Background:

The Somali Red Crescent Society (SRCS) is an independent, non-political humanitarian organization that was founded in April 1963 and was established with presidential decree No. 187 in 1965. It was then recognized by the ICRC in 1969 and in the same year became a member of the International Federation of the Red Cross and the Red Crescent societies.

The Somali Red Crescent Society is currently looking for a qualified candidate to fill the vacant position of Health Data Officer based in Galkayo

Overall Job Purpose

Develop and implement proper health data systems, policies and procedures to ensure compliance with data management standards and best practices. Determine data collection and evaluation methodologies, including format design, project criteria and requirements, data compilation, relevancy and usage as well as quality assurance standards. Coordinate the collection, validation, analysis and interpretation of primary health data to inform planning, decision-making and resource allocation aimed at improving the provision of the integrated health care services. Work closely with health program coordinators to capture and input relevant data from each of the health program areas. Provide ongoing technical support including trainings and mentoring health programme staff at SRCS Galkayo Branch on data collection methods, processes and tools

Skills and qualifications

Essential Duties & Responsibilities

Technical Leadership

• Provide technical leadership in the development and implementation of an integrated health care database aimed at improving the delivery of health services

• Develop and implement evaluation methodology related to various health data programs to determine completeness and adequacy of the data collection procedure

• Coordinate the collection, validation, analysis and interpretation of primary health data in compliance with established quality assurance standards to best practices

• Review and clean all SRCS primary health care data received from SRCS Branches and ensure they are complete, accurate and up-to-date before inputting into the database

• Track and obtain missing or incomplete data and provide regular feedback on data quality, timeliness and completeness to health staff for correction

• Work closely with the health program coordinators to capture and input relevant data from each of the health program areas

• Provide ongoing technical support including trainings and mentoring health program staff at SRCS Branches on data collection methods, processes and tools

• Prepares monthly, quarterly, annual and ad-hoc data reports as necessary to enhance decision-making

• Maintain strict confidentiality of the health databases in compliance with privacy law and standards

Operations Management

• Raise procurement requests, and also ensure proper use, maintenance and update of database and related software including computer hardware equipment and peripherals

Strategic Partnerships

• Provide technical inputs and respond to ad-hoc requests for data, analysis, presentations and information from strategic partners and key stakeholders

• Develop and enhance relationships with strategic partners, donors, local authorities, and humanitarian actors to maximize support for humanitarian response

• Represent SRCS in relevant national conferences, seminars, workshops and meetings

• Perform other related duties as assigned by the SRSC Senior Management

Requirements:

Experience & Qualification:

▪ Bachelor’s degree or equivalent professional practice in Biostatistics, public health, health management information system (HMIS), population studies, demography or mathematics.

▪ Minimum 5 years relevant experience in data analysis, data management and statistical analysis in the area of public health, epidemiology and immunization gained from humanitarian settings or development organization.

▪ Well-versed with Microsoft office software and statistical software for epidemiology and public health data management

▪ Respond positively to critical feedback and differing points of views

▪ Proficiency in MS Office and related applications (Word, Excel, Access, PowerPoint)

Language:

▪ Demonstrate proficiency in Somali and English languages
