VACANCY ANNOUNCEMENT

Position: Protection Assistant                

Responsible to: Project Officer.                                

Location: Erigavo (with regular field trips)

Duration of contract: 9 months (with possibility of extension)

Created in 1982, Humanity and Inclusion (HI) is an independent and impartial international aid organization working in situations of poverty and exclusion, conflict and disaster. Working alongside people with disabilities and other vulnerable groups, our actions are focused on responding to their essential needs, improving their living conditions and promoting respect for their dignity and their fundamental rights. HI was the co-winner of the Nobel Peace Prize in 1997 for its role in the International Campaign to Ban Landmines and was recently awarded (October 2016) a prize by the Office of the Presidency in Somaliland for services to Persons with Disabilities.

Humanity and Inclusion started in Somaliland in 1992 by setting up a rehabilitation center in Hargeisa. HI’s strategy in Somaliland is to advocate for the rights of persons with disabilities and to engage development actors to promote inclusion and participation of persons with disabilities and other vulnerable people at local and national level. 

Humanity and Inclusion (HI) is currently expecting to start 2 years humanitarian aid project; “Rehabilitation, Inclusive Humanitarian Action (IHA), MHPSS, & Stimulation Therapy in Crisis-Affected Sub-Saharan Africa

(RIMSCASSA) for vulnerable groups with a focus on elderly, people with disabilities, psychological distress and their family members affected by the crisis” in Togdheer, Sool, Sanaag and Maroodi-Jeeh regions of Somaliland.

RESPONSIBILITY OF THE POSITION

ROLE OF THE EMPLOYEE

Position will be based in Erigavo, under the direct line-management of Project Officer.  She/he will be responsible to:

ACTIVITY IMPLEMENTATION (90%)

  • Work as mobile/outreach protection team to identify, register and analyze the protection concern, risk and specific needs of project targeted beneficiaries (such as persons with disabilities, persons with psychosocial distress, elderly people etc)
  • According to the needs identified; prepare the list of persons for internal and external referral.
  • Carryout protection mainstreaming activities in IDPs site as well as host community and report protection issue to the Project Officer.
  • Identification of extremely vulnerable cases (CP, Persons with disabilities etc), prepare list and make appropriate referral through Project Officers.
  • Together with Psychosocial Assistant; Work with women, girls and children in the community committees Space to identify their needs, interests and priorities, and where possible, adapt activities according to these to ensure activities offered are culturally appropriate and meet the needs of women, girls and children. Take a lead in the direct implementation of the activities in the community committees’ space and community feedback meetings
  • Prepare the referral list of all identified cases on psychosocial and mental health issue and shared with Project Psychologist on timely manner.
  • Carryout community sensitization and awareness raising events on various protection concern of persons with specific needs, their rights, community protection mitigation measures through organization of community consultation meeting and Community Sensitization etc
  • Develop a community approach to ensure a confidence in HI process and project.

ACTIVITY FOLLOW UP AND REPORTING (10%)

  • Ensure a qualitative follow up of the beneficiaries and document the follow up according to the monitoring plan
  • Ensure a daily quantitative and qualitative reporting through the tools (assessment form, follow up form, discharger and monitoring form, groups report) and system in place.
  • Organization of the weekly plan within the Mobile Psychosocial and protection team, with the support of Project officer
  • Any other reports to be made upon line manager request.

OTHERS (To demonstrate an ethic and professional practice):

  • Respect beneficiary confidentiality and accountability.
  • Treat them with respect and dignities.
  • Respect, promote and implement all HI’s Safe Guarding Policies and report to your line manager any non-respect of HI’s policies amongst the teams or partners.
  • Address needs and requests in a professional way.
  • Report any incident or act that causes any harm to beneficiary or to others.
  • Always interact with children with the presence of their parents or caregivers.
  • Always respect a refusal of treatment.

 

Skills and qualifications

Education and Competency

  • Diploma/degree in Social Work, development studies, Education, or other relevant field from a recognized institution. Bachelor’s degree is preferred
  • Minimum of 2-3 years’ experience in as protection assistant, with experience in the field of humanitarian response with international NGO and UN agency.
  • Disability knowledge will be added advantage.
  • Strong planning, problem-solving skills, community engagement and mobilization.

                 Ability to work both independently and within a team.

  • Full proficiency in Microsoft Office, including Word and Excel.

Conditions

  • Status: Service contract with salary according to experience
  • Start: April 2023.
  • Duration: 9 months (possible extension)
