INVITATION TO BID FOR CONSULTANCY
Save the Children International (SCI) Somalia program hereby invites interested consultants to
bid for the consultancy assignment detailed below
1 Title of Consultancy TERMS OF REFERENCE: For a technical consultant to develop
Health Financing Policy for Galmudug state.

3 Period of Consultancy The Assignment will be 60 days including travels

5 Responsibility for
Logistics
arrangements and
Costs
Save the Children will pay the consultant fee in a lump sum and will
not reimburse any incurred costs during the assignment. The
consultant will cover their own Logistical arrangements and costs;
including food, accommodation and local transport and all costs
associated in conducting consultations with key stakeholders (MoH,
community leaders, health facility staff) to gather insights on cost
recovery
6 Taxation Provisions Consultant shall be responsible for all Taxes arising from the
consultancy in line with the local Tax regulations applicable at the SCI
contracting office named above.
7 Travel requirements The consultant will cover his/hers travel costs (tickets) and arrange
local travel to field sites and accommodation.
8 Security requirements the consultant will comply with the standard of Save the Children
Security procedures, including the completion of SCI online security
training prior to travel to Somalia.

Qualification and
Experience
Minimum Requirements for the Consultant/Firm
• Qualifications & Expertise: Advanced degree in Public Health,
Health Economics, Health Policy and Health financing, or related
field.
• Proven experience in policy formulation and health financing.
• Strong knowledge of Galmudug health system and EPHS
framework.

• Expertise in gender equity, community engagement, and
participatory approaches.
• Recent Relevant Work: A verifiable track record of previous
policy development in the past two years, including references or
evidence of completed assignments.
• Registration & Access: Consulting firms must be officially
registered by Federal Government of Somalia, and the Consultant
must have secure and reliable access to Dhusamareb Galmudug
State of Somalia.
• Language & Communication Skills: Fluency in written and spoken
English, with proven ability to produce clear, high-quality reports
and conduct rigorous data analysis.
• Methodological Competence: Demonstrated expertise in health
financing approaches/models and policy development, including
design, data collection, and analytical approaches relevant to the
scope of work.
