Terms of Reference for Radio Moderator, Galmudug, Somalia (Contract for Consulting Services)

  1. Consultancy Description

The consultant will be the radio program moderator for the Galmudug-State-based radio program “Garasho-wadaag” that was established in Galmudug in 2021 and airs once a month for 1.5 hours live from a radio station in Galmudug. The show discusses current topics in Galmudug State with a special focus on climate change and environmental issues as well as local conflicts and reconciliation. The consultant will be responsible for the moderation of the show, the technical and logistical preparation, the preparation of interactive and creative segments of the show as well as the communication with guests and project partners. S/he will work from Galmudug State in the framework of the project “Infrastructures for Peace and Environmental Peacebuilding in Hirshabelle and Galmudug State, Somalia” funded by the German Federal Foreign Office. The contract will be for a period of 11 months with the possibility of extension.

  1. Berghof Foundation’s Work in Galmudug, Somalia

Since 2019, the Berghof Foundation has been working in the federal member state of Galmudug, Somalia, and supports local civil society actors and peacebuilders in their efforts to build sustainable peace. The current project, which runs until 31 December 2023, builds on the work started in previous Berghof Foundation projects in Galmudug State and aims to support the established Insider Peacebuilders Network in their efforts for peace but will also reach a broader audience in Galmudug with the radio program in order to raise awareness of climate change and environmental degradation and strengthen the resilience of the communities in the face of climate change impacts.

The specific objectives of the project are:

  • Support focused and sustained conflict transformation processes in selected hotspots of protracted clan conflict.
  • Strengthen local Infrastructures for Peace.
  • Strengthen community awareness and resilience of the communities in Galmudug State on climate change and its impact on local conflicts.

One important track of Berghof Foundation’s work in Galmudug State is the radio show “Garasho-wadaag”, where local peacebuilders, government representatives and experts get the opportunity to talk about the topics of climate change, peace and conflict. Program listeners can voice their opinions and engage with the moderator and guests. Additionally, a drama created originally for the radio program is a reoccurring aspect of the show.

  1. Main Tasks and Responsibilities

In close coordination with Berghof Foundation’s project staff in Nairobi, Mogadishu and Berlin, the

Consultant’s tasks may include but are not limited to:

  • Moderate the radio show once a month, interview guests and engage with listeners who call in.
  • Engage and coordinate closely with the project team on the concept of the radio show and its various different elements. Co-prepare the topic/theme and script of each episode
  • Be responsible for the logistical preparation of the radio show, as well as the communication with radio stations, guests and other project partners.
  • Interact and maintain good relationships among with partners, experts, Somali stakeholders.
  • Stay up to date and regularly inform the project team on current political trends and contentious topics in Galmudug.
  • Coordinate closely with the actors of the drama.
  • Maintain the Facebook page, posting regular messages encouraging active participation of the page followers (and moderating responses) on the various topics highlighted in the programme (upcoming and past)
  • Conduct, as needed, interviews in advance for upcoming episodes.

In addition to the above list, the Berghof Foundation reserves the right to request deliverables not explicitly mentioned in the above list of tasks, but related to the scope of the present framework service contract.

  1. Scope of the Service Contract

The consultant is expected to be based in Galmudug State. The duration of the service contract is envisioned to start 01.02.2023 and runs until 31.12.2023. The consultant will receive a monthly honorariums of 1000 USD.

  1. Supervision and Reporting

The successful candidate will primarily report to the Nairobi-based Senior Project Manager and will work closely with the Berlin-based Advisor and Project Manager.

 

Skills and qualifications

Applicants shall demonstrate that they fulfil the following criteria (to be assessed on the basis of all supporting documents listed in Section 9):

  • Strong journalistic background, ideally also as a radio moderator
  • Comprehensive knowledge about the topics of climate change, climate security and conflict transformation
  • Excellent knowledge of the Somali and Galmudug State context
  • Technical know-how on the production of a radio show
  • Skilled and professional usage of various social media platforms
  • Strong organizational, management, logistics and communication skills, with experience in organizing events
  • Excellent verbal and written language skills in Somali. Spoken and written proficiency in English is a plus.
  • Good networker with the ability to engage with a range of stakeholders
