MSF Somalia Mission is seeking a qualified candidate for the following position:
Job Title : Deputy Nursing Activity Manager- Galkayo North Outreach
Work Location : Galkayo- North- MUDUG - SOMALIA
Start date : As soon as possible
Length of contract : Fixed term (1year)
Probation Period : 3 months
Main Purpose:
Through delegated responsibilities, support the Nursing Activity Manager (NAM) in the planning, implementation, supervision
and quality improvement of MSF outreach nursing activities in Galkacyo North. The position supports the implementation of
the project’s outreach strategy through coordination of fixed outreach services, community-based activities, disease
surveillance, referral systems and integrated PHC approaches in line with MSF standards and operational priorities.
The role contributes to outreach rationalization, mapping of underserved populations, quality nursing care, continuity of
services, epidemiologic surveillance, Health prevention, efficient resource utilization and collaboration with communities and
relevant stakeholders.
Accountabilities
1. Strategic Outreach Coordination & Mapping
a) Support implementation and follow-up of the project outreach strategy.
b) Participate in the mapping and assessment of outreach locations based on population needs, accessibility,
medical priorities, security access and presence of other actors.
c) Contribute to rationalization and transition toward strategically selected outreach service points in Galkayo
North.
d) Coordinate with medical and support departments for effective functioning of outreach activities.
e) Support coordination with local authorities, community leaders and relevant stakeholders when required.
2. Clinical & Nursing Supervision
a) Supervise outreach nursing teams and ensure quality nursing care according to MSF protocols and
standards.
b) Ensure implementation of PHC through integrated approach of nutrition, EPI, IPC, SRH, Surveillance, and
where needed & feasible community-care activities in outreach services.
c) Ensure proper patient flow, triage, referral systems and continuity of care from the community to primary,
and therefore to the secondary health care.
d) Monitor rational use of the medical supplies including drugs, vaccines, medical consumables, and
equipment availed to the outreach selected Health facilities throughout tracking the best practices in term
of prescription, dispensation, storage,
e) Ensure appropriate cold chain monitoring and IPC measures in all outreach locations.
f) Support outbreak preparedness and emergency response activities when required.
3. Surveillance, Reporting & Quality care Monitoring
a) Ensure proper collection, compilation and reporting of outreach statistics data and indicators.
b) Monitor outreach trends, service utilization, track and report the medical alerts.
c) Participate in epidemiological surveillance and early alert systems.
d) Conduct quality care monitoring in outreach sites through: Morbidity & Mortality Analysis, Rational
Prescription Analysis, MIR, MSFAT, IPC Audit (HH, SIPCA, etc), Nursing care audit, Training and capacity
building, supervision visits, Patient’s feedback/experience & satisfaction survey, etc.
e) Participate in preparation of weekly, monthly, quarterly, epidemiological reports, Sitreps, MMR,
EXTERNAL VACANCY
f) Report operational and medical concerns to the NAM (MTL and project coordination when needed).
4. Community Engagement & Health Promotion
a) Support adaptation of health messages according to local socio-cultural context.
b) Participate in stakeholder mapping relevant to outreach and behavior change interventions.
c) Collaborate with relevant actors involved in prevention, surveillance and community health activities.
5. Team Management & Capacity Building
a) Ensure proper induction and orientation of outreach staff.
b) Support training, mentorship and capacity building of outreach nursing teams.
c) Ensure proper communication and transfer of information between outreach teams and supported
facilities.
d) Promote teamwork, communication and adherence to MSF values and ethics.
e) Report disciplinary or performance concerns to line management.
f) Effective support supervision to the outreach nursing teams according to MSF policies/values and conduct
technical evaluations.
g) Ensure monthly outreach duty rosters and movement plans are prepared appropriately, with timely
movements.
h) Ensure proper transfer of information between outreach teams and supported health facilities.
6. Emergency Response & Additional Responsibilities
a) Participate in rapid assessments and emergency response activities when required.
b) Support implementation of MSF safety, safeguarding and patient confidentiality principles.
c) Perform additional tasks according to operational needs.
Skills and qualifications
Education Essential: Bachelor degree in Nursing is mandatory
Experience
Desirable: Training in Public Health/Community Health Nursing
Essential: Previous experience as Outreach NTS or D-NAM/NAM outreach role
Essential: Minimum 3 years MSF experience in similar context
Essential: Somali context experience
Desirable: Galkayo North context experience
Languages
Knowledge
