in port operations and technology, cargo and shipping documentation, C/P interpretation and shipping business.
  4. Experience in managing the discharging operations for charter vessels and the contracting of the stevedoring services; Experience in supervising the staff
