Positions Title: Senior NRM Officer

Reports to: NRM Project Manager

Job Grade: Level 4

Locations: Galkayo with frequent travel to Jariban District, Mudug Region.

KAALO was established in March 1991 by a volunteer group of intellectuals just after the Somali central government’s collapse to assist the vulnerable and marginalized communities who had been displaced from their homes due to the civil war that erupted. Since then, KAALO has been responding to the needs of vulnerable and destitute populations in complex protracted emergency situations, providing both lifesaving and long-term support, complementing the efforts of the government and other humanitarian partners.

KAALO manages programs in a range of sectors including health, nutrition, water, sanitation, hygiene (WASH), education, food security and livelihoods, gender, and human rights and governance. KAALO is strategically positioned to respond to the needs of vulnerable crises -affected communities through immediate lifesaving humanitarian response programs, Recovery and resilience building programs and, and human rights/governance programs,

KAALO targets vulnerable, impoverished, and marginalized community groups affected by crises including Women, children, elderly people, internally displaced persons, returnees, refugees, asylum seekers, marginalized disadvantaged rural communities, and duty bearers.

About the program

KAALO is a recently secured 5 years program under the BRCiS Consortium funded by FDCO which Supports vulnerable rural communities to cope with shocks and stresses. The program aims to contribute to reduced severity of humanitarian needs and displacement in Somalia (Impact), to be evidenced by

the reduction in populations in IPC3+ and reduced displacement from BRCiS communities. This will be achieved when marginalized communities in disaster-prone, rural Somalia have sufficient social, financial, and environmental assets to better cope with shocks and stresses (Outcome), demonstrated by increased average resilience capacities of communities per the Analysis of the Resilience of Communities to Disaster (ARC-D) scale, increased sustainable access to safe water for domestic and productive use, increased household financial assets, and an increased percentage of early and/or anticipatory actions that are resourced locally.

Summary of Job

Senior NRM Officer is under the supervision of the NRM Project Manager and will support Project Manager in reporting, planning, and implementing the implementation of community-led Ecosystem restoration and inclusive natural resource management activities in the BRCIS Program. He/she will be working with local communities and authorities to develop community action Plans based on community initiatives on ecosystem restoration and inclusive NRM system. He/ she will prepare field reports and facilitate field-level Activity implementation and reporting.

Specific Duties and Responsibilities

  • Develop Detailed Implementation based on weekly, monthly, and quarterly Work Plans from Approved Project Work Plans
  • Participate in a comprehensive, participatory mapping exercise of communities’ natural resources (water, rangeland, soil quality, etc.) conducted by ICRAF.
  • Facilitate Community engagement in Natural Resource Management and ecosystem restoration.
  • Facilitate the establishment and capacity enhancement of NRM committees in villages.
  • Ensure that the natural resource management activities related to economic recovery, new livelihood development, income diversification, and marketing are implemented.
  • Develop and prepare an operation action plan for watershed and natural resources management based on the assessment
  • Facilitate and support the delineation/updating of watersheds in collaboration with concerned government partners in all operational areas of the program.
  • Support technically the mobilizations of the communities in the watershed operation areas and create awareness on the concept and principles of watershed management and facilitate the development of watershed management and receive feedback and reach to consensus on implementation.
  • Enhance the establishment/strengthening of the watershed committee in the identified watershed and facilitate the development of watershed management bylaws.
  • Identified appropriate biological and physical conservation and development measures in the watershed and communal area closure and will make thorough discussion with the communities and develop an action plan for its implementation.
  • Coordinate the action plans for assessments, monitoring, & joint review on the implementation and progresses of the project activities.
  • Ensure your work plan relates closely to the regularly updated project work plan guiding the project implementation and progress toward completion.
  • Record and monitor project activities and its process to facilitate learning, implementing monitoring and evaluation.
  • Provide technical advice and support to beneficiaries and CRC and ensure the community-level data is collected, consolidated, and reported on time and are well integrated into the project activities.
  • Facilitate the innovation and creative mind in initiating the integration of the project components at the household and community levels.
  • Translate the available economic potentials to improve the nutrition status at the household level.
  • Promote and come up with new innovations and simple ideas/technologies that will address some of the challenges
  • Ensure that all the NRM & DRR activities of the project are incorporated into the respective government's regular plan and monitoring points by the local leaders.
  • Create smooth networking relationships and participation with wide stakeholders such as government, CBOs, community leaders, and other key partners at the local level.
  • Coordinate the Project team to complement project activities and develop synergy between the different components to increase capacity to adopt the climate change.

 

Skills and qualifications

  • Minimum Qualification required: BSc Degree in Natural Resource Management, Watershed Management, Agronomy, Agricultural Engineering or Rural Development, or other relevant fields of study.
  • At least 4 year relevant NRM experience in an international NGO or similar organization.
  • Good technical knowledge of policy and practice in the field of agronomy, livelihoods, or crop productivity and development as well as other cross cutting issues
  • A good understanding of development issues and the policy context in the operational areas and Ethiopia generally.
  • An understanding of child rights and their protection and fulfilment in the development context
  • Willingness to travel outside of the base frequently.
  • Basic computer skills.
  • Monitoring & supervision skill
  • Reporting writing skills.
  • Ability to maintain effective working relationships with all levels of staff and other stakeholders.
  • Ability to work in team, strong negotiation and analytical skills; ability to
  • multitask and work under Pressure and tight deadlines.
  • Willingness and ability to travel extensively in country
