Salary Range: USD 1,445.00 – 1,757.00 per month which specific amount will be determined up on candidates experience and educational relevancy

INTRODUCTION

The Danish Refugee Council (DRC), an international non-governmental organization (NGO), has been providing relief and development services in the Horn of Africa since 1997. DRC promotes and supports solutions to the problems faced by refugees, internally displaced people (IDPs), and migrants. The organization has offices across the region and has been operational in Ethiopia since 2009.  With funding from bilateral and multilateral donors, DRC is currently implementing a range of activities across Ethiopia, including WASH and shelter provision, child and youth protection, gender-based violence response, awareness-raising of migration risks, protection monitoring of migration routes, and livelihoods support for returning migrants or those at-risk of migration.

OVERALL PURPOSE OF THE ROLE:

The Protection Manager will be responsible for the design, implementation, and technical oversight of DRC Ethiopia’s Protection activities in Gambella, including protection monitoring, case management, individual protection assistance, access to justice, community-based protection, and psychosocial support for displacement-affected communities. The position holder will guide implementation, provide technical guidance to the protection team, and ensure proper procedures are followed for procurement, finance, and HR requirements, as well as timely and quality reporting. S/he will collaborate closely with DRC’s Country Office Protection Manager to ensure technical rigor and consistent application of DRC’s protection approaches, methods, and tools. This position will additionally focus on the potential scale-up of DRC’s interventions within Gambella including providing inputs for proposals and protection mainstreaming support for multi-sectoral teams.

Responsibilities and tasks

Project development /implementation/ Management

  • Responsible for initiating concept papers and proposal development on the thematic areas of protection and community-based protection in particular. Also identify protection gaps with a view to generating ideas for future projects with strong beneficiary impact.
  • Take the lead to develop new thematic interventions according to the analysis of the protection situation and risks.
  • Ensure planning and timely implementation of DRC Protection activities in Dollo Ado.
  • Provide technical oversight of protection work to ensure all activities including protection monitoring, protection response services, case management, legal aid, and community-based protection interventions are implemented in compliance with core protection principles and DRC guidelines.
  • Contribute to the design and contextualization of all project guidelines and tools according to international standards and best practices, ensuring technical rigor and the consistent application of DRC’s protection approaches, methods and tools.
  • Ensure that ethical and statistically-sound data collection and protection-related information management systems are in place and used for analysis, planning, evaluation, and advocacy, based on guidance provided by the Country Office team.
  • Technically lead protection needs assessments as needed, including developing appropriate tools to inform program design as well as identify risks and vulnerabilities, including those related to gender, age and diversity.
  • Develop and facilitate training and workshops for staff and other stakeholders.
  • Collaborate closely with CO Protection Technical Team to ensure technical rigor and the consistent application of DRC’s protection approaches, methods, and tools.
  • Responsible for the development of detailed project implementation plans, budgets and funding proposals at the field level under the supervision of the Area Manager and in coordination with the Grants, Protection Coordinator at CO and RO.
  • Provide technical support and integrate DRC WASH/Economic Recovery programming to relevant protection standards, protection mainstreaming and ensuring a rights-based approach to all programming.
  • Work closely with Area Manager/MEAL Specialist to maximize programme output and impact.
  • Coordinate planning, implementation, monitoring and evaluation of protection- related projects.
  • Develop and implement advocacy strategy based on assessment of protection situation and risks.

Coordination and representation

  • Develop relationships with a range of key stakeholders including donors, Local Government and other stakeholders.
  • Representation of DRC and active participation in the local Protection Sector cluster meetings and relevant sub-sectors/working groups.
  • Close coordination of project implementation with partners (UN agencies and national/international NGOs), including referrals, protection gap analysis and advocacy.
  • Maintain/establish rapport with government authorities, UN agencies, international and local NGOs as required.
  • Act as DRC’s focal point for all PSEA related matter, including active reporting and liaising with CO on this topic.

Grants Management and Reporting

  • Manage and oversee all protection grants; develop and maintain implementation Project Implementation plan (PIP) and procurement plans for all protection projects.
  • In collaboration with the MEAL Specialist/Area Manager prepare quality and timely monthly, quarterly and annual reports.
  • Ensuring effective implementation of MEAL systems throughout the lifetime of the protection components of DRC’s projects in Dolo Ado.
  • Manage the project budgets; oversee all budget expenditures and ensure they are allowable and allocable according to donor regulations; review monthly Business intelligence (BI reports) and collaborate with the Finance department to ensure accurate expenditures and reporting.
  • Actively participate and prepare all documents in advance of the BFU and implementation tracking meetings.
  • Collaborate with the CO Protection Manger and Specialists and ensure field-based protection records and documentation are properly managed and compliant with DRC requirements and best practices.

Staff development and management

  • Provide technical and programmatic leadership for the protection, GBV, Legal Aid and community Based Protection staff in the Dolo Ado operation.
  • Develop staff performance measurement and targets and appraise them based on the set targets.
  • Conduct training needs assessments of all protection-related staff and make recommendations.
  • Conduct frequent field visits to support field staffs through technical back stopping and to train duty bearers. 
  • Uphold DRC’s code of conduct, values, and principles of accountability.

Supply Chain /Finance

  • Monitor financial commitments and expenditures against budgets and provide timely feedback on budget intelligence reports (BI).
  • Liaise with DRC Administration, Supply Chain, and Finance Departments and the Area Manager/Head of Program/Head of Operation to ensure smooth operation of the field office.

Skills and qualifications

  • University degree preferably in the social sciences such as social work, psychology, law or similar
