Job description

Job Title: Project Manager

Reports to: Programmes Director

Direct reports: Field Coordinators, Field officer (WASH and Livelihoods) and field assistant

Job Location: Dolow and frequent visits to Elwak, Bardhere and Belet Hawo projects

Contract Details: One Year with possible extension

Job Summary

The Project Manager will be responsible for ensuring successful implementation of a SCRP programme to support vulnerable households affected by climatic shocks in programme target areas in Gedo. The Project Manager will be responsible for providing leadership, technical oversight and ensuring direct management of all activities related to the programme

KEY DUTIES & RESPONSIBILITIES:

Management of all aspects of programme implementation

·         Lead and manage the planning and implementation and monitoring of a SCRP programme to support vulnerable households, ensuring timeliness and delivery according to the activity plan and results framework in line with LLG’s approaches and policies, and international best practices.

·         Ensure LLG’s values and programmes objectives are communicated amongst line managed staff to foster understanding, ownership and the organisational culture

·         Provide technical and strategic direction in equality/gender activities particularly ensuring no activities are geared towards enabling vulnerable hhs/ beneficiaries’ livelihoods.

·         Develop weekly and monthly project activity plans in line with the overall programme plan, and relevant programme documents (logical framework, programme annual plan, budget)

·         Support the identification and validation of target programme participants – identification and development of transparent targeting criteria using the programme guide.

Program Development

·         Support and provide input to LLG program development initiatives proactively and identify opportunities based on needs assessment and gap analysis

Reporting 

Produce high quality report on monthly, quarterly basis as and when required

Financial management

·         Prepare, monitor, and manage programme budgets and expenditure and, ensuring resources are optimally utilized and spending is in line with LLG’s financial procedures and Donor requirements

·         Track and manage project budgets and ensure expenditure is in line with agreed project plans and budget.

·         Liaise with logistics and administration functions to ensure the timely delivery of required inputs/materials for the programme (e.g. purchase requests, disbursements, transport), in accordance with LLG’s procedures and donor requirements

Staff Capacity building

·         Manage the programme team with a particular emphasis on capacity building of staff through mentoring and training and ensure timely performance development reviews are conducted

·         Provide technical support, guidance and monitoring of programme staff, ensuring clarity over programme plans and priorities and encouraging effective team work.

·         Facilitate regular staff meetings to ensure awareness of programme objectives, and provide opportunities for feedback

·         Build staff and partners capacity on good livelihoods practices based on identified needs and capacity building plans.

·         Identify programme staff needs, ensuring that job descriptions are developed, appropriately qualified staff are recruited as per the programmes/organizational needs

Monitoring, Evaluation and Learning

·         Develop monitoring systems for internal learning and appropriate programme adjustments in response to new opportunities/challenges

·         Support and coordinate programme staff to deepen data collection and analysis for assessing livelihoods support opportunities in identified areas – both from affected communities, and in terms of labour market analysis

·         Document learning for the organization and disseminate in order to build in-house capacity for livelihoods programming

·         Track the progress of activities, ensure the collecting of program indicators and provide on-time internal status reports and external donor reports as required by donors

·         Support the development of mechanisms and tools that facilitate staff to document and disseminate lessons learned and models of good practices from the programme

·         Facilitate the documentation of best practices and lessons learned from livelihood programmes and assist in disseminating them to your organization’s staff and partners.

·         Monitor protection risks and needs in program sites on a regular basis to ensure monitoring activities are in place and relevant to measure the impact of livelihoods programmes and the quality of activities.

·         Work collaboratively with funding partners in developing strategies and tools to monitor activities and ensure data is collected and shared

Coordination and Representation

·         Support in identifying partnership opportunities and building good relations with national and relevant stakeholders 

·         Promote relations and coordinate activities with other humanitarian actors, donors, UN, and civil authorities in area of intervention

·         Represent LLG in Cluster forums and participate in relevant coordination sectoral meetings.

Other duties

Deputize Programmes Director and any other duties related to the nature of the job as directed by Programmes Director

Skills and qualifications

This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment

·         Master degree in Economics/ Social science with 3 minimum year’s experience

·         Experience of designing, implementing and monitoring livelihood programmes

·         Experience in preparing project proposals including budgeting and writing narrative and financial reports

Knowledge & Skills

·         Strong analytical skills in livelihood assessments and programme design using a livelihoods approach and participatory methodologies

·         Good understanding of project cycle management, including developing implementation plans and monitoring systems and ensuring project activities are implemented to a high standard in a timely and professional manner

·         Ability to work independently and under pressure in a responsible manner

·         Knowledge of data and database management, GIS, Mobile Data Collection

·         Excellent communication and inter-personal skills with the ability to represent the organization, coach, mentor and influence people  

·         Dedication, commitment and integrity and high motivation for improvement and ability to deliver in a challenging environment

·         Strong commitment to helping the poorest people to improve their wellbeing and achieve their goals
